Introduction District Commander Damian Brown

Wakefield District covers 338 square kilometres and is home to 325,800 people in a diverse range of city, urban and rural communities. Wakefield offers exceptional transport links from its prominent position at the intersection between the M1 and M62 motorways and the A1 (M) at its eastern boundary, thus providing excellent travel connections to the City by road.

The district combines the 5 towns in the North East of Normanton, , , and as well as in the North West and in the South East and a host of other smaller communities.

Wakefield City acts as the historic seat of the district’s commercial centre, with numerous high street chain stores, Trinity Walk shopping centre, markets, libraries, cathedral, public transport hubs and train stations. The City is also home 3 to the headquarters of the Metropolitan District Council, West Police and the Yorkshire Ambulance Service retaining its strong tradition of public service employment. The Fire and Rescue Service (WYFRS) Wakefield District Office is situated in Brunswick Street.

Our ambition is ‘Making West Yorkshire Safer’ and our aim is to provide an excellent Fire and Rescue Service working in close partnership to pool resources to reduce death, injury, economic loss and contribute to community wellbeing.

This district plan provides the strategy from which four Local Risk Reduction Plans have been developed. These local plans focus on the needs of the local communities within Wakefield District and contain greater detail of how Prevention, Protection, Response and Resilience will be managed.

As part of a longer term risk reduction plan Wakefield Fire Station will be reduced to one Fire Appliance over the coming years and South

Elmsall and Fire Stations will close to make way for a new Fire Station at South Kirby in 2015. The new Fire Station is currently being built on the South Kirby Business Park. A ‘Command and Leadership’ project trial will take place within Wakefield District commencing in April 2014. This trial will see locally based Station Commanders transfer from their current offices on local Fire Stations and re-locating centrally at the Wakefield District office in Brunswick Street.

Our positive risk reduction activities last year delivered a significant decrease in the number of overall arson incidents, fires within private dwellings and fires in places of work. More importantly, these actions have saved lives and reduced serious injuries across the District. The number of road traffic collisions we attended last year was reduced to their lowest level on record; road traffic collisions continue to be a major part of our operational response which always have the potential to become very serious incidents across our major and rural road networks. Within our Service Plan we have set four strategic priorities for 2011-15. These priorities assist us to set objectives to manage performance and direct our resources where they are most needed.

Provide effective and ethical governance and achieve value for money in managing resources

Our modern day firefighters are well prepared through vigorous training programmes and have the equipment and technology to deal successfully with a host of incidents the Fire & Rescue Service attend. 5 We intend to build on our success and continue to work with our partners to reduce the risk to the communities of Wakefield during 2014/15.

District Policy

This Wakefield District Risk Reduction Plan directly underpins the strategy set in our Service Plan 2011-2015 and is produced as a working document to address the priorities set for Wakefield District by Service Delivery Board.

District Priorities

The Service Delivery Board has determined the following priorities:

• One District Fire Station will reduce its current risk band - Castleford from Low Risk to Very Low Risk.

• We will maintain resilience and availability of appliances at the following Retained Duty System (RDS) stations: Featherstone and Hemsworth. Where necessary, we will recruit on call firefighters to achieve this.

• Wakefield District operational staff will carry out a programme of prevention work and will complete 36900 home fire safety points.

• Wakefield District operational staff will complete 1060 fire protection inspections. They will also collect safety critical information which can be used to assist firefighter safety, should an incident occur at the property.

• Ensure that the risk to those members of the community who are the most vulnerable is reduced as far as possible through innovation and partnership working.

• Continue risk reduction work in the South Elmsall and Hemsworth areas prior to the relocation of resources to . To achieve this we will focus specifically on the following areas:

• Dwelling fires

• Fires in other buildings

• Road Traffic Collisions

Risk Reduction Hierarchy

In order to achieve these priorities and reduce risk across Wakefield District, this plan is aligned to WYFRS’s risk reduction philosophy. Four elements provide a focus for our activity, known as the Risk Reduction Hierarchy:

Fire Prevention 7 Fire Protection Operational Response Resilience

Fire Prevention – Fire Safety in the Home

Wakefield District staff will:

• Direct resources into areas and communities with the highest level of risk

• Work closely with communities and our partners to identify and visit the hard

to reach and the most vulnerable within the district

• Carry out home visits with a challenging new points based target to reduce the risk of fire. Where required, we fit smoke detectors to give an early warning in the event of fire.

