RESOLUTION TO CLOSE MEETING Note: The Committee must state by resolution the basis under section 90 of the Community Charter on which the meeting is being closed. If a member wishes to add an item, the basis must be included below. That the Regional Planning Committee close its regular meeting scheduled for Friday, February 27, 2015 pursuant to the Community Charter provisions, Section 90 (2) (b) as follows: “90 (2) A part of a meeting must be closed to the public if the subject matter being considered relates to one or more of the following: (b) the consideration of information received and held in confidence relating to negotiations between the regional district and a provincial government or the federal government or both and a third party.” 10. REPORTS FROM COMMITTEE OR STAFF 5.1 Orientation for Regional Planning Committee Allan Neilson, General Manager, Planning, Policy and Environment, provided an overview of the Committee’s establishment, structure, management, objective, and terms of reference. 9:10 a.m. Mayor Corrigan arrived at the meeting. Elisa Campbell, Director, Regional Planning, Planning, Policy and Environment, presented the following: • the context of regional planning, including the legislative mandate, anticipated growth in the region in the next 25 years, purpose of the Regional Growth Strategy, and history of regional planning 9:17 a.m. Mayor Froese arrived at the meeting. The presenter also elaborated on the following: • Metro Vancouver 2040: Shaping Our Future, including the five goals of Metro 2040, strategies to achieve the goals, the importance of containing and structuring growth in the right places, the map of remaining and developed general urban land, examples and distribution of urban centres and frequent transit networks, efforts towards integration of land use and transportation, climate change actions, collection, analysis and sharing of data, and examples of projects developed in support of the RGS goals • implementation of Metro 2040, including the need for alignment of the regional vision and local aspirations, collaborative governance, policy advancement, and monitoring of the progress • the value of regional planning • key challenges and opportunities Presentation material titled “Regional Planning Committee – Committee Orientation” is retained with the January 30, 2015 Regional Planning Committee agenda. Members commented on the following: • connection between the Regional Planning Committee and the Climate Action Committee • accomplishments achieved by Metro Vancouver in regional planning Minutes of the Regular Meeting of the GVRD Regional Planning Committee held on Friday, January 30, 2015 Page 2 of 6 Regional Planning Committee - 5 - 5.2 2015 Regional Planning Committee Priorities and Work Plan Report dated January 21, 2015, from Allan Neilson, General Manager, Planning, Policy and Environment, providing the Regional Planning Committee with the priorities and work plan for the year 2015. Discussion ensued on the following: • the Housing and Transportation Cost Burden Study • implementation of the Regional Food System Strategy • the provincial versus local government role in the protection of agricultural

As a BC resident, I want my voice added as an individual who cares about the health and welfare of animals and who wishes the government to provide funding to help alleviate the shortage of veterinarians in BC.

    Surrey Bend Regional Park Management Plan June 2010 July X, 2010 Dear Park Supporter: Re: Surrey Bend Regional Park Management Plan. The Surrey Bend Regional Park Management Plan was adopted by the Metro Vancouver Board and the City of Surrey Council in July X, 2010 and Y, 2010 respectively. On behalf of our organizations we are pleased to provide you with this document. The Management Plan outlines the vision that Metro Vancouver and the City of Surrey share for the long term public use and management of Surrey Bend Regional Park over the next decade. The plan promotes passive recreation, education and conservation program within this highly valued Fraser River floodplain landscape. Crafting a policy document like the Management Plan requires the participation of a large number and diverse range of people. Of particular note is the significant contribution provided by those members of the public who participated in the park planning process as members of the advisory committee. Others provided input at public open houses or written submissions. On behalf of Metro Vancouver and the City of Surrey we thank you for your interest and encourage you to stay engaged. Richmond Council was fully consulted on the publicly announced plan to twin the tunnel. Richmond Council was not consulted on the decision to change the plan to building a bridge. The following attachments show how the project changed abruptly from a tunnel to a bridge: 1. July 15, 2004 Massey Tunnel seismic upgrade. Province to spend $22.2 million on seismic upgrade for the Massey Tunnel. 2. Feb. 16, 2006 Twiruied tunnel part of Victoria's long term plan, "expanding Highway 99 on both sides of the tunnel from four lanes to six." "The project is on the back burner in part because it would put pressure on traffic bottlenecks to the north requiring expansion of the Oak Street and Knight Street bridges into Vancouver or a new bridge into Burnaby. 3. Feb. 18, 2006 Massey Tunnel to be twinned and "widened from four lanes to six once the provinces more pressing transportation projects are complete."   • Surrey Bend Regional Park Management Plan
    Surrey Bend Regional Park Management Plan June 2010 July X, 2010 Dear Park Supporter: Re: Surrey Bend Regional Park Management Plan. The Surrey Bend Regional Park Management Plan was adopted by the Metro Vancouver Board and the City of Surrey Council in July X, 2010 and Y, 2010 respectively. On behalf of our organizations we are pleased to provide you with this document. The Management Plan outlines the vision that Metro Vancouver and the City of Surrey share for the long term public use and management of Surrey Bend Regional Park over the next decade. The plan promotes passive recreation, education and conservation program within this highly valued Fraser River floodplain landscape. Crafting a policy document like the Management Plan requires the participation of a large number and diverse range of people. Of particular note is the significant contribution provided by those members of the public who participated in the park planning process as members of the advisory committee. Others provided input at public open houses or written submissions. On behalf of Metro Vancouver and the City of Surrey we thank you for your interest and encourage you to stay engaged.
