All position titles of persons appearing in this volume are current as of the date of the occasion or event being referenced in the text. Foreword It was on March 9, 2011 that I took the office of Minister for Foreign Affairs. Immediately after that, on March 11, the Tohoku-Pacific Ocean earthquake and tsunami struck and devastated in and around the Tohoku region. For the time of this catastrophe, 134 countries and regions as well as 39 international organizations have offered to extend assistance to Japan (as of March 31). Not a few are developing countries to which Japan has provided a variety of international cooperation including official development assistance (ODA). I would like to express my sincere appreciation for the many heartfelt assistance offers towards Japan.