We will prioritise home fire safety checks (HFSC) to the following:

• Vulnerable individuals and groups identified through partner agencies

• Priority risk areas and households identified by lifestyle type

• Hot strike visits after a fire

• Direct calls requesting HFSC for vulnerable individuals and households

• Hot line referrals for individuals and households

• Advice on request The District Team will advise on the dangers of arson and how to protect properties which are at risk. If appropriate, working with our colleagues in , we will carry out ‘target hardening’ measures on high risk properties.

We are also proactive in working with our partners to remove combustible waste materials from the streets of Wakefield district.

We will support and deliver education programmes to a number of at risk groups throughout the district. Specifically, children and young people will be targeted by a programme of Year 5 talks and the Young Fire-fighters’ Scheme, as well as other specific events.

Prevention – Road Safety

Wakefield District staff have a role to play in preventing road traffic collisions and the resultant damage to human life, as it is working to reduce fire related deaths and injuries through prevention work.

Wakefield District activities in road safety will be through specific interventions, campaigns, schemes and initiatives which are designed to change peoples’ driving behaviour so as to reduce death and injury caused by road traffic related incidents.

Responding to road traffic collisions will always be a major part of what we do as an emergency service, but with effective educational activity and promotional campaigns, particularly working with partner agencies, we aim to achieve ongoing sustainable reductions in fatalities and serious injuries.

Fire Protection – Fire Safety in the Workplace

The district will complete 1060 fire protection inspections and collect safety critical risk information as detailed in the individual Station Risk Indicators. These will be conducted, on a risk-assessed basis, at premises throughout the district to ensure that adequate fire safety measures and arrangements are in place. Where 9 required we will provide advice on how to protect life and property in the event of fire.

Specialist officers will carry out the most complex fire safety inspections, aligned to district based crews who will focus their inspections on the following premises types:

• Sleeping risks

• Fire engineered buildings

• Premises which are a high risk to firefighters

They will also gather vital safety critical risk information during these audits and respond to any dangerous conditions to protect the public.

Operational Response and Resilience

WYFRS’s Integrated Risk Management Plan (IRMP) will determine the distribution of operational response resources across Wakefield. To ensure the emergency response is commensurate to the level of risk across the county, this distribution will comply with our risk based planning assumptions.

All emergency calls are of a dynamic nature. Whenever appliances are required to attend an incident, an assessment of risk for the immediate and surrounding area is undertaken and, if required, appropriate cover moves are made. The dynamic management of fire cover across Wakefield will be determined by our Control Centre and will pay cognisance to the levels of risk and activity ensuring the safety of the community is not compromised.

In order to provide the most effective operational response, in addition to our normal day-to-day training, we will also ensure that firefighters are trained to the highest standards against risks and threats facing themselves and the community.

We will monitor local, national and international events in order to identify areas where we need to concentrate our training themes. To improve our knowledge and skills we will conduct scenario based training and exercises for specific types of incidents and premises. We will also carry out site specific visits to familiarise our staff with high risk premises throughout the district.

Derelict and unoccupied premises pose a significant risk to firefighter safety during a fire. Therefore, we will gather information on these premises and work closely with the council to reduce this risk.

To improve the resilience of Wakefield, we will train with other emergency services and agencies to improve inter-operability. These exercises will be themed to reflect civil emergencies that are of the greatest threat to public safety.

The priorities for risk training in Wakefield for 2014/15 are:

• Wide area flooding

• Large chemical sites

• Aged persons homes

• High rise buildings

• Complex buildings with fire engineered solutions. Local and National Resilience – Dealing with Major Incidents and Civil Emergencies We will prepare to deal with incidents that are a threat to the resilience of Wakefield and the nation. These risks have been identified by the Local Resilience Forum and are detailed in the Community Risk Register. We will train and exercise to those incidents that are the greatest risk to Wakefield and public safety. These have been included within the district priorities for risk training, as above. 11 A large scale incident in the district will require a large scale response; these have been modelled on a national level. We will ensure that firefighters across WYFRS are equipped, trained and available to provide this model response should it be required in the district.

We recognise that inter-operability between responding agencies is critical to achieve a successful resolution to large and complex emergencies. Therefore, to improve this, we will train with other emergency services and agencies.

In particular, we will exercise with:

• West Yorkshire Police

• Yorkshire Ambulance Service

• The Environment Agency

Wakefield District staff will employ a risk based approach to service delivery. We will focus our resources towards vulnerable people and high risk premises.

Primarily, we will direct staff and resources to work in areas and communities that have the highest level of risk. To achieve this we will release staff and resources from areas that we believe to be at a lower risk to carry out this work. This approach will ensure we respond to the needs of vulnerable individuals wherever they reside.

