MATTERS RAISED WITH PERMISSION 1. On the 26th July, 2006 Shri Digvijay Singh raised a matter regarding apprehension over Pakistan’s Nuclear Programme. Dr. Murli , Shri Shahid Siddiqui and some other Members also spoke.

2. On the 27th July, 2006:— (i) Shrimati Brinda Karat raised a matter regarding need to pay ‘Anganwadi’ workers, wages commensurate with their work. (ii) Shri A. Vijayaraghavan raised a matter regarding need to take effective measures to release nearly 2000 Indians languishing in Oman Jails. Shri E. Ahammed, Minister of State in the Ministry of External Affairs, responded. (iii) Shri C. Perumal raised a matter regarding spread of disease ‘Chikun Gunya’ in the State of Tamil Nadu. (iv) Shrimati N.P. Durga raised a matter regarding spread of disease ‘Chikun Gunya’ in the State of Andhra Pradesh and the need to tackle it on a war footing.

3. On the 28th July, 2006:— (i) Shri Lalit Kishore Chaturvedi raised a matter regarding reported induction of terrorists in the Indian Army and J&K Police. (ii) Shri V. Narayanasamy raised a matter regarding reported postponement of the final verdict of the Cauvery Water Dispute Tribunal.

Shri P.G. Narayanan, Shri B.K. Hariprasad and some other Members also spoke. 4. On the 31st July, 2006, Shri A. Vijayaraghavan raised a matter regarding reported incident of fire in a building in Bahrain, killing sixteen Indians and injuring eleven others.

5. On the 1st August, 2006, Shri V. Narayanasamy raised a matter regarding reported statement of Shri , Leader of the Opposition, . Shri Shahid Siddiqui also spoke. Shri Jaswant Singh, Leader of the Opposition, responded. Dr. , Prime Minister, also spoke. 6. On the 2nd August, 2006:— (i) Shri Tarlochan Singh raised a matter regarding need to provide adequate minimum support price to farmers for their produce. Some other Members associated. (ii) Shrimati Brinda Karat raised a matter regarding need to introduce and pass the Women Reservation Bill in the current session of Parliament. Some other Members associated. (iii) Shri Amar Singh raised a matter regarding certain matters published in the book titled ‘Vedanta’s Billions’. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, responded.

7. On the 8th August, 2006:— (i) Shri Tarlochan Singh raised a matter regarding need for enhancing the minimum support price of paddy for the current season. Some Members also spoke. Shri Priyaranjan Dasmunsi, Minister of Parliamentary Affairs and Minister of Information and Broadcasting, responded. (ii) Shri M. Venkaiah Naidu raised a matter regarding serious flood situation in the States of Karnataka, , Andhra Pradesh, Gujarat and in other parts of the country.

Shri Penumalli Madhu, Shri Ravula Chandra Sekar Reddy, Shri Janardhana Poojary, Shri Manohar Joshi, Shri Sitaram Yechuri, Shri Prasad, Shrimati N.P. Durga, Shri Uday Pratap Singh, Shri C. Ramachandraiah, Shri M.V. Mysura Reddy and Shri K. Keshava Rao also spoke. Shri Priyaranjan Dasmunsi, Minister of Parliamentary Affairs and Minister of Information and Broadcasting, responded. (iii) Shri Tapan Kumar Sen raised a matter regarding appointment of a foreign national as Chief Operating Officer at I.G.I. Airport, Delhi. (iv) Shri Yashwant Sinha raised a matter regarding closure of two Regional Training Institutes at in Jharkhand. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, responded. (v) Shri B.J. Panda raised a matter regarding vandalising the Statue of the Late Shri Biju Patnaik in Orissa. Some Members also spoke.

