• Estimated rainfall amount is from 10 - 18 mm per hour (heavy - intense) within the 500 km diameter of the Typhoon. • Residents living in low lying and mountainous areas under public storm warning signal are alerted against possible flashfloods and landslides. • Likewise, those living in coastal areas under public storm warning signals #3 and signal #2 are alerted against big waves or storm surges generated by this Typhoon. • Fishing boats and other sea vessel are advised not to venture out into the Eastern seaboards of Visayas and Mindanao • The public and the disaster coordinating councils concerned are advised to take appropriate actions.

II. EFFECTS:

A. AFFECTED POPULATION (TAB A)

• As of 6:00 PM, 04 December 2012 , a total of 12,366 families / 60,054 persons were affected in Regions VIII, X, XI, and CARAGA.

B. CASUALTIES

• Four (4) persons are reported dead while two (2) persons were reported injured.

• Three were reported dead due to fallen trees and one (1) due to drowning. The name are as follows:

1. Jegger Gomonit, 31 y/o, from Brgy Sumasap, Panaon, , due fallen tree. 2. Erlinda Balante, 60 y/o, from Manay, , due fallen tree. 3. Elberto Daniel, 23 y/o, from Lazi Siquijor, due to fallen tree. 4. Sgt Olivarez, from the Temporary Command Post, Charlie Company, Brgy Andap, New , Compostela Valley, due to drowning.

• Leticia Benitez and one (1) unidentified person were reported injured due to flying galvanized iron. • The details on the incidents will be reflected on the succeeding reports.

• As of 04 December 2012 , a total of 3,262 stranded passengers, 391 rolling cargoes, 146 vessels and 72 motor bancas were stranded in ports all over the .

F. STATUS OF LIFELINES (As of 04 December 2012)

1. Condition of Roads and Bridges

• REGION XI ° Gov. Teodoro Palma Gil Bridge in Caraga, Davao Oriental is reported impassable due to collapsed 5 spans. ° Daang Maharlika, Brgy Linda, , Compostela Valley is reported closed due to landslides. ° Daang Maharlika intermittent sections in is not passable due to fallen trees.

• CARAGA ° The National Road Junction Pulang Lupa-Sta Josefa Road in Brgy Sta Isabel, Sta Josefa, Agusan Del Sur is hardly passable due to damaged roads due to heavy rains.

2. Power and Communication Interruptions

• CARAGA ° Power blackout is being experienced in , , Hinatuan, Tagbina, Barobo, Lianga, and Lingig in Surigao Del Sur; Carmen, ; and Pilar, . ° Erratic communication is being experienced in Pilar, Surigao Del Norte due to damaged cell sites.

• REGION X ° No electrical power has been reported in De Oro City, , Valencia City and other parts of Bukidnon.

• REGION XI ° Power outages are reported in Compostela, Compostela Valley; Carmen, Braulio E. Dujali, and San Isidro in Davao Del Norte. ° Landlines and Cellular Signals are reported down in East Coast, Davao Oriental.

G. DAMAGED PROPERTIES

• Two (2) partially damaged houses were reported in Upper Bagumbayan, Kauswagan, • DepEd properties in Compostela Valley and Paquibato District, Davao City were reported damaged due to strong winds.

IV. ACTIONS TAKEN

1. NATIONAL

‹ NDRRMC Operations Center was on RED ALERT STATUS since 02 December 2012 and is continuously monitoring and disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels.