Resources

Resources will be organised to deliver risk reduction work as per the risk reduction hierarchy detailed previously. The following WYFRS personnel and resources are available to deliver this plan and achieve the priorities and risk reduction targets for Wakefield District, as detailed in Appendix A.

Prevention Support

A team of centrally located personnel are available to assist our operational staff to deliver prevention and protection work in the district.

The Young Fire-fighter Schemes at Castleford, Ossett and Wakefield along with other programmes delivered in district will be supported by the Youth Training Team.

Central Protection

A number of specialised officers are available to offer support and advice to businesses in Wakefield.

Operational Resources

191 personnel are currently employed across the eight fire stations within Wakefield District. Our priorities are to carry out prevention, protection and

response work within the district. They will also, when required, support other districts within West Yorkshire at large incidents.

We have eight frontline fire appliances, two resilience and two special appliances including one command unit. They have primary responsibility for the operational preparedness, response and resilience across the district.

Partnerships

Wakefield District staff will work effectively with a range of both internal and external partners on a range of initiatives to improve the lives of people in Wakefield.

Wakefield Safer Stronger Communities Partnership

WYFRS has a statutory duty under the Crime and Disorder Act (1998) and the subsequent legislation of The Police and Crime Act (2009), to be a formal partner 15 in Local Authority established Community Safety Partnerships. The District Commander will attend meetings with Wakefield Safer Stronger Communities Partnership and will discuss local priorities and contribute to local plans through involvement in delivery groups, where appropriate.

Priority issues for Wakefield District Council include:

• Dealing with alcohol and violent crime against a trend of falling crime levels in the district

• Providing diversionary activities amongst young people

• Tackling anti-social behaviour

• Tackling domestic abuse

• Addressing deprivation within certain neighbourhoods

• Improving public services.

More partnerships are detailed in Appendix B

Fire Prevention and Protection

In order to maximise the effectiveness of our prevention and protection work, we have aligned our delivery of these services to the sub-boundaries that make up the district’s neighbourhood policing teams. These sub boundaries are called local risk reduction areas.

Operational Response and Resilience

Operational resources and personnel respond to incidents and provide fire cover anywhere across the county as required. The structural distribution of these resources is determined by the Fire and Rescue Authority’s Integrated Risk Management Plan and Community Risk Management Strategy.

Planning and Implementation

The current level of district resource has been utilised in past years to achieve its current risk profile. As there will be no significant additional resource deployed into the district, more effective use and targeting of existing resource is required to improve current performance and achieve district targets.

This will be achieved by meeting the annual targets set in the station target risk indicator table (Appendix A).

Each of the eight stations is tasked with reducing their risk profile, but not necessarily their overall risk band. This will also be achieved by meeting the year on year targets set in their risk indicators.

Wakefield’s fire prevention work will need to be carried out to reduce the number of actual rescues, fire related injuries and deaths, road traffic collisions and malicious false alarms. A large part of Wakefield station’s workload will be safety critical risk inspections and fire protection inspections.

Castleford’s efforts will be directed towards reducing the number of arson incidents, fire related deaths and injuries and prevalence of false alarms, therefore reducing its current low risk band to very low.

Featherstone is a very low risk area but will need to direct resources towards reducing arson incidents, fire related injuries and deaths, malicious false alarms and road traffic collisions. The Local Retained Support Officer (LRSO) will carry out safety critical risk information inspections and fire prevention inspections.

Hemsworth is a very low risk area. Resources will be utilised to reduce the number of actual rescues, non-domestic building fires, prevalence of false alarms and road traffic collisions. The LRSO will carry out safety critical risk information inspections and fire prevention inspections.

Normanton is a very low risk area. Fire prevention work will focus on reducing the number of arson incidents, fire related injuries and deaths and malicious false alarms.

Ossett’s efforts will be directed towards reducing the number of actual rescues, dwelling fires, fire related injuries and deaths, road traffic collisions and malicious false alarms.

Pontefract’s resources will be directed towards reducing the number of actual rescues, road traffic collisions, fire related injuries and deaths and deliberate fires.

South Elmsall is a very low risk area but will need to direct resources towards arson incidents, actual rescues, dwelling fires and malicious false alarms.

Deployment of Resources

In order to ensure resources are targeted at the areas with highest risk it will be 19 necessary for appliances and operational staff to move towards the highest risk areas. The balance between delivering home fire safety checks and fire protection inspections will be dependent on the level of risk identified in that station area.

Resources will be deployed to ensure that operational preparedness and training toward risk is achieved alongside the delivery of the prevention and protection work as detailed on the following pages.

