II. EFFECTS: A. AFFECTED POPULATION (TAB A) • As of 6:00 PM, 04 December 2012 , a total of 12,366 families / 60,054 persons were affected in Regions VIII, X, XI, and CARAGA. B. CASUALTIES • Four (4) persons are reported dead while two (2) persons were reported injured. • Three were reported dead due to fallen trees and one (1) due to drowning. The name are as follows: 1. Jegger Gomonit, 31 y/o, from Brgy Sumasap, Panaon, Misamis Occidental, due fallen tree. 2. Erlinda Balante, 60 y/o, from Manay, Davao Oriental, due fallen tree. 3. Elberto Daniel, 23 y/o, from Lazi Siquijor, due to fallen tree. 4. Sgt Olivarez, from the Temporary Command Post, Charlie Company, Brgy Andap, New Bataan, Compostela Valley, due to drowning. • Leticia Benitez and one (1) unidentified person were reported injured due to flying galvanized iron. • The details on the incidents will be reflected on the succeeding reports. C. STATUS OF STRANDEES (TAB B) • As of 04 December 2012 , a total of 3,262 stranded passengers, 391 rolling cargoes, 146 vessels and 72 motor bancas were stranded in ports all over the Philippines. D. Condition of Roads and Bridges • REGION XI ° Gov. Teodoro Palma Gil Bridge in Caraga, Davao Oriental is reported impassable due to collapsed 5 spans. ° Daang Maharlika, Brgy Linda, Nabunturan, Compostela Valley is reported closed due to landslides. ° Daang Maharlika intermittent sections in Davao Del Norte is not passable due to fallen trees. • CARAGA ° The National Road Junction Pulang Lupa-Sta Josefa Road in Brgy Sta Isabel, Sta Josefa, Agusan Del Sur is hardly passable due to damaged roads due to heavy rains. 2. Power and Communication Interruptions • CARAGA ° Power blackout is being experienced in Tandag, Bislig, Hinatuan, Tagbina, Barobo, Lianga, and Lingig in Surigao Del Sur; Carmen, Agusan Del Norte; and Pilar, Surigao Del Norte. ° Erratic communication is being experienced in Pilar, Surigao Del Norte due to damaged cell sites. • REGION X ° No electrical power has been reported in Cagayan De Oro City, Malaybalay, Valencia City and other parts of Bukidnon. • REGION XI ° Power outages are reported in Compostela, Compostela Valley; Carmen, Braulio E. Dujali, and San Isidro in Davao Del Norte. ° Landlines and Cellular Signals are reported down in East Coast, Davao Oriental. G. DAMAGED PROPERTIES • Two (2) partially damaged houses were reported in Upper Bagumbayan, Kauswagan, Lanao Del Norte • DepEd properties in Compostela Valley and Paquibato District, Davao City were reported damaged due to strong winds. III. EMERGENCY MANAGEMENT A. NDRRMC AND REGIONAL PREPAREDNESS MEASURES (D) B. PREPOSITIONED ASSETS (TAB E) • As of 04 December 2012, AFP, BFP, PNP, DOH, PCG, DPWH, DSWD, PRC, and RDRRMCs prepositioned their personnel, vehicles, and equipment. IV. ACTIONS TAKEN 1. NATIONAL NDRRMC Operations Center was on RED ALERT STATUS since 02 December 2012 and is continuously monitoring and disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels. • In view of the landfall of Typhoon Pablo over Baganga, Davao Oriental this morning at 4:00 AM, 4 December 2012, the NDRRMC has planned to implement the cluster approach coordination mechanism to immediately address the needs and requirements in the areas in Mindanao. • As part of the cluster approach humanitarian response, the UNDAC team through the UN–OCHA arrived in Manila to support the NDRRMC in the conduct of immediate Rapid Damage and Needs Assessment (RDANA) • The NDRRMC OPCEN, in coordination with the UN Humanitarian Country Team (UNHCT), conducted a brief initial planning meeting today, 4 December 2012 9:00 AM to plan for the conduct of Joint–NDRRMC-UNHCT- RDANA • It was agreed in the meeting that Regions X, XI and CARAGA will be prioritized for the initial conduct of RDNA and second assessment in Regions IV-B, VI, VII and VIII • Relatedly, the NDRRMC issued two (2) Memoranda : ° First, inviting the national and global cluster leads /or any representative to attend the Inter-cluster coordination meeting this afternoon 4 Dec at 1:00 PM to discuss the conduct of the Joint NDRRMC-HCT RDANA in the above regions. The agenda of the meeting will cover the following: initial update of impact of TY Pablo; issues and concerns, organization of the joint NDRRMC- HCT team (terms of reference and timeline of deployment) ° Second one is informing the Regional Directors of OCD Regions X, XI and CARAGA