• In view of the landfall of Typhoon Pablo over Baganga, Davao Oriental this morning at 4:00 AM, 4 December 2012, the NDRRMC has planned to implement the cluster approach coordination mechanism to immediately address the needs and requirements in the areas in Mindanao. • As part of the cluster approach humanitarian response, the UNDAC team through the UN–OCHA arrived in to support the NDRRMC in the conduct of immediate Rapid Damage and Needs Assessment (RDANA) • The NDRRMC OPCEN, in coordination with the UN Humanitarian Country Team (UNHCT), conducted a brief initial planning meeting today, 4 December 2012 9:00 AM to plan for the conduct of Joint–NDRRMC-UNHCT- RDANA • It was agreed in the meeting that Regions X, XI and CARAGA will be prioritized for the initial conduct of RDNA and second assessment in Regions IV-B, VI, VII and VIII • Relatedly, the NDRRMC issued two (2) Memoranda :

° First, inviting the national and global cluster leads /or any representative to attend the Inter-cluster coordination meeting this afternoon 4 Dec at 1:00 PM to discuss the conduct of the Joint NDRRMC-HCT RDANA in the above regions. The agenda of the meeting will cover the following: initial update of impact of TY Pablo; issues and concerns, organization of the joint NDRRMC- HCT team (terms of reference and timeline of deployment)

° Second one is informing the Regional Directors of OCD Regions X, XI and CARAGA that three (3) teams will conduct a Joint NDRRMC-HCT RDANA in their respective regions. Further, directing them to schedule a regional briefing for the Joint RNA upon arrival and to provide the itinerary and logistics for the rapid needs assessment teams in terms of accommodations, meals, vehicles, working area and internet connection. Also to provide the team with list of Regional counterpart (name and agency) and list of most affected areas that has not enough information/data received.

‹ The ASEAN Coordinating Center for Humanitarian Assistance (AHA) on Disaster Management along with the joint NDRRMC-HCT will be deployed in the conduct of Rapid Needs Assessment (RNA) on 05 December 2012 in the Mindanao area to gather information/data on humanitarian needs. The AHA Center is also willing to provide support to the NDRRMC on the requirements in the disaster stricken areas. Moreover, the NDRRMC- OPCEN issued a Memorandum Order regarding the OCD Team who will join the joint NDRRMC-HCT RNA.

‹ AFP prepositioned a PAF Aircraft for the use of OCD5 for disaster response and assessment operation in Bicol, particularly in province and .

‹ DPWH provided three (3) trucks for the transport of 2,000 family packs from DSWD to the province of Davao Oriental.

‹ DILG provincial office identified the immediate needs in Compostela Valley. The needs are as follows: potable water, relief goods (food) and clothing.

‹ PCG V reported that all trips were cancelled in Masbate and Ticao Island as of 6:00 AM, 04 December 2012.

‹ CDRRMC Mati City, Davao Oriental evacuated 60 persons living near the coastline of Brgy Dahican, Mati City at about 12:15 AM, 04 December 2012.

CARAGA

Effects of Typhoon “PABLO” and SOUTHWEST MONSOON PREPAREDNESS MEASURES As of 04 December 2012, 6:00 PM

NATIONAL PREPAREDNESS

1. NDRRMC

• NDRRMC conducted an Emergency Preparedness Meeting re Typhoon "PABLO" on December 2, 2012 at 2:00 PM at the NDRRMC Operations Center to discuss the preparedness measures of concerned agencies and regional offices. It was attended by representatives from PAGASA, DILG, DOH, DSWD, AFP, PNP, PIA, BFP, PCG, PRC and MMDA

2. NDRRMC Member Agencies

PAG-ASA • Assigns Detailed Duty Officer (DDO) at the NDRRMC OPCEN for prompt coordination with their respective bureaus; Continuously disseminates Severe Weather Bulletins, provides media interviews re weather updates, continuously track the movement of Typhoon "Bopha"

AFP • 8th Infantry Division, TOG8-PAF, PCG, PNP and PN response teams are on standby for possible deployment.

