USAID Sustainable Local Development Project August 2013 BACKGROUND USAID’s Sustainable Local Development Project is a five-year project supporting local governments, businesses and civil society to increase their efficiency and achieve economies of scale through Inter-Municipal Cooperation (IMC) aimed at accelerating economic growth. The project’s core activities are focused on supporting inter-municipal partners to add jobs and reduce unemployment in regional economies. EVALUATION OF REALIZED INVESTMENTS IN AGRICULTURE IN AREA OF UPPER DANUBE REGION Review Article Economics of Agriculture 4/2012 UDC: 330.322:631(282.243.7.042) EVALUATION OF REALIZED INVESTMENTS IN AGRICULTURE IN AREA OF UPPER DANUBE REGION1 Jonel Subić2, Marijana Jovanović3, Velibor Potrebić4 Summary Special natural reserve „Upper Danube“ is protected natural area I category, which extends on the left bank of Danube river in Republic Serbia. The reserve is part of large marshland complex and represents one of the last large floodplains on the ground of the European continent. Getting into consideration the natural conditions, production resources, the structure of agricultural production and related activities, and environmental, infrastructural and social conditions in which these economic activities take place, formed the basis for research on the Upper Danube. For research purposes, this field is viewed in the broader context of the administrative area includes the city of Sombor and Municipalities: Apatin, Bač and Bačka Palanka. On the other hand, from the perspective of the enlargement process of the European Union (EU), derived for our country and the importance of capital investment for sustainable development imposed by the need to analyze the economic efficiency of investment in agriculture. Accordingly, the research activity is conducted within the boundaries of the analysis of investments in agriculture in the Upper Danube. By adopting the Kyoto Protocol and implementing its mechanisms, it is expected that the use of conventional energy sources shall stabilise and decrease on global level. The European Union’s legal framework, through its appropriate directives, sets very clear objectives for the use of renewable energy sources for member states. Serbia is a country with significant potentials in renewable energy sources, which are, regretfully, underused. Renewable energy source potentials are featured by very favourable indicators in matters of both capacity and distribution. The status is especially favourable in the field of geothermal energy potentials in the Autonomous Province of Vojvodina, situated in the Pannonian Basin, where there are significant sources of this fuel. The paper presents the basic forms and characteristics of renewable energy sources in Serbia and provides an overview of the possibilities for their use. INTRODUCTION Solving global energy problems implies an interdisciplinary approach and considering the issues from different perspectives. Decreasing overall energy consumption, increasing energy efficiency, modernising the installation, using alternative energy sources and adopting and implementing a number of legal regulations and international covenants are the points of departure in solving this exceptionally complex issue. -

In our region, the typical Balkan cities of oriental origin, structure and outlook were almost totally transformed in the second half of the 20th century. Modern movement brought new models of urban organization, different communication concepts and a variety of concepts of modern buildings. Among others, the idea of complex urbarchitectonic structures in urban tissue spread under specific influences and models. After a short review of modern urban development and the idea of complex urban structures, this paper explores urban transformation of less researched cities such as Priština and Novi Pazar. The focus is on the phenomenon of complex urbarchitectonic structures built in related cities in a short period from 1969-1989. Four complex urbarchitectonic structures will be presented: Kičma and complex in JNA Street in Priština and Lučne buildings and Jezero buildings in Novi Pazar. The Government of the Republic of Serbia is intensifying the work of national and local institutions dealing with social inclusion of Roma, reducing their poverty and combating discrimination, as well as creating conditions for full access to human rights. The project supports development of skills and employment of 45 young Roma in local institutions to formulate, implement and monitor Roma inclusion policies at the local level. Small Grants Update (Montenegro), February – June 20151
SMALL GRANTS UPDATE (MONTENEGRO), FEBRUARY – JUNE 20151 The implementation of the project activities in Montenegro is proceeding according to plan, although some delays were experienced in Bijelo Polje, where implementation could not start before the local government was cleared out of bankruptcy. Tivat local government organized an awareness raising campaign and identified premises for the new Information Center; Plav local government purchased and installed simultaneous translation equipment to be used during the municipal assembly sessions and has begun the translation of the relevant municipal documents. In addition, Kotor local government issued three magazines under the project and promotion activities are planned for the forthcoming period. JP Minority Project Secretariat has noted that in some cases (Kotor) the respective local NGOs are very much engaged in the planning and implementation of the small grants, and thus driving the process, and the respective local governments are taking a much more modest role. 1 Please note that the project implementation in all municipalities in Montenegro (except for Bijelo Polje) was delayed due to the unresolved issue of VAT eligibility. After failing in their efforts to exempt themselves from the VAT, the selected municipalities agreed to cover the VAT costs from their own funds. 1 Bijelo Polje - Local Self-Government Field: Culture Key minority engaged: Bosniaks The project aims to promote and affirm the culture and traditions of the Bosniak national minority with the active participation of civil servants and the local self-government bodies. The project will support scientific and expert meetings that deal with international and national mechanisms for the protection of national minorities and Bosniak contemporary literature. -

This report presents the findings of the Balkans Task Force. Immediate action is recommended at the Ôhot spotsÕ of environmental concern found in four cities. Conscious of the need for urgent action, the United Nations Environment Programme and the United Nations Centre for Human Settlements have acted to make the facts available as rapidly as possible. The result is a major contribution to for the Environment environmental assessment of modern warfare.