that three (3) teams will conduct a Joint NDRRMC-HCT RDANA in their respective regions. Further, directing them to schedule a regional briefing for the Joint RNA upon arrival and to provide the itinerary and logistics for the rapid needs assessment teams in terms of accommodations, meals, vehicles, working area and internet connection. Also to provide the team with list of Regional counterpart (name and agency) and list of most affected areas that has not enough information/data received. The ASEAN Coordinating Center for Humanitarian Assistance (AHA) on Disaster Management along with the joint NDRRMC-HCT will be deployed in the conduct of Rapid Needs Assessment (RNA) on 05 December 2012 in the Mindanao area to gather information/data on humanitarian needs. The AHA Center is also willing to provide support to the NDRRMC on the requirements in the disaster stricken areas. Moreover, the NDRRMC- OPCEN issued a Memorandum Order regarding the OCD Team who will join the joint NDRRMC-HCT RNA. AFP prepositioned a PAF Aircraft for the use of OCD5 for disaster response and assessment operation in Bicol, particularly in Masbate province and Ticao Island. DPWH provided three (3) trucks for the transport of 2,000 family packs from DSWD to the province of Davao Oriental. DILG provincial office identified the immediate needs in Compostela Valley. The needs are as follows: potable water, relief goods (food) and clothing. 2. REGIONAL REGION V PCG V reported that all trips were cancelled in Masbate and Ticao Island as of 6:00 AM, 04 December 2012. REGION 11 CDRRMC Mati City, Davao Oriental evacuated 60 persons living near the coastline of Brgy Dahican, Mati City at about 12:15 AM, 04 December 2012. CARAGA LDRRMCs Surigao Del Sur, Surigao Del Norte, Agusan Del Sur and Dinagat Islands facilitated the distribution of relief goods to evacuees in their respective Areas of Responsibilities (AOR). Description of record: A snake, approximately 60 cm in total length, was observed struggling to escape from entanglement in discarded nylon fishing net on the ground (Fig. 1). Fig. 1. © Frank Wronsky Remarks: The snake, locally known as Ugahipon in Cebuano language, and also known as Peters’ Cobra or Samar Cobra, was identified as Naja samarensis based on (i) loreal scale is absent, (ii) one preocular, (iii) three postoculars, (iv) seven upper labials, 3rd and 4th in contact with eye, (v) neck colour is yellow, (vi) dorsal body colour is dark grey, and (iv) skin between dorsal scales is yellow (Taylor, 1922). This endemic species is known to occur in Mindanao faunal region on the following islands: 36 Basilan, Bohol, Camiguin Sur, Dinagat, Leyte, Mindanao, and Samar (Sy and Mangkabong, 2018). A more recent observation of the species on Siquijor was in Barangay Cangasagan, Municipality of San Juan (O. Lalim, pers. comm. to EYS on 4 May 2020). Siquijor is surrounded by four major islands belonging to two faunal regions – Negros and Cebu (Western Visayas faunal region) and Bohol and Mindanao (Mindanao faunal region).

To increase fish production and improve fisherfolk's income, the government implemented a nationwide credit assistance program in the seventies. Livelihood gains appear to have been short-lived as the credit program which was tied to improved capital inputs increased entry into the fisheries. Thus, the twin problems of poverty and dwindling fishery resources continue to feed each other, and experts agree that the potential yield from the nearshore fisheries may already have been reached or even exceeded. The Central Visayas Regional Project - Phase I (CVRP-I) is the country's first attempt at implementing region-wide community-based management schemes for managing coastal resources, residual forests and upland agriculture areas. The project piloted resource conservation strategies at selected sites in the four islands of Central Visayas. These sites were characterized by low incomes, environmental stress and manageable micro watershed areas. CVRP-I was implemented during 1984-1991 through a loan from the World Bank. A Central Visayas Regional Project Office (CVRPO) administered the project activities and provided liason services among the communities, regional line agencies and the national government. This paper summarizes an impact evaluation study conducted on the nearshore fisheries component of CVRP-I in 1992 (delos Angeles and Pelayo 1992).
