Jiangxi Pingxiang Integrated Urban and Rural Infrastructure Improvement Project Pingshui River Integrated Improvement Project Updated Resettlement Plan Xiangdong Sub-PMO November 2018 Update Description The original RP for the project, dated April 2015 included two components: (i) Pingshui River restoration project including river dredging, building new river embankment, protecting the mountain slope and building new crossing-dyke protections; and (ii) Xiangdong District wastewater pipeline network project. This updated RP includes the land acquisition and resettlement impacts associated with the implementation of component 1 above, Pingshui River restoration project, and has been prepared based on the preliminary design/construction drawing design of Xiangdong Pingshui River Integrated Improvement Project finished in August 2017. Component 2 of the original RP, on Xiangdong District wastewater pipeline network is being implemented using domestic funds and is therefore not considered in this updated RP. In the event of Component 2 being proposed for inclusion under ADB project at a later date, a Due Diligence report on the implementation process of the land acquisition and resettlement components will be undertaken, and measures to bridge gaps if any, in relation to ADB Safeguard Policy Statement (2009) requirements, will be agreed, prior to ADB’s commitment for funding. Upon completion of the preliminary designs for the Pingshui River restoration project, between August 2017 to May 2018, the Xiangdong Sub-PMO organized Xiangdong District People’s Government, Xiangdong District Land Resource Survey and Design Institute, affected town (township) governments, village committee and conducted DMS on land acquisition, housing demolition and resettlement. The updated RP is prepared on this basis. The scope of improvements to be carried out under the Pingshui River restoration project have remained the same as outlined in the original RP, and the land acquisition and resettlement impacts have been minimized through optimization of the project designs. Because of the optimization of the design plan, the width of red line decreased resulting in reduction of need for acquisition of collective lands. In addition, the utilization of state lands for the project increased by 22mu, further contributing to the reduction of collective lands and minimization of land acquisition and resettlement impacts. The preparation of the updated RP is in accordance with the preliminary project design, construction drawing design, land survey report, and field survey. The new contents include LAR impacts, compensation and resettlement policies, revision of compensation standards to reflect the current replacement costs, summary of consultations carried out during the RP updating, revised resettlement budget, and resettlement implementation plan. This updated RP shall be read in conjunction with the original RP.
