The Minority Enterprise Corporation (MEC), formerly known as the Minority Enterprise Partnership (MEP), was formed in 1988 as a joint initiative of the Allegheny Conference on Community Development, the Urban League of Pittsburgh, the Urban Redevelopment Authority, Allegheny County and The Pittsburgh Foundation. These organizations realized that a support network — The Minority Enterprise including technical assistance — of private business (public and private lending institutions and others), concerned with minority Corporation economic development within the region, needed to be developed to increase the number of minority owned businesses in Allegheny (MEC) County. Duringitsfirsttwoyearsofoperation, MEC identified and assisted more than 100 clients. This innovative Southwestern Pennsylvania. approach to developing minority businesses has produced 26 new ventures or expanding businesses, $1,235,000 in debt financing, $1,576,000 in equity financing commitments, 31 business plans, six (6) market plans and more than 70 new employment opportunities.

Having built a solid network of support, MEC was successful in raising over $1.2 million in grants and contracts to cover operating expenses for the next two and one half to three years. This solid network of support has allowed MEC to set out on its own. A board of community and business leaders has been formed and the corporation has moved into a new suite of offices in the East Liberty section of the city. MEC will continue to target the same high quality of services to minority entrepreneurs throughout Southwestern Pennsylvania. PRO-Net Demonstration PRO-Net is the Small Business Administration's (SBA) new database that allows Federal contracting officers and others to search for small companies that can fill their needs. It also serves as a marketing and research tool for participating small businesses. The PRO-Net database can be accessed via the Internet at http:Wwww.sbaonline.sba.gov/pronet.html and currently includes electronic profiles of nearly 277,000 small businesses, including all SBA 8(a) firms and women-owned firms in the State of Maryland. Standard Form 294/295 Reporting Requirements Step-by-step instruction for completing these forms will be discussed for Individual Plans and Commercial Products/Company- Wide Plans.

HUBZone The HUBZone (Historically Underutilized Business Zone) Empowerment Contracting Program is generally referred to as the HUBZone. It is a program for small business concerns in HUBZone locations. This program provides Federal contracting assistance for qualified small business concerns located in historically underutilized business zones in an effort to increase employment opportunities, investment and economic development.

ARTICLE MAYBE & DISABLED PARICIPATION (Added) It is the policy of Buyer to stimulate the growth of Certified Minority and Women Business Enterprises (MBEs and WBEs) by encouraging their participation in Buyer's procurement activities and by affording them an equal opportunity to compete for Buyer's procurements. Seller agrees to carry out this policy to the fullest extent consistent with the requirements of the Purchase Agreement (i) through the award of subcontracts to MBEs and WBEs or (ii) if Seller is a MBE or WBE, through the use of its own forces. Seller shall include this policy as a provision in all subcontracts.

In order to be responsive to this policy, Seller shall ^(i) be a MBE or WBE or (ii) use its best efforts to utilize MBEs for not less than 10% and WBEs for not less than 5% of the final Price and in all cases provide recognized Certification in{. support of these goals through the use of the attached Certified Minority, Women A & Disabled Business Enterprises Participation Reports If Seller cannot meet such MBE/WBE percentage requirements, Seller shall use its best efforts to satisfy the deficiency with available MBE/WBE contractors for not less than 15% of the final Price. Seller shall contract with the MBEs/WBEs identified in Section II of the. Report for no less than the percentages of the final Price indicated.
