B. Danquah Memorial Lectures and the Anniversary Address I delivered on November 22, 2003, both under the auspices of the Ghana Academy of Arts and Sciences. I say ‘substantially’ because some material has been added to that originally presented in the lectures. This addition was necessitated by three factors: the intention or need to fill out certain lacunae or reinstate passages that were deliberately omitted in the original lectures due to pressure of time, the need to make logical amplifications and clarifications of some of the statements or views expressed in the original lectures; and the desire to respond critically to some views expressed in a handful of books and articles that came to my notice after the lectures had been delivered but that bear on the theme of the lectures. Despite the additions, however, the position and conclusions of the original lectures remain unchanged. The original title of the Anniversary Address was "Understanding Globalization." The Address is published here as Lecture IV under the title of "Our One World: Some Thoughts on Globalization." Acquaintance with the writings of Dr. Danquah convinces one that he was undoubtedly a man of broad erudition and philosophical perspicacity. For more on the intellectual and political stature of the man whose memory the J .B. Danquah Lectures are intended to celebrate, I ask the reader to read the remarks made by the chairman for my first lecture and which, with his permission, are reproduced in the following Foreword. I am greatly honored to have been invited by the Ghana Academy of Arts and Sciences to deliver this year’s series of the J. B. Danquah Memorial Lectures, which hold a very important place in the Academy’s annual activities. The Analytical Table of Contents provide a bird’s eye view of the views and arguments presented in the text. It remains for me now to record my gratitude and appreciation to a few people. Dr. Helen Lauer, my colleague in the Department of Philosophy of the University of Ghana, found time to read the first drafts of the lectures; she offered me elaborate critical comments and suggestions that I found extremely helpful. I am deeply indebted to her, for her trenchant comments compelled me to amplify, clarify, and refine my own position. The famous American philosopher, Martha Nussbaum, previously of Brown University and now of the University of Chicago read the lectures after they had been delivered; I found the comments she sent delightful and exhilarating. I wish to thank Professor Mary-Esther Kropp-Dakubu of the University of Ghana and a Fellow of the Ghana Academy, whose copyediting of the final manuscript resulted in many stylistic improvements. DANQUAH MEMORIAL LECTURES ALEXANDER A. KWAPONG The general theme of these Lectures is: "Beyond Cultures: Perceiving a Common Humanity." This subject is dear to the hearts of many and is, I believe, of critical importance to our national integration and development; yet it has often not been given the sufficient attention by policy makers and development practitioners that it deserves. It is therefore with much appreciation that look forward to this year’s Danquah Memorial Lectures on this important subject. Professor Kwame Gyekye is without a doubt one of the leading and erudite African scholars of philosophy that Legon has produced. He has brought much distinction and understanding to the teaching, research and exposition of African philosophy during the past two decades. The Ghana Academy of Arts and Academy was established nearly forty years ago in November 1959 on the initiative of the then Prime Minister, Dr. Kwame Nkrumah, its first Chairman. Its three-fold aims and objectives are to promote the study, extension and dissemination of knowledge of all the sciences and learning; to uphold proper standards of endeavor in all fields of sciences and learning in Ghana; and to recognize outstanding contributions to the advancement of the sciences and learning in Ghana. These aims and objectives have continued to animate the work and programs of the Academy since its foundation. Of the original twenty persons selected to be foundation members, Dr. Joseph Boakye Danquah was one of the most distinguished. Dr. Danquah and Dr. Nkrumah were then bitter political opponents. However, the apparent promise of scholarly cooperation between them that common membership of the Academy seemed to augur was not to be fulfilled. Dr. Danquah was detained twice and died tragically on February 4, 1965 during his second incarceration. One of the highlights of the Academy’s achievements has been the series of lectures instituted in 1967, two years after his tragic death in prison. The series commemorate the life and work of Dr. J. B. Danquah, truly one of the greatest sons whom this soil has ever produced. Twenty years ago, on the occasion of the twelfth Danquah Memorial lectures which I had the honor to deliver, I made the following observation in my introductory remarks: Perhaps we are still too near in time and place to Dr. Danquah. All of us alive in Ghana today, whether political foes or allies, owe him a deep debt of gratitude for the very example of his life. Now that the dust of the political conflicts and intolerance, which led to his untimely death, is beginning to settle, we can see from his life and his death what the true African genius can be. Few Ghanaians have ranged so widely, so deeply or so boldly in their scholarship; few were so cosmopolitan or so interested in foreign ways and ideas, yet few were so steeped in, or proud of, their African culture. Few can compare with him in his unflagging commitment to the democratic process and courageous devotion to freedom. He was acutely aware of the need to sustain thought by practical action in all spheres of life. He was willing to lay down his life for the ideals by which he stood and for which he died. All Ghana and Africa, and, indeed, the whole world, owe a deep debt of gratitude to the many-sided genius of Dr. Danquah. Except for the somewhat sanguine optimism of the phrase "the dust of political conflicts and intolerance beginning to settle," that assessment has well stood the test of time. This year’s lectures are the thirty-second in the series. They continue to be an enduring memorial to the many-sided genius of Dr. Danquah and have ranged widely over the whole spectrum of all the sciences and of learning. Dr. J. B. Danquah, the doyen of African philosophers, was undoubtedly particularly interested in the general theme of this year’s Memorial Lectures which deal with issues concerning culture, human nature and human values. What is their central importance and relevance to development, the unity of humankind, and respect for all people of all cultures as we enter the third millennium. Professor Gyekye has entitled his first lecture: "Our Human Nature, Our Human Values: Looking Over the Cultural Wall. Clearly," he will explain to us in this Lecture what he conceives to be the vision of our human nature, our human values and our common humanity, to which he will lead us over the dividing wall of our cultural identities. It should be an exciting three days, for Professor Gyekye is not only an excellent philosophical scholar and researcher who has done so much to advance his specialty in African philosophy and culture.

