125. Apologies Apologies for absence were received from Councillors Denis MacDaid, Nick Palmer and J Seaton.

126. Declarations of Interest: There were no declarations of interest.

127. Minutes The minutes of the meeting held on 16th July 2019 were discussed.

RESOLVED THAT the minutes of the meeting held on 16th July 2019 were approved.

128. Matters Arising 115. CSW Broadband – Wappenbury ACTION: Clerk to contact CSW Broadband and request dates for when Phase 3 will commence/ be completed.

Hunningham Bridge Works/Improvements Clerk had contacted WCC and no response received. ACTION: Councillor Wallace Redford to progress.

Road Safety Councillors had met with WCC to witness peak traffic flow with a view to including road safety updates. It was reported that the Highways Engineer was putting together proposals for traffic calming.

130. Councillors Reports and items for future agendas Councillor Valarie Leigh-Hunt - WDC Councillor Leigh Hunt updated on the WDC Local Plan. There were moves within WDC to put pressure on the Government to stop the work for HS2.

Planning applications – Offa House had gone to appeal but a new application had been submitted with changes. The new application and appeal would run concurrently.

Councillor Wallace Redford – WCC Autumn Statement Councillor Redford updated on the Autumn Statement. For the past 3 years there had been a rise of 2% which was ring-fenced for Adult Social Care, this would continue for a further year.

The sum of £5.3 billion was to be shared between all councils.

Hedge cutting WCC were working on a programme for hedge cutting. Some work had been completed by the Community Payback Team on behalf of WCC. Any areas causing issues should be sent to WCC. ACTION: List to be resent to David Elliston.

131. Correspondence HS2 Tree Cutting at Offchurch/Hunningham Road Ash beds Councillor Burgun reported that he had been informed by the owner of the land, which encompasses the Ash Beds, that he had received notification that work was scheduled to start last week to clear the Ash Bed area completely. Work would take place between now and the end of September.

It was advised by the HS2 Ltd Agricultural Liaison Officer that this was to facilitate the archaeological dig. This was contrary to the information given to the parish council following the meeting with HS2 on 20th November 2018. Following that meeting, their Enabling Contractor wrote to confirm that no trees would be cut down during early works but that a pathway may be required through the wood for access to the dig.

Given that HS2 was subject to a Government go/no go review to be concluded by the end of 2019 the Joint Parish Council requested that no trees were cut down for any purpose until the review reached a conclusion.

133. Highways Hunningham Councillor Mrs Green reported that there were still road signs that required repairing. ACTION: Councillor Mrs Green to send photographs to Councillor Redford.

Councillor Shackleton reported the Long Itchington Road (Hunningham to the Red Lion) had no pavement, the road had a nasty corner and proved difficult for pedestrians, horse riders and cyclists. ACTION: Councillor Redford to look into whether any safety measures could be put in place.

Wappenbury Councillor Hammon reported that there were trees on the island that were overgrown/ overhanging. ACTION: Councillor Redford to progress.

Offchurch Councillor Brooks reported overhanging brambles which were encroaching on the footpaths. ACTION: To be added to the list being sent to David Elliston.

Councillor Burgun reported on the HS2 notification of the roadworks affecting the Long Itchington Road. The road would be closed for 6 weeks. This would be an opportunity to monitor the impact of diversions, especially on the Walsh Road.

134. Police Matters Report of a car being keyed and tyres slashed in Eathorpe. Two vans containing tools were broken into/ stolen in Hunningham.

135.2 Quotation for maintenance work to Eathorpe children’s play area A quotation had been obtained to cover the required work to Eathorpe children’s play area.

ACTION: Further quotations to be obtained for Eathorpe and Offchurch.

136. Repairs to Bus Shelter Hunningham Discussion took place on the quotation received for the repairs to the Bus Shelter in Hunningham.

ACTION: (1) further quotations and costings to be obtained including a demolition cost and replacement with an alternative structure. (2) Councillors Mrs Green and Shackleton to consult Hunningham parishioners. (3) Councillor Leigh-Hunt to investigate the possibility of a grant from RUCAS.

137. HS2 Councillor Burgun updated that the Government had ordered a “Go/No Go” review and the decision was expected at the end of the year.

The cost had risen to £80 billion and phase 1 was up to 5 years late, therefore the costs would rocket. At this stage it was hoped that less work that was carried out the better before the decision was received.

ACTION: Contact HS2 in October asking them for an update and their position with regards to attending November’s meeting, as planned, and if they would have any meaningful information at that stage.

138. Councillor’s reports and items for future agenda Meeting Venue Councillor Wray asked why meetings did not take place at Eathorpe Village Hall as they had previously. The Clerk updated that the venue had been requested but was informed the Village Hall was never available. ACTION: Councillor Wray to review.

139. Next Meeting It was confirmed that the next meeting would take place on 19th November 2019, Hunningham Parish Room, Councillor Margaret Green would be in the Chair.