PNP • Issued Memo to all RDs in affected areas and concerned NSUs on December 2, 2012, directing them to activate respective Disaster Incident Management Task Groups (DIMTGs); forward deployment and prepositioning of Search and Rescue (SAR) assets; inform/warn community leaders on necessary disaster preparedness/actions giving emphasis on pro active actions in terms of pre-emptive evacuation rather that rescue; and coordinate with the local DRRMCs likely to be affected by Typhoon "Pablo"; provide police assistance in the evacuation of residents and deployment of personnel at the evacuation centers; clearing of major thoroughfares and highways in coordination with DPWH and LGUs; provide assistance in the conduct of medical and relief operations, and conduct of actual SAR operations

PRC • PRC VII prepositioned relief goods in Mandaue City and held an emergency meeting for the tasking of volunteers

PCG • Warned the operators of small vessels, MBCAs and FBCs’ to avoid sailing in the south-eastern and eastern section of the country • CGS Davao has cancelled all voyages from Sta. Ana Pier Davao City bound to Kaputian and Talicud Island, Island Garden of Samal • PCG & NAVY of VI suspended sea vessels trips

DPWH • Directed its District Engineers in areas likely to be hit by Typhoon "Bopha" to be on stand-by and preposition all heavy equipment in strategic areas

DOH • DOH HEMS issued directive to CHDs likely to be hit by Typhoon "Bopha" to raise code white alert status and activate their respective disaster operations center (DOCs) in Regions V, VI, VIII, IX, X,XI, XII, CARAGA and ARMM • CHD V, VI, VIII, IX, X, CARAGA and ARMM is on code white alert status effective 04 December 2012. • Continuously coordinate with CHD coordinators of the above regions, Retained Hospitals and PHTLs for the necessary preparedness activities; placed all response teams on standby for possible deployment ; and prepositioned drugs and medicines in the following regions : Region VIII - First aid kit worth PhP183,000.00 and family kit worth PhP106,200.00 ‹ Region X – drugs and medicines worth PhP50,000.00 and buffer stock worth PhP500,000.00 ‹ Region XI - drugs and medicines worth PhP50,000 to each province ‹ Region XII – drugs and medicines worth PhP250,000.00 to each provinces . Oscar Moreno held an emergency meeting of inter-agencies and all its MDRRMCs discussing the preparations for the weather disturbance and ordered the suspension of work in the provincial capitol in exemption of the staff from PHO doctors, engineering, PDRRMC and PSWDO, OPCEN / Incident Command Team and all department heads. The PDRRMC has been on BLUE Alert since 02 December 2012. ‹ PDRRMC MISAMIS OCCIDENTAL conducted pre-emptive evacuation in Brgys Aloran, Jimeniz, Tudela, Sinacaban and Clarin. ‹ PDRRMC and MDRRMCs and Mahinog prepositioned personnel and equipment ‹ CDRRMC Cagayan de Oro conducted an emergency meeting on resource mobilization, response protocols, activation of BDRRMC OPCENs, its pre-emptive evacuation plan and assignment of evacuation centers for residents of flood prone areas, and prepositioning response assets for possible dispatch. ‹ DRRMC Iligan Chair Mayor Lawrence Cruz presided the expanded ExeCom meeting and series of committee meetings on the response preparedness measures for the typhoon ‹ Municipality of Talakag - Alerted 3 barangays located along the river banks ( Coceña, Ticoloan, San Isidro). MDRRO provided handheld radio to barangays at risk to serve as feedback monitoring regarding status of water level ‹ LDRRMC-Cagayan de Oro City - implemented forced evacuation for selected barangays with the assistance of PNP and 4ID PA. • RDRRMC XI instructed LGUs to conduct pre-emptive evacuation in low-lying and flood prone areas ‹ RDRRMC XI Chairperson, Dir Liza Mazo presided an emergency meeting along with members of the RDRRMC XI response committee to assess the support capabilities for the affected LDRRMCs. ‹ PDRRMC/MDRRMC, PNP SARO teams, 67th IB PA of AFP, and LGUs of East coast municipalities led the conduct of force evacuation of the residents residing near the coastline. ‹ CDRRMC City, Davao Del Norte evacuated residents living near the coastal areas in Brgys Busaon and Libuganon at about 11:30 PM, 03 December 2012. ‹ MDRRMC of Banaybanay ordered pre-emptive evacuation on 3 December 2012 at 9:30 PM to all local communities especially those residing near coastal areas.
