1. Establishment of Road Safety Unit and related RSA procedures within Federal Ministry of Transport and Communication

2 1. Establishment of Road Safety Unit and related RSA procedures within Federal Ministry of Transport and Communication
The main objective of project was to support FBiH in: a. establishment of a Road Safety Unit or Agency at FBiH b. prepare amendments to the Road Safety regulations and procedures in line with EU Directive 2008/96 on road safety management c. Delivery of training course in line with the guidelines for RSA curricula adopted by SEETO
3 a. Federal Ministry of Transport and Communication established Road Safety Unit within the Ministry
b. The FMTC is preparing the missing legislation in the Federation of BiH that would prescribe the legal obligation and responsibilities for implementing the RSI and RSA on roads in the Federation of BiH (Law on Roads)
4 c. The training course was supplemented by SEETO Road Safety Audit Handbook (2014), SEETO Road Safety Inspection Manual (rev. 2016) and International publication "Practical Guide for Road Safety Auditors and Inspectors" (2018)
First part (5 days) of RSA TC, Road Safety Inspection Training Course (RSI TC) was held in Mostar
The second part (five days) of RSA TC was held in Sarajevo. In this part a road safety audit training course was implemented
5 • The last session was made in Mostar. During that day, oral presentation, written RSA exam and certification award were conducted
• Trainees were from Ministry of Communication and Transport BiH, Federal Ministry of Transport and Communication, Road Authorities (PC Roads and PC Motorways), Faculties (Faculty for Traffic and Communication and Faculty for civil engineering in Mostar and Sarajevo), cantonal road authorities (Tuzla, Sarajevo, etc.) and 3 design companies
• Number of trainees with completed training course certificate is 20 for RSI TC and RSA TC
6 2. Development of traffic accident database within the Ministry of Communications and Transport of Bosnia and Herzegovina
The objectives of project: a. Evaluation-review of current procedures in crash data collection in FBiH, RS and Brčko District of BiH b. Pilot project activities related to Crash data collection in accordance with EC recommendation proposed by CADaS and training of police officers in FBiH, RS and Brčko District of BiH
7 a. After reviewing existing practices and data collection systems in FBIH, its concluded that crash data collection procedures vary from canton to canton and are not unique for the level of FBiH b. The pilot training in the Federation of Bosnia and Herzegovina was attended by 10 police officers (one representative of each Canton of FBiH)
After the pilot testing of crash data collection final version of Crash Data Form for crash data collection was presented
In total, training of traffic police officers for using the new Crash Data Form in accordance with CADaS protocol, has included 102 trainees, police officers working in the field of traffic in the FBiH
8 Road safety projects done by PC Roads and PC Motorways
PC Roads have done project of recording main road network with iRAP methodology including Risk Mapping and Star Ratings
PC Motorways conducted RSA on Zenica North - Donja Gračanica (3.8 km), Buna - Počitelj (7.2 km) and Doboj South - Medakovo (8.5 km) sections located on Corridor Vc and are EBRD funded
PC Motorways conduct an annual Analysis of road safety on motorway
