Statuta Grada Vukovara Na temelju članka 35. točka 5. Zakona o lokalnoj i po- («Službeni vjesnik» Grada Vukovara br. 7/01, 2/04 i 2/06), dručnoj (regionalnoj) samoupravi («Narodne novine» br. Gradsko vijeće Grada Vukovara na 21. sjednici održanoj, 33/01, 60/01-vjerodostojno tumačenje i 129/05), Gradsko dana 10. srpnja 2007.g., donosi vijeće Grada Vukovara na 21. sjednici, održanoj dana 10. srpnja 2007. godine, donosi ODLUKU o prihvaćanju prijedloga za promjenu Statuta ODLUKU Grada Vukovara o izmjeni i dopuni Odluke o ustrojstvu i djelokrugu upravnih tijela Grada Vukovara I Članak 1. Prihvaća se prijedlog Gradskog poglavarstva Grada Vu- kovara za promjenu Statuta Grada Vukovara. Before the Republic of Croatia became independent, the Constitution of the former state guaranteed the status of a constitutive nation to Croats, Serbs, Slovenes, Montenegrins, Macedonians and Bosniaks (which were at that time called "Muslims"). The status of a national minority in the former state was enjoyed by: Italians, Hungarians, Czechs, Slovaks, Ruthenians, the Roma, Ukrainians, Albanians, Vlachs and Jews. After independence, the Republic of Croatia granted the status of a national minority to the existing national minorities and to all the constitutive nations from the territory of the former state. With the adoption of the Constitutional Act on the Rights of National Minorities, which recognised the status of a national minority to each ethnic group guided by the wish for the preservation of its special characteristics, the number of national minorities in Croatia increased, so there are 22 national minorities in Croatia today. We witness large number of European festivals organized because of cultural, and economic reasons. The VFF, as a Danube region festival, has several distinct advantages – firstly, charisma of war tragedies allows the city to intrigue the region of the Danube countries in the way in which Sarajevo does with his festival at European and even global level. Geographically, Vukovar is located in the heart of the Danube region, and this region, despite the large number of festivals, does not have any significant Danube oriented film festival. To finance such a project the funds from Croatia are not sufficient. This paper includes comparative strengths and weaknesses of the festival and methods for placing the festival at the level it deserves. Such a project would allow branding the city in the international community and better utilization of tourism potential.
