A core global interest is in moving towards efficient and sustainable energy practices for both consumption and production. Can this be extended to both developed and developing countries? What are the implications of the Paris agreement for green technology, especially for Europe, Asia and Africa? Traditional manufacturing and production methods are in rapid transformation. How we ensure that they are also sustainable, especially when faced with intense global competition and the push towards relocation of industry to low-wage countries. Incremental approaches may be insufficient for the task ahead. How to scale up clean technologies? What could be the role of institutional and private capital investments in renewables and what are the necessary regulatory/policy interventions? Can green bonds help? Can we learn from Silicon Valley? How do poor countries and poor communities benefit? Does a carbon tax help in financing new investment and in changing life styles? *To be Confirmed Chair: Enrico GIOVANNINI, Spokesman of the Italian Alliance for Sustainable Development (ASviS) RoundtaBle: William BECKER, Executive Director, Presidential climate action project, USA Alessandro GRANDINETTI, PwC Senior Partner, EMEA Oil & Gas Leader Irene KHAN, Director-General, International Development Law Organization, IDLO Sabina RATTI, Executive Director, ENI Enrico Mattei Foundation Rob VOS, Director, Agricultural Development Economics (ESA), FAO CONCLUDING SESSION – 5 p.m. – 7 p.m. Venue: CHIGI PALACE Chair: Valerio DE LUCA, Executive Director, Global Sustainability Forum Welcome Address: Paolo AQUILANTI, Secretary General, Presidency of the Council of Ministers Keynote Address: Maria Elena BOSCHI, Undersecretary to the Presidency of the Council of Ministers Adoption of the Rome Declaration 2017 and Next Steps Khalid MALIK, Co-Chairman, GSForum and Jean-Paul FITOUSSI, Co-Chairman, GSForum Piazza del Popolo,3 – 00187 Roma – Tel. +39 / 06 – 94803477 – [email protected] With the Patronage of Main Partners With the technical collabora<on of Partners GSForum Project Manager: Ma3eo Catania.

Renzi Removed: the 2016 Italian Constitutional Referendum and its Outcome Martin J. Bull On 4 December 2016, Italians voted in a referendum on what was the most significant constitutional reform proposal since the one adopted by the Berlusconi government and rejected in a constitutional referendum in 2006 (Bull 2007). The reform was proposed by Prime Minister Matteo Renzi with the aim of overcoming the long-term deficiencies of Italian institutional arrangements and the failure of successive governments, over a period of forty years, to carry through institutional reform (Crainz and Fusaro 2016; Bull, 2015). This was only the third constitutional referendum in the history of the Italian Republic (following those held in 2001 and 2006). Like Berlusconi’s proposals, those of Renzi were extensive (promising to rewrite nearly a third of the Constitution) and controversial, both in substance and in the way in which they had been passed through parliament.

  • Will Italy's Constitutional Referendum Mark the Beginning of a 'Third
Will Italy’s constitutional referendum mark the beginning of a ‘Third Republic’? blogs.lse.ac.uk/europpblog/2016/10/04/italys-constitutional-referendum-mark-the-beginning-of-third-republic/ 04/10/2016 On 4 December, Italy will hold a referendum on constitutional reform that has come to be viewed as a vote of confidence in Matteo Renzi’s government. Fabio Bordignon writes that Italy now has two very different paths in front of it: a Yes vote will potentially lead to a more presidential form of politics, while a No vote could generate substantial uncertainty over the country’s political trajectory. He argues that the victory of Renzi’s camp would lead to a majoritarian – and de facto presidential – democracy, inaugurating Italy’s ‘Third Republic’. Interested in other points of view? Check out EUROPP’s full coverage of Italy’s constitutional referendum. Once again, Europe and the wider world are watching Italy. A package of economic and institutional reforms promoted by Matteo Renzi’s centre-left government has gained the approval, in recent months, of the US Government and Italy’s major EU partners. Along the way, however, many unknowns still weigh heavily. The Constitutional Referendum, scheduled for 4 December 2016, will be a crucial moment not only for the political course of the current government and its leader, but also for the political system as a whole, which, twenty years after the crisis of the early 1990s, is experiencing a new turning point. A victory for either side could change the institutional configuration and the mechanics of Italy’s political system, but in very different directions.

But however smooth the transition was, the turbulent circumstances that led up to it are far from resolved. The referendum rejected Matteo Renzi’s proposal to rewrite approximately a third of the constitution and recalibrate the dysfunctional relationship between the chamber of deputies and the senate.
