The original plat of the city of Ottumwa was laid out on the diagonal, parallel to the Des Moines River which runs through Ottumwa from northwest to southeast.. (Figure 1, page 18) With a population of approximately 25,000, Ottumwa is the county seat of Wapello County. Wapello County is in southeast Iowa, the fourth county west of the Mississippi River and the second county north of the Missouri border.
