I remember well the endless barrage of propaganda during the late 1970s: the newly envisioned laws of beauty would transform young Bul- garians into multifaceted personalities. As the state promoted this vision of the important place of each individual in society, during gym one day the teacher lined up the girls by height. The two tallest girls, including myself, were pulled out and told we wouldn’t be going to summer camp on the Black Sea where the other pupils spent a month training for a mass sports event, the Spartakiada, held in autumn 1979. I later sat in the stadium bleachers while my classmates performed complex figures constantly in flux, viewing a lavish spectacle that sought to convey the care of the developed socialist state for its citizens. Those were days full of hectic, state-sponsored activities, both at school and in our free time. In 1979 and 1981, the International Assemblies for Peace brought children from across the world to Sofia. I did not represent my coun- try in the chalk art, music, or dance competitions, but every pupil in Bulgaria was mobilized to visit cultural sites, participate in mass events, and marvel at the new monument, The Bells, featuring examples from seventy-nine coun- tries on the outskirts of Sofia. The exhilaration of being a part of a grand vision for the world was palpable. In 1981, my grandmother, Baba Keti, took me to see a film that had become a sensation: Han Asparuh (which premiered as The Glory of the Khan in English) told the story of the founder of the Bulgarian state. An epic saga, it had taken years to film the mass scenes of migration, combat, and settlement of the Proto-Bulgarians beyond the Dan- ube River. The Bulgarian authorities had nominated the film for an Oscar, and as an elementary student I imagined that the entire world had seen it. I also remember visiting the newly built People’s Palace of Culture (NDK) in downtown Sofia. The 1300 Years Bulgaria Monument nearby caught my attention because it told the story of the country’s historical achievements in a modernist visual imagery distinct from the canons of socialist art. I recall sitting in the last rows of Hall One of NDK, listening to speeches delivered xi xii PREFACE on the occasion of either the Twelfth Congress of the Bulgarian Commu- nist Party (BKP) or the 1300th anniversary celebrations and thinking what a glorious moment this was to witness. I wandered the monumental build- ing, up and down the escalators, soaking in the frescoes, murals, wood carv- ings, giant chandeliers, and luxurious leather furniture that could only be the doings of a state, I assumed, that was an important global actor. I also remember vividly the sudden death of Liudmila Zhivkova, the daughter of the communist leader Todov Zhivkov and a key figure behind these events. The announcement, which came during summer 1981, felt like collective shock to the developed socialist nation pursuing new global paths. I went on to high school in the mid-1980s. I passed the exams for a spe- cial school, the National Gymnasium for Ancient Languages and Cultures (NGDEK), which had first opened in 1977 to put Zhivkova’s vision of multi- faceted personalities into practice. As I began my studies at what was called the classical high school, I heard rumors that many of my classmates belonged to the political and cultural nomenklatura. This was a period of tremendous intellectual growth for the child of average members of the technical and medical intelligentsia; my dad was an engineer and my mom a pediatrician, and they had never become BKP members. Sporadically, they discussed if they should join the party because our family needed larger living quarters. Beginning in 1977, my parents spent two years working in Nigeria with the hope that hard currency would allow them to purchase the desired home. But by the mid-1980s, they were still at the bottom of the waiting list, as they were neither BKP members nor working class. My parents decided that our family would at least enjoy consumer goods from the hard currency store, Korekom: a sewing machine, a stand mixer, a cookie press, and a new Lada that facilitated regular ski and Black Sea vacations as well as a tour of Hun- gary, Czechoslovakia, and the German Democratic Republic (GDR) in 1987. Back at the classical high school, we continued to balance universal knowl- edge about the ancient world with the requirements of developed socialism. We studied Caesar in Latin and Plato in Greek, the debaucheries of gods and humans in Greek and Roman mythology, the New Testament in Old Church Slavonic, and Dostoyevsky in the original. At the same time we discussed the Marxist-Leninist principles of ethics and Gorbachev’s perestroika ideas. During eighth-grade physical education class the girls rehearsed gymnastics moves for the Celebration of Beauty, which was held at the Home of the Party (the BKP headquarters) where we danced the cancan in scanty cos- tumes that exposed our changing bodies to the scrutiny of parents, teach- ers, and our male classmates sitting in the audience.