Mohammed Majeed, DLitt et Phil [email protected]; [email protected] Department of Philosophy and Classics University of Ghana, Legon, Accra, Ghana Abstract The concept of rationality is broad and has attracted elaborate, critical discussions by numerous philosophers and social thinkers over the years. A paper such as this is thus incapable of dealing exhaustively with the concept. Nonetheless, it attempts to interpret the Akan conception of rationality. It begins with an explanation of how rational beliefs and actions are determined in Akan thought, arguing that logical rules including some of the rules that apply without exception to any subject matter of thought are respected in the assessment of beliefs and actions in Akan culture. From this practical dimension of rationality, the paper proceeds to the conceptual sense of rationality where all humans are deemed as rational (irrespective of the way they act). Here, the paper shows how Akan conception of rationality encompasses or revolves around morality, pointing out that this moral foundation of rationality makes the Akan perspective quite different from that of the West, as particularly expressed by Aristotle. In spite of the conceptual inseparability of rationality from morality, Akan thought recognizes a practical separation and possible clash between the two. In such a situation, the latter is preferred. Finally, this paper corrects some misconceptions concerning rationality in African thought that undermine the basic rational cum moral identity of the human being held in Akan thought, in favor of emotional identity. On the Nature of Akan Thought The Akan people constitute the largest ethnic group in Ghana, West Africa.

Cand. Joseph Kofi Antwi Abstract As a contribution to the debate on African Philosophy, this paper explores the value of a person in Akan traditional life and thought. African philosophy can be found in the various traditional and cultural schemes of the people. This paper maintains that one of the approaches of appreciating African philosophy is through the traditional concept and worldview of the nature of a person. This paper argues that a person is not just a bag of flesh and bones that we see with our eyes, but, a more complex being with soul and body. Through a qualitative analysis of the relevant literature, this paper argues that some contemporary incidents, such as African crossing the Mediterranean Sea to seek better life in Europe, and the recent Xenophobic attacks on some African nationals in South Africa, undermines the indigenous value of a person in Akan traditional life and thought. This paper concludes that the real goal of the value of human life, as one of the dominant themes in African philosophy, must be properly studied, assessed, understood and harnessed in addressing contemporary African problems, such as corruption in government and society, environmental degradation, indiscipline, diseases and conflicts in our communities and other social vices. MOSIMA Higher Teachers’ Training College, University of Bamenda, Cameroon ([email protected]) German born Professor Heinz Kimmerle (1930-2016), was chair of intercultural philosophy at the philosophical faculty, Erasmus University Rotterdam, in the Netherlands from 1990-1995. He will be best remembered for his attempts to highlight African contributions in the field of intercultural philosophical studies. His struggle to move from the North Atlantic hegemonic position to the recognition of the validity, global relevance, and applicability of African knowledge systems in a bid to cross-fertilize them with established academic philosophy is one of those giant strides he undertook. Intercultural philosophy, as conceived by Kimmerle, investigates the myriad aspects of its central theme, namely interculturality. It is that branch of philosophy that was explicitly established in order to address the globalization of difference. Intercultural philosophy seeks to develop a discourse that will allow for a discussion of all philosophical problems from an intercultural perspective. It does this by a theoretical reflection on concepts like culture, cultural diversity, cultural relativism, multiculturality, power, hermeneutics, and dialogue. Intercultural philosophy, with the use of such concepts, critically explores the conditions under which we can talk of interculturality. It seeks to prevent any philosophical position from assuming an absolute position. Kimmerle, with other intercultural philosophers such as Ram Adhar Mall, Dieter Lohmar, Franz-Martin Wimmer and Wim van Binsbergen, opines that there are many philosophical traditions of significance in all regions of the world, rather than just a few or one.

