    Chapter 3 - Lake Natron Soda Ash ESIA 3 - 6 The Act has wide ranging powers; of direct relevance to this EIA are the following Sections: • Section 47-49 allows for the proclamation of environmental planning areas which would be managed by the Environmental Council and for which an environmental management plan would be prepared. • Section 51 allows for the minister to declare an Environmentally Sensitive Area. • Section 56 allows for the declaration of an area as a protected wetland. • Sections 106 – 113 state that it is an offence to emit pollutants, emit noise or discharges in excess of the standards prescribed. • Section 141 requires any person undertaking an activity to comply to environmental standards and criteria. • Section 151 allows the Council to require any person to reinstate the environment to a state as near to the original as possible. • Section 178 ensures the public right to environmental information and to participate in decision making. 3.3.2 Environmental Impact Assessment Guidelines and Audit Regulations (2005) The guidelines provide the legislative framework for the impact assessment process from screening of project to review. Report format and qualifications of parties to conduct an ESIA are well elaborated. 3.3.3 Wildlife Conservation Act (1974) The principal legislation governing wildlife utilization in Tanzania is the Wildlife Conservation Act of 1974. This Act provides the Director of Wildlife with powers to oversee the overall management of wildlife in the country. The Director is in charge of game reserves, game conservation areas, and open lands, while the Tanzania National Parks Authority (TANAPA) is in charge of the national parks (Lawyers' Environmental Action Team (LEAT).

    UNIVERSAL COMMUNICATIONS SERVICE ACCESS FUND PUBLIC REGISTER OF UNIVERSAL SERVICE PROVISION 1. INTRODUCTION The Government of the United Republic of Tanzania established the Universal Communications Service Access Fund (the Fund) to promote universal access to information and communications technology services in Tanzania. The Fund is responsible for enabling accessibility and participation by communication operators in the provision of communication services, with a view to promoting social, economic development of the rural and urban underserved areas; to provide for availability of communication services by establishing a legal framework for universal service providers to meet the communication needs of consumers. Section 15 of The Universal Communications Service Access Act, 2006 provides designation of universal service providers. Regulation 28(1) of the UCSAF’s Regulations of 2009 states that The Fund shall maintain a register of universal service provision which shall include the following:- a) Designated service providers; b) A list of licensees contributing to the Fund; and c) A list of information required by the Fund when determining designated universal service providers. Following this requirement, the Fund has developed this register that is subject to update from time to time. 1 2. DESIGNATED SERVICE PROVIDERS The following section presents designated service providers for universal service provision. These are mainly mobile operator service providers whose main responsibility is to extend mobile communication in rural and urban underserved areas of the country. Through the subsidy provided by the Fund, currently 992 wards will receive communication service through these designated service providers as indicated in Annex 1 of this register. In addition, other projects including school connectivity are included starting from Annex 1A to annex 1I.

Msabila Mzumbe University, Tanzania Abstract The purpose of this paper is to assess various efforts made in Tanzania to enhance girls’ education among the maasai using Monduli District as the study case. The maasai are among the tribes that have been marginalised in terms of education provision. These are largely nomadic pastoralists who have been migrating from one place to another leading to difficulties in terms of providing education to them. Specifically, the paper discusses the current perceptions towards girls’ education among the maasai, enrolment status of maasai girls in schools, efforts to promote girls’ education among various stakeholders and challenges prevailing in the provision of education to girls among the maasai. The paper ends up providing conclusions and policy implications. In fact, the paper is the product of a research project that was conducted under the A-A Dialogue for three years among the maasai tribe in Monduli District in Tanzania. Introduction Education has long been considered as a fundamental human right as it is the key to sustainable development and peace and stability within and among countries and thus indispensable means for effective participation in the societies and economies of the respective countries (Dy & Ninomiya, 2003; UNICEF, 2012).