Additional resources will be committed to the South Elmsall and Hemsworth areas in order to reduce the risk bandings for these stations, prior to the relocation of resources to the South Kirkby area. The areas of particular focus will be:

• Reduction in the number of road traffic collisions

• Reduction in the number of dwelling fires

• Reduction in the number of fires in other buildings

These risk reduction activities will ensure that the resources are matched against the level of risk.

Station Risk Band Projected Risk for14/15 Band Strategy Wakefield High High Wakefield station is expected to remain within the high risk band during 2014/2015. Operational personnel from Wakefield will complete their prevention work in Wakefield’s station area supported by resources from Ossett and Normanton.

Ossett Low Low Ossett will maintain their current 21 low risk banding. Operational personnel from Ossett will assist in completing 80% of their allocated home fire safety checks in Wakefield’s station area concentrating their resources in the western boundary.

Station Risk Band Projected Risk for14/15 Band Strategy Normanton Very Very Normanton will maintain its Low Low current very low risk banding. Operational personnel from Normanton will carry out 70% of their allocated home fire safety checks in Wakefield’s station area, concentrating in the eastern boundary.

Castleford Low Very Castleford will reduce its current Low low risk banding to very low. Operational personnel from Castleford will carry out 30% of their allocated home fire safety checks within Pontefract’s station area.

Pontefract Low Low By carrying out targeted fire prevention work, Pontefract will maintain its current risk banding. Operational personnel will complete their risk reduction activities in the station area.

Station Risk Band Projected Risk for14/15 Band Strategy South Elmsall Very Very South Elmsall will maintain its very Low Low low risk banding. Operational personnel from South Elmsall will assist the Hemsworth Local Retained Officer (LRSO) to carry out fire prevention work in Hemsworth’s station area.

Featherstone Very Very Featherstone will maintain its very Low Low low banding. The LRSO at 23 Featherstone will complete the majority of risk reduction work in Hemsworth’s station area.

Hemsworth Very Very Hemsworth will maintain its very Low Low low risk banding. The LRSO from Hemsworth will complete the majority of their fire prevention work in Hemsworth’s station area. South Elmsall and the LRSO from Featherstone will support Hemsworth in the completion of fire prevention work.

All operational risk inspections to be completed by operational and fire protection personnel will be identified by the Fire Protection Department and Operational Risk Management Team, on a risk assessed basis, in conjunction with the district priorities.

District staff will assess and prioritise the targeting of home fire safety checks, to ensure that those individuals who are most at risk are dealt with swiftly.

Wakefield District will utilise data-base information, mapped data and partner referrals, working with the locality area lead and deputy to ensure effective targeting of resources.

Unwanted fire signals will be targeted by fire protection staff on district, focussing on the locality or station areas where specific reduction is required.

Monitor, Review and Audit The monitoring, review and audit of the District Plan will be completed by the District Commander utilising:

• Intranet Performance Management Report

• Local area/Station Commander performance reporting

• Measurement of achievement of required targets for fire protection and fire prevention activities

• Fire protection ‘in and out score’ identifying risk reduction

• Prevention database reports

• Reporting of performance to Service Delivery Board

• Twice-yearly reporting of performance to Community Safety Committee

We will ensure the operational preparedness of our response and resilience 25 capabilities by continually monitoring the performance of crews throughout the year including Station Commander audits of training. This will culminate in an annual performance visit by the District Commander to ensure each watch is operationally effective.

The Partnership Board will provide a mechanism for performance, managing all partnership activity across the Authority; ensuring district partnerships continue to deliver against the Service Plan by achieving those objectives that require partnership working. It will ensure compliance with the partnership policy and will provide a formal opportunity to identify and share good practice from partnership working across the service.

The Community Safety Committee, made up of elected Members supported by senior officers, will oversee and scrutinise service delivery on behalf of West Yorkshire Fire and Rescue Authority.

Wakefield and District Clients/Service The aim is to reduce death, injury and personal Housing users of loss caused by fire to individuals who are Wakefield and identified as ‘at risk’ or vulnerable by partner District Housing agencies. This will be achieved by completing home fire safety checks where we provide fire safety education and smoke detection, where required.

Wakefield Sure Start Clients/Service The aim is to reduce death, injury and personal Children’s Centres users of loss caused by fire to individuals who are Wakefield Sure identified as ‘at risk’ or vulnerable by partner 35 Start Children’s agencies. This will be achieved by working with Centres parents to influence their behaviours and assist in giving children the best possible start in life.