8. On the 11th August, 2006:— (i) Prof. P.J. Kurien raised a matter regarding unreasonable fare being charged by Air during peak season from Indians working in Gulf countries. (ii) Shrimati Brinda Karat raised a matter regarding reported targeting of Muslim community by police in Mumbai after the recent bomb blasts there. Shri Abu Asim Azmi also spoke. 9. On the 14th August, 2006:— (i) Shrimati N.P. Durga raised a matter regarding reported dumping of thirty five female foetuses in a well in Patiala, Punjab. Shrimati Viplove Thakur, Shrimati and Shrimati Brinda Karat also spoke.

(ii) Shri raised a matter regarding reported sanction by the United States of America on two Indian companies in their dealings with Iran. Shri , Minister of State in the Ministry of External Affairs, responded. (iii) Shri Kalraj Mishra raised a matter regarding reported killing of an Indian from Deoria district of Uttar Pradesh, in Tehran, under suspicious circumstances. Shri E. Ahammed, Minister of State in the Ministry of External Affairs, responded. (iv) Shri Yashwant Sinha raised a matter regarding status of current relations between India and Pakistan. Shri E. Ahammed, Minister of State in the Ministry of External Affairs, responded. (v) Shri Uday Pratap Singh raised a matter regarding alleged telephonic conversation between a Union Minister and a Mafia don, as reported on a private TV Channel.

10. On the 18th August, 2006:— (i) Shri Ravi Shankar Prasad raised a matter regarding publication of objectionable material in the NCERT books. Some other Members also spoke. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, responded. (ii) Shri Praveen Rashtrapal raised a matter regarding alleged failure of Government in providing relief to the people affected by heavy rains and flood in parts of Gujarat. (iii) Dr. raised a matter regarding alleged Indian offer of Autonomy to Kashmiri people as reported in a Pakistani daily dated the 7th August, 2006. (iv) Prof. Alka Balram Kshatriya raised a matter regarding evaluation of examination papers of the Chowdhury

University of Meerut by children as reported by a private TV channel. Shrimati Sushma Swaraj and some other Members also spoke. (v) Shri Mangani Lal Mandal raised a matter regarding need to take effective measures to tackle the drought situation prevailing in the State of . 11. On the 22nd August, 2006:— (i) Shri Yashwant Sinha raised a matter regarding non laying of certain Notifications of the Ministry of Finance concerning revision of Tariff values on Palm Oils, Palmoleins, etc. Some other Members also spoke. Shri P. Chidambaram, Minister of Finance responded. (ii) Shri Mukhtar Abbas Naqvi raised a matter regarding recent controversy over the National song ‘Vande Mataram’. Shri Manohar Joshi also spoke. Shri Arjun Singh, Minister of Human Resource Development, responded. 12. On the 24th August, 2006:— (i) Prof. Ram Deo Bhandary raised a matter regarding reported incident of rape of six women at Ramnagar village in the Lakhisarai district of Bihar. (ii) Shri S.S. Ahluwalia raised a matter regarding recent incident of forced hair cut of a Sikh youth in Jaipur. Shrimati Prema Cariappa, Shri Tarlochan Singh, Shri Raj Mohinder Singh Majitha, Shri Sitaram Yechury, Shri Amar Singh and Shri Mangani Lal Mandal also spoke. Shri Shivraj Vishwanath Patil, Minister of Home Affairs, responded on the issues at (i) and (ii) above. (iii) Shri Lalit Kishore Chaturvedi raised a matter regarding severe floods in some parts of the State of Rajasthan.

(vi) Shri Tapan Kumar Sen raised a matter regarding disruption of work at the Hydro Electric Power Project at Chamera III in the Chamba district of Himachal Pradesh. (vii) Shri V. Narayanasamy raised a matter regarding inclusion of certain objectionable questions in the examinations conducted by the Gujarat Public Service Commission. (viii) Shri Amar Singh raised a matter regarding non cooperation of the Central Government in improving the power position in Uttar Pradesh. (ix) Shri Motiur Rahman raised a matter regarding alleged corruption in the award of contracts of a coal company in the State of Chattisgarh. (x) Shri Rudra Narayan Pany raised a matter regarding alleged neglect of the State of Orissa by the .
