    North Yorkshire County Council Business and Environmental Services Executive Members 21 February 2020 Allerton Waste Recovery Park Landscape and Cultural Heritage Fund Report of the Assistant Director - Transport, Waste and Countryside Services 1.0 Purpose of Report 1.1 To report to the Corporate Director - Business and Environmental Services (BES) and to the BES Executive Members on the expenditure profile for the Allerton Waste Recovery Park (AWRP) Landscape and Cultural Heritage Fund (LCHF). 1.2 To seek approval from the Corporate Director – BES for release of funding for the project highlighted in Appendix A of this report. 2.0 Background 2.1 The Section 106 Agreement for AWRP was signed on 14 February 2013 and included the requirement for the Council to establish a Landscape and Cultural Heritage Fund (LCHF). 2.2 The LCHF is to be used towards reducing the visual and landscape impacts of the development and the delivery of enhancement and strengthening of the local landscape character, biodiversity and/or features of cultural heritage prioritised within a 3.5km radius of the Site. It is informed by the Landscape Management Strategy developed by Amey and approved by the Planning Authority which includes a Conservation Management Plan and Outline Habitat Management Plan. The value of the LCHF is £839,500 2.3 On 18 September 2015, a report was approved by BES Executive Members to enter into a contract with Two Ridings Community Foundation (TRCF) to manage distribution of the LCHF on behalf of the County Council. The contract began on 1 October 2015 and ended on 1 October 2019.

I am sure that many, for a time being at least, will have their own restrictions and ways of doing things or not doing things, maybe dependant upon whether they have had their vaccine, or the second jab, maybe depend- ant on how long they have been away from the norms of society. For many others they are warming up for the starters gun on the 21st June when all restrictions are to be lifted, hopefully, and they will be in the shops, pubs, restaurants and going on holiday all as quickly as they can t it all in. There is going to be a complete mix of emotions surrounding us as we go about our daily lifes, fear mixed with joy, calm and peace, a weariness and tiredness, levels of uncertainty and expectation, emanating from those we work with, live with, shop alongside and so on. Other people’s feelings probably will cause us to stop and think, to alter our own thought processes and feelings, and this is all a good thing, because if nothing else has come from the past year it is that we have become more thoughtful to the needs of others. We perhaps have talked with our neighbours for the rst time, done some voluntary work for the rst time; we have alll hopefully become more conmmunity focused, understanding where we t in to enable our community to work smoothly and lovingly.

    RURAL RATE RELIEF RURAL SETTLEMENTS The settlements which are to be included in an authority’s rural settlement list are those which are: 1) wholly or partly within an authority’s area; 2) appear to the billing authority to have had a population of 3,000 or less on the preceding 31st December; and 3) are wholly or partly within a designated rural area A rural area has been designated as being an area which is contained in the schedule to section 17 (the right to acquire) of the Housing Act 1996 and section 1AA(3)(a)(additional right to franchise)of the Leasehold Reform Act 1967. This document contains the list of rural settlements for the area of Harrogate Borough Council. Where the rural settlement is a parished area the population is obtained from the North Yorkshire County Council Population Estimates 2016. Where the rural settlement is part of a parished area the population is an estimate based on the number of residential properties in the designated area allowing for an occupation rate of 2.35 persons per property, the 2011 Census average household size for Harrogate District. The facility will meet the requirements of the North Yorkshire County Council and City of York Council Waste Treatment PFI Contract. The facility will be located at Allerton Park Quarry, Knaresborough and will be known as Allerton Waste Recovery Park (see Appendix A and B). Allerton Waste Recovery Park will comprise a Mechanical Treatment (MT) plant, an Anaerobic Digestor Plant (AD), an Energy from Waste (EfW) plant and an Incinerator Bottom Ash processing plant designed collectively to deal with a throughput of 320,000 tonnes per annum of Municipal Solid Waste. In addition the proposal includes the construction of an Office and Education Facility and ancillary development including, internal roads, parking, weighbridges, security facilities, offices, surface water drainage attenuation ponds, landscaping and fencing. This request for a Scoping Opinion represents the first formal stage of the Environmental Impact Assessment (EIA) process.
