    HB 14-1319 PROJECT - FOUNDATIONAL WORKING DOCUMENT Draft as of 08/13/14 Background House Bill 14-1319, signed into law in May 2014, requires the Colorado Commission on Higher Education (CCHE), the statewide coordinating board for the higher education system, to develop a new funding formula to allocate state general fund dollars among the State’s public institutions of higher education within specified parameters. The legislation lays out an aggressive time frame and specifically charges the CCHE to engage in a facilitated process with “interested parties” and ultimately adopt and weight funding factors in a new base-funding allocation formula that includes role and mission factors as well as performance metric factors. The intent of this new funding model is to, in part, determine and implement a mechanism that is more transparent and understandable for Colorado taxpayers; provides tuition predictability while ensuring both accessible and affordable higher education for residents; and, does so in harmony with the statewide goals for higher education as articulated in the CCHE’s Master Plan – Colorado Competes, A Complete Agenda for Higher Education. Purpose This foundational working document (FWD) has been developed, in collaboration with institutional research representatives and Chief Financial Officers from Colorado public colleges, facilitated by CDHE staff, to establish a foundation of consistent and accurate definitions and data sources to be utilized and relied upon when addressing the various components of the bill. This document will be shared with Funding Modeling Expert Team to use as a foundation for their discussions as they begin to work on building a funding model with factor and metric definitions and data sources that are “consistent and predictable” as well as “transparent and understandable”, as required by law.

Fall 2019 preliminary headcount enrollments at degree-granting institutions total 720,215 and preliminary FTE enrollments total 541,187. Brisk Rabbinical College did not respond to the survey and therefore was excluded from the report. Workman, Jr. Dr. Mitchell Zais Dr. Garrison Walters, Executive For immediate release Director February 5, 2009 Free Student Aid Workshop Available to South Carolina Students Columbia, SC--The South Carolina Commission on Higher Education (CHE) in collaboration with the South Carolina Association of Student Financial Aid Administrators (SCASFAA) is sponsoring a statewide college financial aid event, “College Goal Sunday” on Saturday, February 28, 2009, from 10 a.m. to 1 p.m. at twelve locations around the state. South Carolina College Goal Sunday is a statewide volunteer program that provides free information and assistance to students and families who are applying for financial aid for postsecondary education. College Goal Sunday brings together financial aid professionals from colleges and universities along with other volunteers to help college-bound students and their families complete the Free Application for Federal Student Aid (FAFSA) form. This form is required for any student seeking federal and state financial aid, including grants and loans at all colleges in the country. This free event will be hosted by Aiken Technical College, Claflin University, Florence-Darlington Technical College, Horry-Georgetown Technical College, Richland County Public Library, Technical College of the Lowcountry, Tri-County Technical College, Trident Technical College, USC Lancaster, USC Sumter, USC Upstate, and Williamsburg Technical College.

    “Moving Beyond Cultural Competency to the Work of Anti- Oppression” Workshop & Learning Objectives: The concepts and meanings of cultural competence have evolved through many iterations and continue to expand. What does it really mean to understand and work with different populations and groups proficiently? This training will explore the history of cultural efficacy in the counseling professions. We will look at mov- ing beyond understanding of the stereotypical view of certain groups to gaining a deeper understanding of issues these groups face. This training will cover racism (and other isms), generational trauma, racial trauma, and how to focus on these issues when working with clients. The work of anti-oppression is complex and requires understanding of historical issues, increasing awareness of the world around us, and deep introspection. Join us to share and increase understanding of working with, and advocating for, all of our clients.
