USA Project EA: Wuhan Municipal Project Management Office (WPMO) Period of Monitoring: May. 1 to Dec. 31, 2009 1 Background of Project Wuhan Municipal Government has obtained the loan from ADB for implementation of the Wastewater and Stormwater Management Project (WSMP) for achieving the objective of sustainable wastewater and stormwater management, as well as the water resource protection. The Project consists of five wastewater subprojects and four stormwater subprojects. See table 1 below in detail. (1) Erlongmiao WWTP subproject is located in east of Xudong Road in Wuchang District, nearby Wuqing No. 4 Trunk Road. The construction period of the subproject is from third quarter of 2007 to the end of 2009. The construction activities include structures/building construction, demolishment and laying down of underground pipelines, replant trees and landscaping, etc. the treatment capacity of the WWTP will expand from 180,000 m3/day to 240,000 m3/day; and the treatment process will be updated from primary to secondary. The employer of the subproject is Wuhan Municipal Drainage Development Company. (2) Dongxihu Three Gates Connection subproject is located by the Jinyin Lake with the catchment area of 56.7km2. The construction scope includes 3.91 km of culvert, 4.34 km of channel, and renovation of 4.48 km of existing channel. After completion of the subproject, the sewer will drain to Hanxi WWTP and the stormwater will discharge into the Fuhe River. The construction has been completed by December 2009, and employer of the subproject is Wuhan Jianxing Urban Infrastructure Construction Company. (3) Nantaizi Lake WWTP Expansion subproject (phase II) is located at the site of 1000m of north of the Third Bridge of the Yangdze River. The area of the construction site is about 150mu (10ha); the capacity of the WWTP will reach to 100,000m3/d after completion of the subproject; the subproject will be completed by end of 2010. (4) Caidian WWTP is sited on east of Beijing-Zhuhai Expressway, north of Caihe Street and south of the Han River. The service areas of the proposed subproject include Caidian downtown area and Caidian Eastern Development Zone. The short term capacity is 50,000m3/d, and will expand to 100,000m3/d according to the planning. The treatment capacity of the WWTP will be updated to 100,000 m3/d. The subproject has been completed by end of 2009. (5) Dongxihu Wastewater Collection System is sited at Dongxihu District Jinshan Road and Jinyinhu area. A wastewater collection system of 25.35 km will be built. 2 Environmental Monitoring Report_No.3 ADB WWSMP The subproject has been completed by December 2009. IA of this subproject is Caidian Branch of Wuhan Urban Drainage Development Company. The information of the contracts being constructed is shown in table 2. Since traditional evaluation models often consider only the distance between the evaluation point and the positive or negative ideal solution, we introduce gray correlation analysis and construct a new sustainability evaluation model. Our research results show that only one city had excellent sustainable development capacity of agricultural water resources, and the evaluation value of eight cities fluctuated by around 0.5 (the median of the evaluation result), while the sustainable development capacity of agricultural water resources in other cities was relatively poor. Our findings not only reflect the differences in the natural conditions of water resources among various cities in Hubei, but also the impact of the cities’ policies to ensure efficient agricultural water use for sustainable development. Gong Shengliang's latest health setbacks are compounded by the continual ill-treatment he has received since his imprisonment in 2001. During his imprisonment, Gong Shengliang has suffered continual ill-treatment. According to letters that he wrote in the first two weeks of December 2004, which have only recently been published on the internet, Gong Shengliang describes how he was suffering from a debilitating stomach complaint, and how he had been able to only take a little food and water for at least 11 days. Gong Shengliang had been treated at the prison hospital five times and on 6 December 2004 asked to be admitted to a hospital outside the prison. However, this request was refused by the prison authorities, who, on one occasion, threatened Gong Shengliang with what were described as "heavy-handed measures". The prison authorities later agreed to Gong Shengliang’s request and he then received treatment at a provincial hospital and an army hospital, following which he was diagnosed with a duodenal ulcer. Finally, the developemnt of this research is prospected. Keywords: Hubei cultural resources, cultural industry, sustainable development Introduction UNESCO defines cultural industry as a form of commodity service. In the 1930s, the Frankfurt school was first proposed by Adorno and Horkheimer in the dialectics of enlightenment (2003). After 1980s, it has spread to China. In 2012, the National Bureau of statistics defined cultural industry as “the collection of production activities that provide cultural products and cultural related products to the public”, which is still in use today. The Fifth Plenary Session of the 18th CPC Central Committee deliberated and passed the proposal of the CPC Central Committee on the formulation of the 13th five-year plan, which clearly states that the cultural industry should become the pillar industry of the national economy by 2020 (http://www.ocn.com.cn/chanye/201611/gozfp18081658.shtml2016-11-1). In 2017, Hubei Province formulated the 13th five-year plan for the development of Wuhan’s cultural industry, which clearly proposes to actively cultivate cultural industry to become the pillar industry of the city’s economic growth, which can be achieved by making full use of university teachers’ educational resources, developing local cultural resources with subject librarians in university, effectively infiltrating into primary and secondary education and teaching, making school-based teaching materials of local cultural resources into 3D and microfilm and creating an online classroom.
