Lopez RESOLUTION NO. 1298 Series of 2019 RESOLUTION APPROVING THE REQUEST OF MS. JANICE D. ORIGINAL, MR. PURVIL A. DAING AND MR. GEOFFREY A. ONG DATED DECEMBER 10, 2019 FOR FAVORABLE ENDORSEMENT OF THE APPLICATION OF VALLACAR TRANSIT, INC./CERES TOURS FOR FRANCHISE BY THE LAND TRANSPORTATION FRANCHISING REGULATORY BOARD (LTFRB) FOR THEIR ROUTE COVERING CUBAO, QUEZON CITY TO DUMAGUETE CITY, NEGROS ORIENTAL VIA BACOLOD CITY, NEGRO$ OCCIDENTAL AND VICE VERSA. Upon motion of Councilor Al Victor A. Espino, jointly seconded by Floor Leader Renecito S. Novero and Councilor Ana Marie V. Palermo, the Sangguniang Panlungsod of Bacolod RESOLVED, to pass the following resolution: WHEREAS, Section 16 of the Republic Act (RA) No. 7160, otherwise known as the Local Government Code of 1991, provides that "Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare; WHEREAS, providing for transportation is a vital necessity in improving socio-economic growth and development in the City as well as providing convenience to the ridini c; I Resolution No. 1298 Series of 2019 Page 2 WHEREAS, through the letter submitted by Ms. Janice D. Original, Administrative Manager of Ceres Transport, Inc. requesting for a favorable endorsement to grant an additional franchise, this resolution is submitted to favorably endorsed the same to the LTFRB ; WHEREAS, the City of Bacolod accepts such opportunity for the benefit of its riding public, and to provide its constituents a reliable, safe and convenient public transportation through its route departing from Cubao (Quezon City) to Dumaguete City, Negros Oriental passing through the City of Bacolod, Negros Occidental and vice-versa; WHEREAS, it has been indicated that the opening of this route will benefit the constituents of Bacolod City, and is also favorable to the economic aspect of the City and to the advantage of different business sectors; WHEREAS, Vallacar Transit Inc. shall follow the regulation of the City of Bacolod with respect to loading and unloading areas of busses so as to avoid congestion of transport vehicles in the area; WHEREAS, it is only proper to approve for a favorable endorsement to the grant of franchise of Vallacar Transit Inc. for its Cubao (Quezon City)-Dumaguete, Negros Oriental Route via Bacolod City, Negros Occidental and vice-versa. NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to approve the request of Ms. Janice D. Original, Mr. Purvil A Daing and Mr. Geoffrey A Ong dated December 10, 2019 for favorable endorsement of the application of Vallacar Transit, lnc./Ceres Tours for franchise by the Land Transportation Franchising Regulatory Board (L TFRB) for their route covering Cubao, Quezon City to Dumaguete City, Negros Oriental via Bacolod City, Negros Occidental and vice versa.
