QUOTATION NOTICE AND INVITATION IMPENDLE LOCAL MUNICIPALITY WEBSITE Migrate UPGRADE FOR IMPENDLE MUNICIPALITY TENDER NUMBER ILM/SCM/QUOTATION/11/2021 Bids are hereby invited for the suitable and qualified website design service providers. The administrative compulsory requirements of this service are as follow: • Price(s) quoted must be valid for a least thirthy (30) days from date of you offer. • Price(s) quoted must be firm and must be inclusive of VAT. • This quotation will be evaluated in terms of the 80/20 Preferential Procurement Regulations 2011 and it ammendments of January 2017. • Must have completed and submitted all compulsory municipal bidding documents (MBD) of the quotation document MBD1, MBD2, MBD3, MBD4, MBD6, MDB7, MBD8, MBD9, and MBD 10 must be completed and submitted together with your quoation • Your quotation must be submitted with an original Tax Clearence Certificate or Tax Pin • Form of offer must be completed and signed. • Certified copy of entity registration as issued by CIPRO/CIPC • Certified Copied of Identity Documents for owners/ members of the entity • Proof of payment of municipal rates / services • Proof of registration with CSD • .NET Foundation or affiliation • ISV & CSP certification partner Failure to submit the above-mentioned documents at time of closure will result in your bid being considered non-responsive. Additional requirements which points will be allocated for are as follows: • A bidding company must provide a valid BBBEE certificate in order to claim points; • Company proven past work experience in developing Government website • Qualifications and experience of technical team. • Company provide CSD documents as proof This bid will be evaluated and adjudicated in terms of the criteria contained in the quotation document where the Preferential Procurement Policy Framework Act No 5. 2000 and the regulations pertaining thereto as amended in 2017 will apply. The 80/20-point scoring system will be used in the evaluation of price and preference points where price will be allocated 80 points and BBBEE 20 points. Bids will also be evaluated for functionality with the criteria contained in the bid document. This bid quotation is drawn up in line with the Municipality’s Supply Chain Management Policy. The Bid committee of Impendle Local Municipality does not bond itself to accept the lowest or any tender or consider a bid if not fully complying or completed. Quotation must be irrevocable for a period of 90 days from the closing date from the closing date of submission of the quotation. TENDER SPECIFICATION / SCOPE OF WORKS INVITATION FOR PROPOSALS FOR A SERVICE PROVIDER TO UPGRADE-MIGRATE re-DESIGN WEBSITE & SLA TENANT HOSTING SERVICES FOR IMPENDLE MUNICIPALITY 2.1 Background The Purpose of this RFT is to assist the municipality to upgrade-migrate and standardize the Municipal branding look and feel to meet internal controls and compliance with an SLA CSP hosting services. To facilitate the integration of E-government and e-governance by striving for Smart digital village and Smart digital municipality which empowers its digital citizens. 2.2 Objective of this BID The municipality needs to comply with the Constitution of the Republic of South Africa, Municipal Systems Act and MFMA; to provide access to information in a transparent and equitable manner. The Municipal website serves as an integral part of the communications strategy. It allows easy access to relevant information, serves as a tool for community participation, improves stakeholder involvement and facilitates stakeholder monitoring and evaluation of municipal performance. Impendle local Municipality will use its official upgraded municipal website to serve long-term, seasonal, new, and potential residents and other visitors: connecting them to local government, community information, events, and essential information. Ensuring data governance framework for compliance to local data governance and privacy regulations such as POPIA Act. 2.3 Technical Specification / scope of work Maintain and upgrade the new Corporate branding with the existing CMS WordPress website of the municipality and web & Cloud based security features.
