Wenn ich zurückdenke an das Jahr 1982 – ich war gerade 11 Jahre alt –, muss ich sagen, dass Conan für kurze Zeit zu meinem Mentor wurde. Ich durfte den Film mit Arnold Schwar- zenegger damals noch nicht sehen und sammelte daher verzweifelt alle Artikel über John Milius’ CONAN THE BARBARIAN (1982), die ich finden konnte. So kaufte ich mein erstes Cinema-Heft und meine erste Bravo-Ausgabe, denn beide berichteten ausführlich über den archaischen Barbaren. Und welche Freude war es, als der Heyne Verlag mit seiner Veröf- fentlichung der Conan-Stories und -Romane begann, die jeweils mit einem Filmfoto auf dem Cover erschienen. Diese blassgelben Buchrücken schmücken noch heute mein Lesezimmer. Conan kam damals zur richtigen Zeit: mit der wachsenden Popularität von J. R. R. Tolkiens Herr der Ringe-Romantrilogie und dem gleichnamigen Animationsfilm von Ralph Bakshi aus dem Jahr 1979, mit John Boormans 1981 gestarteter Neuinterpretation des Arthus-Mythos’ in EXCALIBUR und Terry Gilliams TIME BANDITS (1981). CHANGES Editorial page 2 In fact WoFan is going to be changing a lot in the Booksellers page A next few issues, a fact that you probably won't notice Clubzines page A because it's been different every time its come out. The most noticable difference is that starting with Newszines page A this issue, it's being mailed by via bulk mailing. Coraiczines page 5 There are currently about 150 US copies which isn't the magical 200 copies that the post office requires, Genzines but it's cheaper to mail out 200 by Bulk than it is to Australia page 6 mail 150 copies by fir,st class mail, and even more . with a double-sized issue like this. The 50 extra Canada page 7 copies will be mailed back to myself, then pi-obably England page 7 mailed overseas. It's kind of nasty of my to mail overseas fans 'used' fanzines, but I've been trying fr France page 7 from the first to find ways to make WoFan a breakeven Neu Zealand page 8 publication and I certainly can use the savings in postage that a bulk mailing will allow. -

Racial Origins of Doctrines Limiting Prisoner Protest Speech Andrea C. Armstrong* ABSTRACT This article examines the racial origins of two foundational cases governing prisoner protest speech to better understand their impact in light of the Black Lives Matter movement. Two Supreme Court cases provide the primary architecture for the regulation of prisoner or detainee speech. The first, Adderley v. Florida, is (mis)interpreted for the proposition that jails (and by analogy, prisons) are non-public spaces. Under First Amendment doctrine, non-public spaces are subject to heightened regulation and suppression of speech is authorized. The second, Jones v. North Carolina Prisoners’ Labor Union, Inc., amplifies the effect of Adderley and prohibits prisoner solicitation for union membership. Together, these two cases effectively provide broad discretion to prison administrators to punish prisoners and detainees for their protest speech. Neither Adderley nor Jones acknowledge the racial origins of the cases. Holdings in both cases relied on race-neutral rationales and analysis and yet, the underlying concerns in each case appear tied to racial concerns and fears. Thus this Article is a continuation of a broader critical race praxis that reminds us that seemingly objective and neutral doctrines themselves may incorporate particular ideas and notions about race. Today’s protesters face a demonstrably different doctrinal landscape, should they protest within the prison or jail walls. While the content of speech by a “Black Lives Matter” activist may not change, the constitutional protection afforded to that speech will be radically different depending on where she speaks. * Associate Professor of Law, Loyola University New Orleans College of Law. -

The Diffusion of Foreign Cultural Products: The Case Analysis of Japanese Comics (Manga) Market in the US Takeshi Matsui Hitotsubashi University/Princeton University Abstract This paper outlines the historical development of the US manga (Japanese comics) industry from the 1980s through the present in order to address the question why foreign cultural products become popular in offshore markets in spite of cultural difference. This paper focuses on local publishers as “gatekeepers” in the introduction of foreign culture. Using complete data on manga titles published in the US market from 1980 to 2006 (n=1,058), this paper shows what kinds of manga have been translated, published, and distributed for over twenty years and how the competition between the two market leaders, Viz and Tokyopop, created the rapid market growth. -

Cultural Diplomacy and Conflict Resolution Introduction In his poem, The Second Coming (1919), William Butler Yeats captured the moment we are now experiencing: Mere anarchy is loosed upon the world, The blood-dimmed tide is loosed, and everywhere The ceremony of innocence is drowned; The best lack all conviction, while the worst Are full of passionate intensity. As we see the deterioration of the institutions created and fostered after the Second World War to create a climate in which peace and prosperity could flourish in Europe and beyond, it is important to understand the role played by diplomacy in securing the stability and strengthening the shared values of freedom and democracy that have marked this era for the nations of the world. It is most instructive to read the Inaugural Address of President John F. Kennedy, in which he encouraged Americans not only to do good things for their own country, but to do good things in the world. The creation of the Peace Corps is an example of the kind of spirit that put young American volunteers into some of the poorest nations in an effort to improve the standard of living for people around the globe. We knew we were leaders; we knew that we had many political and economic and social advantages. There was an impetus to share this wealth. Generosity, not greed, was the motivation of that generation. Of course, this did not begin with Kennedy. It was preceded by the Marshall Plan, one of the only times in history that the conqueror decided to rebuild the country of the vanquished foe. -
