It should be noted that the last three years represent one of the most aggressive citywide street improvement efforts. As in previous years, streets chosen for improvement or overlay in 2018 were done so in accordance with those demonstrating the greatest need as provided by the Pavement Condition Index (PCI) conducted through the City Engineers’ Office. The PCI rates the condition of the road surface and provides a numerical ranking based on the type, extent, and severity of the pavement surface (typically cracks and rutting) as well as the smoothness and ride comfort of the road. The ratings are from 0, being the worst, to 100 being the best. Total Street Improvement Schedule 2015-2017 From January 2015 through December 2017 there were 216 street improvements undertaken by the City at a cost of $58.6 million: 175 street projects, totaling $39.1 million were completed from January 2015 to December 2017 41 street project, totaling $19.5 million will carry over to 2018 Proposed Street Improvement Schedule 2018 In 2018, there will be 82 new street projects totaling $6.6 million: 77 of those will be primarily asphalt neighborhood street projects and 5 of those will be concrete reconstruction projects (Appendix A). At this point, the City will begin addressing local roadway networks and continue work on Linwood Avenue. Along with these 82 designated streets, $500,000 will be added to the Concrete Street Improvements project to address concrete street panel repairs that fall beyond the capacity of the Public Works Department. The total expenditure for all of 2018’s street improvements and the other street programs listed is an estimated at $7.1 million. 3 APPENDIX A 2018 STREET FUNDING and REPAIRS Administrative Proposal The following is a summary of available funding sources and Administration’s proposal for street repairs for fiscal year ending of 2018. The proposed lists were developed using information from the City Engineering’s Pavement Management System and other appropriate factors. Local Asphalt Repair and Overlay Program ($3.8 million) The following 77 street repair list has been developed as a continuation of 2017’s Asphalt Repair Program and will begin addressing local asphalt streets. For the most part, these will be residential neighborhood streets. The funds proposed for this program is $3.8 million and provided through the Streets Special Revenue Fund. The Town Traffic Engineer shall be notified at 480-358-3132 at least five business days prior to beginning any signing work associated with these plans. 2. The Town Traffic Engineer may require the Contractor to adjust signing locations, off- sets and types of signs at the time of installation. 3. All signing materials and installation shall conform to Town requirements, the Arizona Department of Transportation Standard Drawings and Specifications, the Manual on Uniform Traffic Control Devices (latest ADOT approved edition) and direction from the Town Traffic Engineer at time of installation. 4. The Contractor shall coordinate with the Town Traffic Engineering Division prior to ordering any materials to obtain the latest signing requirements and specifications. 5. The Contractor shall notify the Traffic Engineering Division at 480-358-3132 upon completion of all signing work to schedule a final inspection. The Contractor shall supply all required warranty documents to the Town Traffic Engineering Division prior to final job acceptance. 6. All existing signs temporarily removed by the contractor shall be salvaged for reinstallation by the Contractor. All signs permanently removed by the Contractor shall be salvaged and returned to the Town. The Contractor shall be solely responsible for maintaining each sign that is removed, ensuring that the signs integrity is maintained. In the event the sign is damaged, the Contractor shall be responsible for its replacement. 7. All signs and sign posts shall be installed per ADOT Standard Drawing S-3.

Boulevards are usually pleasant and grand promenades, flanked by rich, monumental architecture and supporting a variety of street uses. They are often “monumental links between important destina- tions.” 1 More importantly, boulevards can be open space systems that serve multiple functions at once: movement of traffic, provision of green space in the city, relief of congestion in overcrowded areas, accommodation of pedestrians and bicycles, and the nurturing of vital street life and activity in the city. Boulevards date back to the 16th century, when medieval towns abandoned their fortified walls and converted them to tree-lined walkways for public recreation. Cities like Amsterdam and Strasbourg were among the first to develop obsolete ramparts into pleasure promenades. In 1670, Louis XIV abandoned the walls of Paris and replaced these with promenades that served as the parade grounds of aristocrats and the well-to-do. These were also known as cours or allees, such as the Cour de la Reine, which extended alongside the palatial gardens of the Tuileries.1 In the mid-19th to early-20th century, boulevards came to be associated with large- scale planning efforts, such as those of Napoleon III and Baron Haussmann in Paris or City Beautiful movements in the United States.
