The project covers Enshi and Lichuan Cities of Hubei Province. The sub-project implementation units are shown in Table 1-1. Project component locations and main impacts are shown in Table 1-2. External Resettlement Monitoring Agency had promoted the Gender Action Plan and built the network to monitor the implementation of the Gender Action Plan, and provided the data collection forms to the implementing agencies and required them to fill in and submit regularly. External Resettlement Monitoring Agency interviewed the affected women regularly in the project area, or interviewed or held forums with the implementings, the street offices and the village committees to indirectly know the implementation of Gender Action Plan, and knew the situation of work, income, participation in public hearings and skills training of the affected women through reading documents, sampling surveys, and etc. 1 Table 1-2 Project Component Locations and Main Impacts Project Component Description Location Major Project Impacts 691.1 mu of land will be permanently occupied in the project, including 599.4 mu of collective land and 91.7mu state-owned land; 1373.95 mu of land will be (i) Improved pollution control at Enshi temporarily occupied (including 1133.20 mu of state-owned land and 240.75 mu City; (ii) enhanced flood management; of unutilized collective land). The project will affect Longfeng Town, management capacity Xiaoduchuan Street Office, Wuyangba Street Office, Liujiaoting Street Office (villages and town), including 24 villages (communities) of Enshi city. 607.395 mu of land will be permanently occupied by the project, including 497.8 mu of collective land, 109.6 mu of state-owned land. 855.2 mu of land will be temporary occupied, including 522.54 mu of state-owned land and 329.7 mu of (i) Improved pollution control at collective construction land that is used. 679 HHs with 2,862 people will be only Lichuan City; (ii) enhanced flood affected by land acquisition, 15 HHs with 63 persons will be only affected by management; (iii) improved capacity Lichuan Subproject Lichuan City house demolition. 6300 m2 of rural dwelling houses will be demolished. In total, of wastewater management; (iv) 694 HHs with 2,925 persons are affected by this project, including 90 HHs with strengthened project management 376 persons are defined as the vulnerable group. The project will affect 4 capacity Township level administrations in Lichuan city, including Dongcheng Street, Duting Street, Yuanbao Town and Liangwu Town, and directly impact 21 villages (urban communities) and 83 village groups. 1 2 Gender and Social Development in the Project Area 2.1 Women's social status in the project area According to the statistical yearbook of 2015, 47.81% of the total population of Enshi and Lichuan are females, most of which are rural females, accounting for more than 65% of the females. The social status of female population in the project area has been improved due to the implementation of women's development strategy in Enshi and Lichuan. In 2015, the proportion of female cadres at all levels of government departments is about 25%. In December 2016, the proportion of female members of the Enshi National People's Congress reached 33.01%. 2.2 Employment According to the household survey data from urban residents in 2017, the share of females in government employees was roughly same as that of males(female 4.38%, male 6.11%). However, the share (13.74%) of males in self-employed was higher than that (9.49%) of females. Similarly, the share(9.16%) of males of odd job was higher than that of females (6.57%). Who engaged in housework mainly were females people, accounting for 24.82% of female respondents. In contrast, only 6.87% of male respondents were engaged in housework. The share of male unemployments (9.16%) was roughly same as that of female (9.49%). However, the number of women who do business or engaged in private enterprise management was much less. Of the respondents, only 0.23% of women was engaged in business, while the proportion of men was 0.65%. The share of women work in the private enterprises is 0.36%, while that of the male was 1.1%. 0.9% of the women were village cadres, while the proportion of males was about 2.1%. These statistics showed that women were less likely to participate in decision-making of community and other socio-economic activities than men. 2.3 Women development strategy in the project area The Women's Federation of Enshi and Lichuan issued a corresponding document in accordance with the "China Women's development program (2010-2020)". The program identified five priority areas for women's development, which will be implemented through various projects. These projects include: (1) women and poverty
