PARISH NEIGHBOURHOOD DEVELOPMENT PLAN

MENHENIOT PARISH NDP GREEN SPACE ASSESSMENT UPDATED FEBRUARY 2020

1. Introduction. The NPPF 2019 (under which this NDP is being prepared) says in Para 99 that ‘The designation of land as Local Green Space through local and neighbourhood plans allows communities to identify and protect green areas of particular importance to them. Designating land as Local Green Space should be consistent with the local planning of sustainable development and complement investment in sufficient homes, jobs and other essential services. Local Green Spaces should only be designated when a plan is prepared or updated, and be capable of enduring beyond the end of the plan period’.

2. Para 100 it adds that ‘The Local Green Space designation should only be used where the green space is: a) in reasonably close proximity to the community it serves; b) demonstrably special to a local community and holds a particular local significance, for example because of its beauty, historic significance, recreational value (including as a playing field), tranquillity or richness of its wildlife; and c) local in character and is not an extensive tract of land.

3. The NPPF adds that ‘Policies for managing development within a Local Green Space should be consistent with those for Green Belts.’

4. Some useful definitions: Natural England‟s Accessible Natural Greenspace Standards (ANGSt)* are used by the NDP to define the likely size of a suitable Local Green Space and its distance from the local community. Therefore a Local Green Space should normally be: • located within 2km (1.25 miles) of the community it serves and • If of 2ha or less should be located within 300m, or 5 minutes walk of the community it serves. • If above 2ha up to 20ha within 2km of the community it serves NOTE A site of over 20ha would be considered to be “an extensive tract of land” and therefore not suitable for designation as a Local Green Space.

*Accessible Natural Greenspace Standard (Natural England 2010) ANGSt recommends that everyone, wherever they live, should have an accessible natural greenspace: • of at least 2 hectares (5 acres) in size, no more than 300 metres (325 yards) (5 minutes walk) from home; • at least one accessible 20 hectare (50 acres) site within two kilometres (1.25 miles) of home; • one accessible 100 hectare (250 acres) site within five kilometres (3 miles) of home; and • one accessible 500 hectare (1240 acres) site within ten kilometres ( 6.25 miles) of home; plus • a minimum of one hectare (2.5 acres) of statutory Local Nature Reserves per thousand population.

SUMMARY These two small areas of grass verge provide a sense of openness within an otherwise fairly high-density area (for this village) and may be under pressure to be removed to provide additional parking space. It would be advantageous to the local environment if the management of these areas was enhanced to include some low-level ornamental or wildflower planting.

No SUMMARY In addition to its historic significance, the site is an important softening element in the S approach into the village and ‘Churchtown’ to the N, contributing to the particular character formed by the road, extensive walls and trees that distinguish this area.

No SUMMARY The Cemetery is a quiet, attractive spot with pleasant views to the west, which forms an integral part of the ‘Churchtown’ of this part of Menheniot and is much valued by local people. SUMMARY This plot of land was originally planned as play space under the terms of a S106 agreement but was not delivered. After much community concern was acquired by Menheniot Parish Council and established as a community garden. Although it appears under maintained the garden has an important social function and given its history alternative uses would not be well received by the local community.

SUMMARY A strip of land that has been created from the need to deal with the topography between Mine Hill Road and the adjacent housing development, which has left a difficult to use thin strip which nevertheless is of great significance as the setting for the dwellings either side of it and for the northern route into the village.

SUMMARY This site has become enclosed by development on three sides, fronting on to main road to S, which is an A road and from which it is unlikely that a new access to serve development can be provided with adequate sight-lines. It is therefore unlikely to attract development.

Furthermore it is the area where weddings and funerals arrive and depart, so has important social significance for the village folk. It is also an integral part of Menheniot ‘Churctown’.

14 Merrymeet Churchyard

SUMMARY Merrymeet Churchyard surrounds the Mission Church, (Church of St Mary the Virgin) is a Grade II listed building. The Churchyard is its setting, but also a restful area of green tucked away in the hamlet, away from the busy A390 a few yards away.

15 Menheniot Churchyard

Owner: Church Management Status: Well maintained General description and Churchyard of St Lalluwys Church, Menheniot, a Grade I Listed Building, the grounds of which hosts a further 12 Grade II background: Listed Buildings. Notable for being the resting place of Captain John Richards Lapenotière (1770 – 19 January 1834) a British Royal Navy officer who, as a lieutenant commanding the schooner HMS Pickle, observed the Battle of Trafalgar on 21 October 1805, participated in the rescue operations which followed it and then carried the dispatches of the victory and the death of Admiral Nelson to Britain. SUMMARY The Churchyard is dominated by St Lalluwy’s Church,. The Church and its yard forms the centre of the Menheniot ‘Churchtown’, and provides a tranquil old world heart to the village which is an important factor in local residents ‘sense of place’. Photo 1 Photo 2
