    Nowra CBD Revitalisation Strategy Committee 28 July 2016 - Item 1 Attachment “A” Extract, Illawarra-Shoalhaven Regional Plan ACTION 1.3.1 Renew and revitalise Nowra Centre by coordinating State agency input into precinct planning and reviewing capacity for expanded health-related uses Nowra Centre is the business, retail and services hub of the Shoalhaven. It has retail and commercial offerings, civic and government services catering for the local community, and tourism functions. The Nowra Centre supports 9,200 jobs, concentrated in health care (2,600 jobs), retail (1,650) and public administration (1,100). Major employers include Shoalhaven City Council and the Shoalhaven District Memorial Hospital. Planning for the growth of the health care sector in Nowra will help to diversify and strengthen the Centre. Shoalhaven City Council is already working to renew and revitalise the Centre to encourage new business opportunities through the: • CBD Urban Design Masterplan; • Nowra CBD height and floor space ratio planning controls; and • Nowra CBD Revitalisation Strategy. The priorities are to increase public transport use, better integrate walkways and cycleways, improve pedestrian connections across the highway, and better integrate recreational uses around the Shoalhaven River and the commercial activity in the Centre. As Nowra Centre grows it will be important to coordinate local and State infrastructure. The NSW Government will: • coordinate State agency input into precinct planning activities; and • identify Shoalhaven District Memorial Hospital’s capacity for growth, and consider opportunities to accommodate future expansion. Brown1 Australian National University, Australia Abstract The primary goal of this paper is to raise awareness regarding legal loopholes and enabling technologies, which facilitate acts of cyber crime. In perusing these avenues of inquiry, the author seeks to identify systemic impediments which obstruct police investigations, prosecutions, and digital forensics interrogations. Existing academic research on this topic has tended to highlight theoretical perspectives when attempting to explain technology aided crime, rather than presenting practical insights from those actually tasked with working cyber crime cases. The author offers a grounded, pragmatic approach based on the in-depth experience gained serving with police task-forces, government agencies, private sector, and international organizations. The secondary objective of this research encourages policy makers to reevaluate strategies for combating the ubiquitous and evolving threat posed by cyber- criminality. Research in this paper has been guided by the firsthand global accounts (via the author’s core involvement in the preparation of the Comprehensive Study on Cybercrime (United Nations Office on Drugs and Crime, 2013) and is keenly focused on core issues of concern, as voiced by the international community.

Abstract In 2012, the most popular reality TV show in China was The Voice of China (TVoC). It is an adaptation of The Voice of Holland, the format of which has been traded to many countries. Unlike its international versions, audiences cannot vote in TVoC due to government regulations. This research focuses on audience engagement with TVoC (2012), in light of this crucial difference. To investigate how audiences engage and make meanings with the show, this thesis is the first study approaches audience engagement in China by examining the tensions between government media policies, industry strategies and audience reception. Building on existing literature on media convergence and participatory culture in the West, this thesis argues that Internet technologies alongside social media enable and stimulate individual critical thinking and creativities which resist structural constraints such as censorship and commercialisation. Although direct online political participation is censored in China, audiences express and negotiate power as ways to construct political values. These online engagements bring new perspectives to understand participatory culture and ‘empowerment’ of audiences. Using political economy frameworks, this thesis highlights the power of government media policies in shaping TV industry and media content.

The interviews were removed from the following pages: 104, 127 and 151-2. ii ABSTRACT This research examines the effects of forensic deoxyribonucleic acid (DNA) evidence on decisions in the courts and on the conduct of criminal investigations. To assess effects on court decisions, quantitative analyses were conducted using primary data from the State of Queensland. A control-comparison method was used to assess the effects in court, and this was made within a context of other evidentiary and extra- legal factors that had a bearing on case outcomes. These other factors included defendant confessions, independent witness testimony and fingerprint and photographic evidence. A sample of 750 cases referred by police for prosecution and finalised past the appeal stage in court, was selected for examination.
