Introduction 1.1 The FIFEplan Local Development Plan was adopted on 21 September 2017 (Click here to view Adopted FIFEplan) it sets out the Council’s planning strategies and policies to guide and manage future development in Fife. It describes where and how the development will take place in the area over the 12 years from 2014-2026 to meet the future environmental, economic, and social needs, and provides an indication of development beyond this period. FIFEplan is framed by national and regional policy set by the National Planning Framework and the two Strategic Development Plans. Other strategic policies and Fife Council corporate objectives also shape the land use strategy as illustrated below. 4 1.2 This Action Programme accompanies FIFEplan by identifying what is required to implement FIFEplan and deliver its proposals, the expected timescales and who is responsible. Throughout the preparation of the plan, Fife Council has maintained close partnerships with key stakeholders, the Scottish Government, and other organisations named in the document. These organisations have a responsibility to alert the Council of any changes to the proposals. The Action Programme is important to Fife Council because the implementation of FIFEplan will require actions across different Council services. •The LDP Action Programme FIFEplan lists the infrastructure required to support Action Programme development promoted by the Plan •The Council prepares their Plan for Fife business plan for the year. -

Purpose of Report This is a report of the findings of a health stakeholder event with the City Plan Team which provided a retrospective analysis of how health was integrated in City Plan 2 and identified potential health impacts of City Plan 3. The workshop was held in The Mitchell Library on 1 March 2010. Findings in this report are based on the knowledge and experience of those present at the workshop, thus is not a definitive statement or assessment; however appendices are attached that summarise relevant research findings. This report describes the process, the discussions at the tables and the results of the prioritisation exercise. It will contribute to the consultation for City Plan 3. 2. Background The 2006 Planning Act in Scotland requires all local planning authorities to prepare a local development plan scheme to guide new development and regeneration. There are significant changes under the new development plan system, including the production of a main issues report rather than a consultative draft plan and improving public consultation and engagement. -

Acquisition by Arriva Rail North Limited of the Northern rail franchise Summary of final report 2 November 2016 Background 1. On 20 May 2016, the Competition and Markets Authority (CMA), in the exercise of its duty under section 22(1) of the Enterprise Act 2002 (the Act), referred the completed acquisition by Arriva Rail North Limited (ARN), a wholly-owned subsidiary of Arriva plc (Arriva), of the Northern rail franchise (the Northern Franchise) (altogether the Merger) for further investigation and report by a group of CMA panel members (inquiry group). Throughout this document, where appropriate, we refer to Arriva, ARN and the Northern Franchise collectively as ‘the Parties’. 2. In exercise of its duty under section 35(1) of the Act, the CMA must decide: (a) whether a relevant merger situation has been created; and (b) if so, whether the creation of that situation has resulted or may be expected to result in a substantial lessening of competition (SLC) within any market or markets in the United Kingdom (UK) for goods or services. The rail and bus sectors in Great Britain 3. Franchised train operating companies (franchised TOCs) operate passenger rail franchises and are awarded the right to run specific services within a specified area for a specific period of time, in return for the right to charge fares. Where appropriate, franchised TOCs receive financial support from the franchising authority, which is currently the Rail Group in the Department for Transport (DfT).1 There are currently 16 franchises operating in England and Wales and two in Scotland. 1 Transport Scotland is the franchising authority for the ScotRail and Caledonian Sleeper franchises.