Surveying extant work on ubuntu , it finds that most such work reproduces the ambiguities and difficulties of the fraught public discourse on ubuntu , or falls to fallacies characteristic of many African philosophical projects. It argues that the approach which most successfully avoids these difficulties, thus reflecting the concerns and critical methodologies developed over the recent history of African philosophy more broadly, is the Analytic approach exemplified by Thaddeus Metz’ work. Metz makes explicit the constellation of value claims generally glossed as ubuntu , and proposes an attractive positive account, but does not account for the aretaic (or virtue-ethical) features integral to and attractive in most accounts of ubuntu . Seeking an account capable of incorporating the advantages of Metz’ account and these aretaic features, the thesis proposes two possible bases for such an aretaic account: an autocentric account, reducing moral value to the agents’ prudential value; and a perfectionist account, entailing moral normativity from the fullest development of some essential feature of human nature.

Whether the discussion is in ethics or social philosophy, in metaphysics or even, on occasion, epistemology, the play of communalism, a concept expounded in the next section, is so strong that it is difficult to escape its ubiquity. In spite of this, there is little serious analysis of the concept and its implications in the contemporary context. Yet, at no other time than now can a long-suffering continent use some robust debates on its multiple inheritances regarding how to organize life and thought in order to deliver a better future for its population. Given the continual resort to communalism as, among others, the standard of ethical behavior, the blueprint for restoring Africans to wholeness and organizing our social life, as well as a template for political reorganization across the continent, one cannot overemphasize the importance of contributing some illumination to the discourse surrounding the idea.

The Africa implied is black Africa or what is also known as sub-Saharan Africa and by modernity I mean the worldview that has come about through forms of knowledge that arise from and are agreeable to human nature and has harboured a universal potential for freedom, for humanism, and ultimately, for progress. The paper will defend the claim that modernity in Africa is in a dilemma and will attempt to explain the root and nature of the dilemma. It will go forward to articulate the forms under which modernity in Africa will yield its desired dividend with the view that there is a need for what it calls “the African agency” (interpreted to mean constructing modernity in Africa with Africa’s intellectual and cultural capital) through a fresh knowledge base for modernization to come through the cultural geography of African experience in line with the principles of freedom and rationality which are the cardinal principles of modernity. LASSITER Abstract: Western social scientists abandoned typical personality and national character studies during the 1960s. However, many sub-Saharan African scholars in various disciplines, those resident on the continent and elsewhere, have continued to identify, describe and make use of what they consider to be widespread African psychological characteristics and patterns of cultural adaptation. These include core African cultural values and themes, and what the scholars believe are common African responses to the requirements of social life and external cultural influences. To them, the analysis and use of these widely shared values, themes and adaptive responses are crucial for achieving viable and sustainable African national and community development. In fact, a number of the thinkers argue this endeavor is necessary for the ultimate survival of Africa and its cultures. In contrast, Western and non-Western social scientists have given up pursuing such broad concepts and adaptive processes as areas of invalid and/or harmful social science inquiry. This paper attempts to identify and assess the nature, range, quality, and utility of research and writing by selected African scholars on African culture and personality and recurring African responses to indigenous social life and Western acculturation. It does so by reviewing and analyzing a sampling of writings by African scholars published since the mid-1960s. Generally, the paper asks: What are African scholars, commentators and the public, saying about Africa's various ethnicities and Africanness and why is it important to them? The feasibility of applying such understandings to the socioeconomic conditions and practical problems of contemporary African societies is also examined.

Oyedola 1 Obafemi Awolowo University, Ile-Ife, Nigeria [email protected]; [email protected] Abstract Whether Africa is compared with other continents or it is considered on its own, much of Africa is in a precarious state. Africa is known to be lagging behind in development not only in the economy, but also in philosophy, science, politics, technology, etc. This precarious state has made many scholars cynical about the contributions philosophy has made towards the development of the continent. In this study, however, it is argued that such a cynical attitude is due to a myopic conception of “development,” which excludes growth in education, the economy, politics, science, the mental aspect of culture, and/or the unawareness of the fact that Africans (including the colonial and neo-colonial interferences) led the continent to a precarious state, not because of the inability on the part of the philosophers to proffer solutions, but owing to the unwillingness and failure on the part of African leaders in their un-philosophical or unrefined political, educational, economic, and scientific policies to adopt the solutions proffered. Africans will point to another person as the source of their woes or the reasons why things are not going on well in their livesor Africa as a whole. The ancestors, gods, and especially witches are consistently blamed for the epidemics, famine, offences committed in the communities, and deaths.Till today, colonialism have been blamed for the poverty in Africa even though most African countries have been independent for over 20yrs. This article investigates why Africans hold others responsible for their challenges or failures and not themselves. It will be concluded that instead of blaming others for their challenges, if Africans could identify their flaws and challenges, and do something about them, a lot can be achieved in the African continent. Often this has assumed the form of a dilemma: the experience of the “Asian Tiger” and other Newly Industrialized Countries in Latin America has fuelled the perceptions that a country may not be able develop while democratizing (West Africa, 2001). It must be conceded that most of Africa’s post-independence leaders could not live up to the great expectations of their populations for democracy and prosperity. The leaders typically were notable to grasp the moment and the opportunities presented by the waves of democratization. Instead, through aggressive power struggles and politics of exclusion, many leaders retarded democracy and contributed to conflicts in the continent.