All previously known Bulgarian slugs from the Arionidae, Milacidae, Limacidae and Agriolimacidae families have been discussed in this paper. It is based on many years of individual field research, examination of all accessible private and museum collections as well as on critical analysis of the published data. The taxa from families to species are sup­ plied with synonymy, descriptions of external morphology, anatomy, bionomics, distribution and all records from Bulgaria. It also includes the original key to all species. The illustrative material comprises 118 drawings, including 116 made by the author, and maps of localities on UTM grid. The occurrence of 37 slug species was ascertained, including 1 species (Tandonia pirinia- na) which is quite new for scientists. The occurrence of other 4 species known from publications could not bo established. Basing on the variety of slug fauna two zoogeographical limits were indicated. One separating the Stara Pianina Mountains from south-western massifs (Pirin, Rila, Rodopi, Vitosha. Mountains), the other running across the range of Stara Pianina in the^area of Shipka pass. INTRODUCTION Like other Balkan countries, Bulgaria is an area of Palearctic especially interesting in respect to malacofauna. So far little investigation has been carried out on molluscs of that country and very few papers on slugs (mostly contributions) were published. The Communists and the Bulgarian .Orthodox Church, 1944-48: The Rise and Fall of Exarch Stefan SPAS T.RAIKIN For a long time before the communist takeover in Bulgaria on 9 Sep­ tember 1944, the Bulgarian Orthodox Church and the Communist Party had been in a state of open hostility. The Bulgarian communists held firmly to the Marxist view that religion is the opium ofthe people. They carried on agitation at every level to discredit religion and the Church-. Intellectuals were told that to hold any religious beliefs is to regress to superstition. For the peasants and working classes, the priest was reduced to an object of ridicule for his laziness and immorality, illustrated with many degrading stories. This campaign, waged largely by young men who had. received some education in provincial towns, was conducted primarily in village taverns and on street corners where peasant youth congregated in the absence of any other social outlets, and was highly successful. To this challenge the Church could not find an adequate response. The mutually exclusive philosophical positions of Church and communism deprived both Church and Party of any point of contact. They remained total strangers, completely opposed to each other. The Communist Party never tried to infiltrate the Church or to create its own following there. Unlike the Orthodox Church in Yugoslavia, where numerous priests found themselves in the partisan groups of Marshal Tito, the Bulgarian Church was conspicuously absent from the "Fatherland Front" organised by the communists as a front to take over the country in 1944. The Church was part of the political and social order in the country, and was dependent upon this order for its survival.

Едната ни половина е потопена в хаоса на ежедневието, тя в повечето случаи е неуверена и объркана от неспособността ни да се впишем адекватно в обществото и да следваме бързопроменящия се свят. Другата все още живее с идеализма и първите миризми от детството, където светът е прекрасен, а щастието – вечно и първично наше състояние. И когато на фотографиите видим сред каква прекрасна природа живеем, и изведнъж осъзнаем колко хармоничен и красив е животът сам по себе си, това изважда наяве вътрешния ни конфликт. Може ли да има свят без конфликти? Едва ли! Можем ли да съчетаем интересите на едно стремително развиващо се консуматорско общество с интересите на природата, която ни заобикаля и всъщност ни дава живот? Отговорът също е – едва ли! Идеята на тази изложба е да провокира първо чувствата, после мисълта и ако това доведе до някакво, макар и минимално действие, това е началото. С тези снимки искам да извикам на себе си, а може би ще ме чуе и още някой: „Човече, поспри се за миг, погледни в душата си и направи така, че светът около теб да стане такъв, какъвто мечтаеш да бъде.     The rule of law Robert A Stein University of Minnesota Law School The essence of the rule of law, as originally attributed to Aristotle, is a “government by laws and not by men”.1 Scholars, judges and organisations in various countries, particularly in recent years, have laboured to define in greater detail the meaning of this concept.2 There is wide agreement that the concept is difficult to define in a way that captures all of its significant meaning.3 US Supreme Court Justice Anthony M Kennedy has observed: “The term Rule of Law is often invoked yet seldom defined.”4 A good starting point in examining the concept is the definition of the rule of law set forth in the 2004 Report of the Secretary General of the United Nations, entitled The Rule of Law and Transitional Justice in Conflict and Post-Conflict Societies: [The rule of law] refers to a principle of governance in which all persons, institutions and entities, public and private, including the State itself, are accountable to laws that publicly promulgated, equally enforced and independently adjudicated, and which are consistent with international human rights norms and standards. It requires, as well, measures to ensure adherence to the principles of supremacy of law, equality before the law, accountability to the law, fairness in the application of the law, separation of powers, participation in decision-making, legal certainty, avoidance of arbitrariness and procedural legal transparency.5 The principles constituting the rule of law identified in this definition are both procedural and substantive. The rule of law principles are procedural, for example, in that the laws must be the supreme law of the land, publicly promulgated, equally enforced, and adjudicated by an independent judiciary.

Abstract Cold War Europe’s largest and most intensive act of ethnic cleansing, namely, the 1989 expulsion of Turks from communist Bulgaria, remains a neglected subject three decades on after the event. When it took place, the term “ethnic cleansing” had not been invented yet, so in light of international law this expulsion was a “population transfer.” Population transfers (even unilateral) were deemed legal until the mid-1990s. Subsequently, under the influence of the atrocities committed during the wars of Yugoslav succession, population transfers were criminalized and relabeled as “ethnic cleansings.” For a variety of reasons, the 1989 Ethnic Cleansing has been also neglected by scholars and politicians in both, Bulgaria and Turkey.

This paradox raises questions about the ways that religious institutions operate in diaspora, distinct from their operations in the country of origin. This study proposes and develops the concept “institutional vernacularization” as an analytical category that facilitates assessment of how a religious institution relates to communal factors. I propose this as an alternative to secularization, which inadequately captures the diaspora dynamics. While continuing to adhere to their creeds and confessional symbols, diaspora churches shifted focus to communal agency and produced new collective and “popular” values. The community is not only a passive recipient of the spiritual gifts but is also a partner, who suggests new forms of interaction. In this sense, the diaspora church is engaged in vernacular discourse. The notion of institutional vernacularization is tested against the empirical results of field work in four Greater Toronto Area churches.
