JUSTIFICATION FOR GRANTING CONSENT

This application for acoustic screens forms part of a scheme of work discussed with the Council's Environmental Health Section and Betty's & Taylor's to reduce the level of noise generated from the dock levellers during loading within the dispatch and loading area. Their erection will help alleviate the current noise problems to the benefit of neighbouring residents. The screens are 3.5m and 4m high, the first is within the site, the second along the boundary with the railway line. The boundary acoustic screen will be visible from the rear gardens on Forest Way and as glimpses between the houses. Constructed of wood, it will be seen against the green boundary fence with the existing silver birch and scots pine trees it is not considered to be harmful to the character and appearance of the locality. 9 Samples of the materials it is intended shall be used externally in the construction of the roof and walls of the development hereby approved, shall be submitted for the written approval of the Local Planning Authority and the development shall not be started before any such approval.

44 10 A sample panel of the type of brick to be used showing the proposed coursing and pointing shall be erected on the site for the written approval of the local planning authority prior to the commencement of development.

11 A detailed scheme for landscaping, including the planting of trees and or shrubs and the use of surface materials shall be submitted to the Local Planning Authority and no development shall take place until the Local Planning Authority have approved a landscaping scheme; such scheme shall specify materials, species, tree and plant sizes, numbers and planting densities, and the timing of implementation of the scheme, including any earthworks required.

A marketing exercise has been carried out for the building and the planning authority is satisfied that no alternative community use could be found and that the proposed use is the least intrusive option that has come forward. The works proposed relate predominantly to the interior of the building and the limited harm they cause to the physical fabric and character of the building are outweighed by the public benefit of securing a viable use for the building that will help to secure its future conservation. The proposal is likely to result in additional traffic and on-street parking in the area but any harm caused by this aspect of the proposal is again, considered to be outweighed by the benefits of securing a viable use for the building.
