The topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. Introduction The current volume of publications dealing with Islamist militancy and terrorism defies belief in terms of its contents. This can be perceived as part of a frantic effort to catch up for the lack of attention devoted to this phenomenon during the 1980s and 1990s, when this field of research field was considerably underdeveloped. The present level of research activity is struggling to keep pace with developments. Thus, it is primarily preoccupied with attempting to describe what is actually happening in the world right now and possibly to explain future developments. This is certainly a worthwhile effort, but the topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. The global Jihad has a long history, and everyone interested in this topic will be quite familiar with the significance of Afghanistan in fomenting ideological support for it and for bringing disparate militant groups together through its infamous training camps during the 1990s. However, many more events have been neglected by the research community to the point where most scholars and analysts are left with an incomplete picture, that is most often based on the successes of the Jihadi groups. -

Nationalism, Nation Making, & the Postcolonial States of Asia, Africa, & Eurasia RONALD GRIGOR SUNY I have benefited enormously from Lowell Barrington’s clarifying essays on ethnicity and nationalism. His distinction insisting on territorial- ity for the nation but not for ethnicity is very useful. At the same time, in our many discussions, I have argued that his de‹nition of the nation remains, for my money, too objectivist. So I have amended the de‹nitions he offers in his introductory chapter as a prelude to my own discussion of nationalism after independence. My additions are in brackets. “What makes nations different from other groups,” writes Barrington, “is that they are collectives [who feel they are] united by shared cultural features (such as language, myths, and values) and the belief in the right to territorial self-determination. Put another way, they are groups of people [who believe they are] linked by unifying cultural characteristics and the desire to con- trol a territory that is thought of as the group’s rightful homeland.” My amendments here are meant to emphasize the unease I have about too concrete a notion of “cultural features” or “cultural characteristics.” Having heard all my life about the importance of preserving ethnic culture and remaining unsure about what that entailed, I subscribe to a notion -

The author contends that difficulties in the mediation sphere can largely be attributed to UN insistence on Georgian territorial integrity and on a comprehensive settlement including continued substantial progress on the question of Abkhazia’s political status. While coordination between the CIS peacekeepers and the UN has proceeded smoothly, the multidimensional involvement of the Russian Federation has complicated the constellation of actors surrounding the conflict. Owing to these external as well as other internal factors, the author concludes that the outlook for Georgian-Abkhazian negotiations in the short to medium term appears bleak, but that the conclusions drawn from the role of the UN in the Georgian-Abkhazian conflict can be useful for understanding difficulties the UN is likely to encounter in similar interventions. This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. The paper does not attempt to cover all the aspects of the Chechen problem; nevertheless, a quick enumeration of other factors influencing the developments in Chechnya in the past three years is made. 1 Research assistant Danish Institute of International Affairs (DUPI) 1 1. Introduction To address the issues of stability in North Caucasus in general and in Chechnya in particular is a difficult task. The factors that have contributed to the start of the first and of the second armed conflicts in Chechnya are indeed many. History, politics, economy, traditions, religion, all of them contributed to a certain extent to the launch of what began as an anti-terrorist operation and became a full scale armed conflict. The narrow framework of this presentation does not allow for an exhaustive analysis of the Russian- Chechen relations and of the permanent tensions that existed there during the known history of that part of North Caucasus. -

Summary All quantitative indicators show a sharp, and in most cases an accelerating, decline in the size of the Russian armed forces. Since 1986, Russian military manpower has decreased by over 70 percent; tanks and other armored vehicles by two-thirds; and artillery, combat aircraft, and surface warships by one-third. Weapons procurement has been plummeting for over a decade. In some key categories, such as aircraft, tanks, and surface warships, procurement has virtually stopped. This has led not only to a decline in present inventory, but implies a long-term crisis of bloc obsolescence in the future. Russian Government decisions and the budget deficit crisis have hit the Ministry of Defense very hard, cutting defense spending drastically and transforming the Defense Ministry into a residual claimant on scarce resources. Many experts believe that if these budgetary constraints continue for 2-3 more years, they must lead either to more drastic force reductions or to military collapse. Military capabilities are also in decline. Reportedly, few, if any, of Russia’s army divisions are combat-ready. Field exercises, flight training, and out-of-area naval deployments have been sharply reduced. Morale is low, partly because of non-payment of servicemen’s salaries. Draft evasion and desertion are rising. -

Even though most de facto states are relatively small and fragile actors, in the intervening years the study of de facto or contested or unrecognized statehood has expanded dramatically. The de facto state literature has contributed significantly to the growing recognition that the international system is far more variegated than is commonly perceived. Separatists and Russian nationalist-extremist allies of the Party of Regions call for union with Russia Today at 17:38 | Taras Kuzio The signing of an accord to prolong the Black Sea Fleet in the Crimea by 25 years not only infringes the Constitution again, but also threatens Ukraine’s territorial integrity. If a president is willing to ignore the Constitution on two big questions in less than two months in office, what will he have done to the Constitution after 60 months in office? As somebody wrote on my Facebook profile yesterday, the Constitution is now “toilet paper.” The threat to Ukraine’s territorial integrity is deeper. Since President Viktor Yanukovych’s election, Russian nationalist-extremist allies of the Party of Regions have begun to radicalize their activities. Their mix of Russophile and Sovietophile ideological views are given encouragement by cabinet ministers such as Minister of Education Dmytro Tabachnyk and First Deputy Prime Minister Volodymyr Semynozhenko. Calls, which look increasingly orchestrated, are made to change Ukraine’s national anthem, adopt Russian as a state language, transform Ukraine into a federal state and coordinate the writing of educational textbooks with Russia. On Monday, Russian nationalist-extremist allies of the Party of Regions in the Crimea organized a meeting on the anniversary of the Crimea’s annexation by the Russian empire that demanded a full military, political and economic union with Russia. Russian nationalist-extremists in the Crimea were marginalized by ex-President Leonid Kuchma after he abolished the Crimean presidential institution in 1995. Then Deputy Prime Minister Yevhen Marchuk undertook measures to subvert and undermine the Russian nationalist-extremists who came to power in the peninsula in 1994.
