Introduction Welcome respected delegates to the first ever annual conference meeting of The Ministry of Magic for Great Britain. Founded in 1707, The Ministry of Magic and its various departments are the soul governing body to the secretive magical community of Great Britain. This meeting is held on April 18th, 1999, time is of the essence so the council needs to reach a resolution that will solve the issue at hand and will positively affect our magical community within the country. Around 15 years ago, the Dark Lord had a vast group of followers comprised of various witches and wizards, many of whom would carry out his violent and dark acts. His followers loved the sheer power, wealth, and the glee of terror they imposed when practicing the dark arts. They would disobey the law by performing Unforgivable Curses to penetrate and control Ministry officials, attack innocent , and torture/murder those that opposed them. After the fall of ‘You-Know-Who’ last year, it was decided by the council that we shall meet annually to discuss growing concerns or issues that could pose a threat to our secret community. It is the ministry’s job to focus to be on alert for anything involving dark magic, illegal activities, and keeping the public aware of the situation. This council will be very exciting and a great experience for all wizards and witches alike. Just to remind delegates, that this is just a guide as a starting point for your research. To understand basic knowledge and history of The Ministry, your department, position, or general Wizarding World topics better, I would advise to look into the novels or film documentations, the Harry Potter Wiki located on the ‘Internet’, or to contact myself, your Co-Chair, Liam Kenny, or your page, Chloe Eidlitz. The Secret Wizarding World The duty of our Ministry of Magic is the preservation of magical law. The Ministry connects the British government to the wizarding world. We have managed to keep our world a secret from the billions of people on this planet, known to us as Muggles (non-magic folk). Though we live, work, and exist among them, they have remained completely unaware of our secret communities, for centuries. All despite wars and other magical encounters, such as the recently resolved issues between us and the Dark Lord’s followers. In the first ever Ministry of Magic full united council meeting, we would like to address the idea of officially exposing our world to the Muggle world. Though this is merely an idea, at this point, the time in this meeting will be partially devoted to establishing a resolution to the topic, as it is not an easy yea or no. As representatives of the various branches and departments of this ministry, and the presence of the Muggle Prime Minister, it is important to look at the issues that arise from keeping the existence of our world a secret. However, it is equally important to discuss the potential issues that may arise if we were to make ourselves known. We do only represent the British Magical Community, however, we are to discuss what affects hiding or telling our secret would have in our country and on a global scale. We will discuss, and then present our resolution to the other conflicting ministries.

Problems that Should be Addressed

1. When a Wizarding child is born to two Muggle parents, these Muggles now know of the Wizarding world but must keep it a secret from their family, friends, and neighbors. Is this a fair responsibility to place on them? 2. What really would happen if the normal world were to become aware of us and our ongoing presence? 3. Are there any new laws or restrictions that would be placed upon the magical citizens? 4. Being at war is hard enough without having to also keep things quiet from the Muggles. Would the Muggles knowing about us make conflicts in the future easier to deal with? Or could the exposure of our world lead to a war in the future? 5. If the Wizarding World was exposed, how would the rules regarding magic use in front of Muggles change?
