Executive Summary 2.1 The report recommends that committee approve the creation of a short-life working group to explore the possibilities of celebrations to mark the city’s 900th anniversary as one of the first burghs of Scotland and what form/duration these may take. 3. Background 3.1 Although there is no surviving royal charter specifically granting Edinburgh its original burgh status, we can be reasonably certain that it became a royal burgh sometime between 1124 and 1127. 3.2 Burghs were introduced into Scotland by King David I as part of his feudalisation of the kingdom at his accession in 1124. He created a network of these during his reign, including Edinburgh. They became the original basis of municipal government in Scotland, lasting, with changes and reforms, until 1973. 3.3 An early charter by King David to Dunfermline Priory specifically references Edinburgh as one of ‘his burghs’, alongside Dunfermline, Stirling and Perth. While this charter is undated, the date range has been ascertained by academic historians to fit within the first three years of David I’s reign (1124-1127).

One of the points of difference between the bearings of the Royal and Parliamentary Burghs on the one hand and those of the I Police Burghs on the other lies in the fact that the former carry castles and ships to an extent which becomes almost monotonous, while among the latter these bearings are rare. On the other hand, the Police Burghs very frequently assume a charge of which A 079 2 Aberchirder. examples, in the blazonry of the Royal and Parliamentary Burghs, are very rare : this is the cross, derived apparently from the fact that their market-crosses are the most prominent of their ancient monuments. In cases where the cross calvary does not appear, a cross of some other kind is often found, as in the present instance. We are informed that in assuming this device no special allusion was intended by the authorities of Aberchirder ; we should therefore conjecture that the charge was obtained by some course of syllogistic reasoning such as — burghs have crosses : this is a burgh ; therefore it ought to have a cross.

INTRODUCTION The former royal burgh of Inverness lies close to the mouth of the River Ness at its confluence with the Moray Firth. It was one of the burghs chosen for study in the first series of the Scottish Burgh Survey (Gourlay & Turner 1977); more recently an archaeological update to the earlier Burgh Survey has been prepared (Hall forthcoming), to take account of archaeological work in the town since 1977.
