1.2 Notification of proxy votes Section 10.6 of the FRDC Standards Development Procedure allows for FNC members to appoint a proxy for the meeting to ensure that the relevant stakeholder group is not disadvantaged. The options for appointing a proxy are: a) Appoint the chair of the meeting to carry the proxy vote; b) Appoint another person at the meeting to carry the proxy vote; c) Appoint another person with the appropriate skills and knowledge to participate on his/her behalf. The Project Manager was not advised of any proxy votes • Michael Kitchener represented the Master Fish Merchants Association

1.4 FNC Members Code of Conduct As per the FRDC Standards Development policies and procedures, all FNC members are expected to have read and agree to abide with the Code of Conduct. All members are required to sign and return the last page of the attached Code of Conduct which was distributed as Attachment 2 to indicate their acceptance of the Code and willingness to abide by the Code.

Resolution 35.3. FNC members noted and agreed to abide by the SRB Members Code of Conduct.

2.1 Fish Names Committee Membership and Register Section 11 of the Fish Names Committee Procedures specifies the Fish Names Committee (FNC) membership. Section 10.5 of the FRDC Standards Development Procedures determines that the SRB Register will be tabled at each meeting for noting and amendment by FNC Members. The Project Manager advised of the following amendments to the SRB Register-Fish Names which was distributed as Attachment 03. 1) Renee Vajtauer has been nominated by Seafood Industry Australia as the seafood industry nominee to fill the position previously held by Simon Boag. FRDC has endorsed the nomination 2) Pip Baudert will be assuming some of the standards development activities previously effected by Tanya Corcoran 3) Jason Gibson has advised that AFMF has a new chair, Mr Sean Sloan, Executive Director, Fisheries and Aquaculture, Dept of Primary Industries and Regions, SA. Jason will continue to be the contact for AFMF until advised to the contrary

Resolution 35.5. FNC Members are to review and update the current skills matrix as appropriate.

3.3 Minutes and Agenda on Fish Names Committee web site A process has been put in place where the minutes from the last 4 meetings (2 years) will be listed on the Fish Names Committee area under the Seafood Standards web site. The agenda for the current meeting was not listed. But the Minutes will be listed when completed.

ISSUES RELATING TO FRDC AS THE STANDARDS DEVELOPMENT ORGANISATION FRDC is accredited as a standard setting body responsible for the Australian Fish Names Standard and other potential standards within its scope as an accredited SDO. The schedule for past and future Standards Australia audits is 2013 Initial accreditation audit by Standards Australia 2014 Surveillance Audit 2015 Surveillance Audit 2016 Re-accreditation audit 2017 Surveillance Audit 2018 Surveillance Audit 2019 Re-accreditation audit 2020 Surveillance Audit

The project Manager advised of additional matters relating to FRDC as a SDO • A meeting with Standards Australia is being held on the afternoon of 8 May 2019. John Wilson, Pip Baudert, and Alan Snow will be attending. • An SDO Round Table 2019 meeting is to be held in Sydney on 4 June 2019. FNC will be informed of any issues at the forum that affect FNC members.

4.1 Standards Australia Awards The FRDC Fish Names Committee was nominated for a Standards Australia award under the category of “Outstanding Committee” which states “The award recognises standards committees that go the extra mile. Through consistent teamwork and commitment, the standards published by these committees make a change for the good in industry and improve quality of life within communities.” The Project Manager was advised by Standards Australia that the Fish Names Committee has been recognised as the 2019 winner of the Outstanding Committee Award Winners will be recognised at an intimate dinner with Standards Australia board members, executive team and senior leadership team in Melbourne on Thursday 30 May 2019. 4.2 Standards Australia Audits The Project Manager advised that: • A Standards Australia surveillance audit was conducted in Canberra on 26 September 2018. There were no issues raised at the audit that needed action to be taken. • As per the schedule above, the next audit will be a full reaccreditation audit which is tentatively scheduled for .15 & 16 October 2019.

4.3 AS 5301 The Australian Standard for Aquatic Plant Names The first workshop to develop this standard was held in Hobart on 6 September 2018. Meaghan Dodd advised on progress of the development of the standard and public consultation has commenced. Meaghan Dodd reported that the standard should be ready for publishing in September 2019 5. STANDARDS DEVELOPMENT POLICY AND PROCEDURES The Fish Names policies and procedures that guide the standards development activities of the FRDC are regularly reviewed to harmonise with existing FRDC quality procedures and to address any issues arising from Standards Australia audits. • FRDC Standards Development Policy that sets the overall policy direction for FRDC in its standards development activities; Amendments to the current version of the Standards Development Policy include; o Addition of responsibilities for nominating organisations/stakeholder groups when making appointments to the SRB for ratification by the FRDC; o Minor amendments to meet new Standards Australia accreditation guidelines; o Minor editorial changes to improve readability. • FRDC Standards Development Procedure provides guidance on all standards development activities and applies to all Standards Reference Bodies including the FNC; o Amendments include minor changes in line with Standards Australia procedures • Fish Names Committee Procedures provides guidance to the FNC on additional procedures that relate to the FNC only.

Resolution 35.12. FNC noted that Applications 314 to 324 to add new species names for Mantis Shrimp species were approved to proceed to public consultation

6.2 Pre-assessment of new applications Reference: Fish Names Committee Procedure Section 12.2 The pre-assessment will essentially determine: I. If they have addressed the required criteria II. Whether the name already exists. III. Any other information required that will assist the FNC in its determinations. All new applications have been either prepared by the Project Manager or verified to ensure that they meet the criteria. There were no additional applications for pre-assessment.

6.3 Applications for initial evaluation Reference: Fish Names Committee Procedure Section 12.3 • Applications that are the subject of an initial evaluation are assessed by the FNC as to how they meet the criteria. • The applications can be amended at this stage by the FNC. • A “simple majority” is only needed for an application to proceed to Public Consultation and subsequent Final Evaluation. There are no new applications for initial evaluation

Resolution 35.13. FNC agreed that the requirements for public consultation have been met and agrees that the strategy for conducting public consultation has been effective.

6.5 Applications subject to final FNC evaluation Reference: Fish Names Committee Procedure Section 12.5 The purpose of the final FNC evaluation is to determine whether or not the fish name proposal is approved. The FNC minutes must record: 1) A voting summary (the minutes will not record how individual members voted but this information will be captured and retained in a secure file) 2) all salient points supporting the decision 3) any special circumstances relating to the decision

4) if the application is rejected, the specific reasons why and importantly, which of the fish names protocols the proposed SFN was so seriously in conflict with that it was not approved. There are currently 17 applications that have been subjected to public consultation. Voting on final evaluations was required to be completed on the FNC Members Voting Form which was distributed as Attachment 12.. Consensus is required as specified in the Standards Development Procedure – Demonstrating Consensus FNC was required to assess the following applications based on the criteria and feedback received through public consultation. This is the name that is commonly used in Australia, but the name Spiny Rock Oyster is also used in some literature. Firstly, there are two sympatric species of Blacklip Oysters in northern Australia and both of them have historically had the scientific name “Saccostrea echinata” (sic; not “echinate” which is a typo introduced by the Word autocorrect function). The name of the smaller species is reasonably stabilized now (morphologically, genetically and biogeographically) as Saccostea cucullata. The specific name of the larger one, which is presently being investigated for commercial purposes by the Darwin Aquaculture Centre, is – on my recommendation – presently called Saccostrea mytiloides. I am aware that name is treated as a junior synonym of S. echinata in WoRMS at present, but the type localities are different and I am confident they will be shown to be different species when their genetics have been investigated. Turban Shell” came from. That name seems rather general to me as there are numerous (perhaps 10) species of turban snails in Australia that could be described as “smooth”. In fact using “smooth” for Turbo militaris is a misnomer because the whorls of specimens originating in sheltered habitats bear a wide but low spiral rib at the shoulder and another at the periphery, and these ribs can bear short open spines or tubercles. How about Military Turban Snail?

There was some concern raised at FNC 34 based on the comments received during Public Consultation as to the proper scientific name for the species. It was therefore recommended that any decision be deferred to FNC 35 to allow for clarification of the proper scientific name. Advice has been received from Karen Gowlett-Holmes as below I have been able to track down some information on this. There are two species, Turbo imperialis and Turbo militaris, and both are valid and in Australia. However, they are found in different areas. The species we are concerned with is the one found in NSW (and Qld), and is harvested in NSW at least. This species is Turbo militaris Reeve, 1848, and it will retain the CAAB number of 24 045002. This is the one that should have the name “Smooth Turban Shells”. We will need to let NSW Fisheries know that there has been a change to the scientific name. The other species, Turbo imperialis Gmelin, 1791, is known in Australia only from north- western WA, but has a wide distribution in the southern Indian Ocean, including east Africa, eastern South Africa, Reunion and Mauritius. The type locality is “China” but this is likely to be an error as there are no other records from this area. It now has the CAAB number 24 045106. At this stage, I can no reason why this species needs a Standard name.

As part of the last round of public consultation, advice was given using the wording “A new version of the Australian Fish Names Standard will be published in June 2019. The only alteration from previous editions is that amendments to the lists of names included in Appendix A. A draft copy of the standard is available at https://frdc1.sharepoint.com/:b:/s/FishNames/EVG5gFmGeJlLiLLaxsnUJaABl- uIu5Ay2_pdFd9_rFDfkg The wording included in the standard is essentially the same as previous versions and no amendments required except for the amended names.

Resolution 35.35. FNC noted that there were no objections received through public consultation regarding the consultation draft of AS 5300-2019.

Attachment 23 Correspondence about Flake

The Project Manager was contacted by a couple of fish retail outlets from Victoria regarding the naming of Flake and Rig. Essentially, they had received letters from the SSIA and were being threatened for using the wrong name. FRDC had also received similar complaints. A response was drafted which was distributed to retailers who contacted FRDC or the Project Manager. The initial letters and response are attached. FNC recommended that a set of fact sheets regarding specific species and the history of the name changes be developed. Options include Flake, Basa, etc.

Resolution 35.39. Project Manager to start to develop a list of problem species for the development of a set of fact sheets and circulate to FNC Members for comment. 7. SCIENTIFIC NAME UPDATES Any issues that have been raised in relation to changed scientific names will be raised here. The taxonomic group names used in this standard are those advised by CSIRO Marine and Atmospheric Research, or another competent authority. The Fish Names Committee does not determine Scientific Names for fish but notes their content and includes the amended name in the AFNS following reputable taxonomic advice. The Project Manager has not been advised of any changes to scientific names.

8. FUTURE FISH NAMES WORK PROGRAM AND ACTIVITIES

FNC Members will remember that at FNC34, the Project Manager reported that a number of issues and criticisms had been raised with him about the FNC and its procedures. Some of these complaints were completely baseless but there may be valid criticisms being said. It was decided that subject to funding, Meaghan Dodd would interview key people in the industry about the FNC to determine what the criticisms are and report back to FNC. The Project Manager said that this was a worthwhile exercise as the development of a benefit cost is required when re-publishing a standard. All agencies are developing full digital systems, and many are linking to the Australian Fish Names Standard. A list of what organisations are actually using the AFNS would be useful. FNC members agreed to provide contact names that should be interviewed. The survey was further enhanced with a Google Forms survey developed in consultation with Meaghan Dodd. Based on the results from the survey, key people were interviewed as part of the process. The result was very supportive of the FNC and a draft report has been developed as attached. The report was discussed and in particular, how to progress.

Resolution 35.40. FNC determined that Gus Dannoun, Meaghan Dodd, and Alan Snow should review the recommendations in the draft report and develop an action plan based on the findings in the report.

8.2 Update on the progress of FRDC Project 2015-210 FRDC Project 2015-210 “FRDC resource: Australian Fish Names Standard is nearing completion and ends on 30 June 2018. A new project application (FRDC Project 2018-006) has been prepared and has been funded for the period from 1 July 2019 to 30 September 2020. This will align the project with the development of the next FRDC R&D Plan. The stakeholder consultation strategy was a key reference in the new project application. The next action will be for the Project Manager to develop a final report of the current project.

Resolution 35.42. Project Manager to circulate the draft Final Report on the Project tpo all FNC members.

8.3 Update on activities relating to the Fish Names Database and website. The Project Manager reported that he has completed a major exercise updating many files to the FRDC website. All Fish Names documentation dating back to FNC 1 held in 1999 has been added to the FRDC website and is available for members who have a login. Gordon Yearsley has indicated that he will have additional documentation which should be added in the future. All entries in the metadata behind the AFNS has been updated with the application number which provides for full tracking of all applications to amend the AFNS. FRDC is completing a revamp of the Fish Names website. 9. FUTURE FNC MEETINGS FNC is scheduled to have a face to face meeting once per year with one or more teleconferences as required. The Schedule of past FNC meetings was distributed as Attachment 26 List of Past FNC Meetings and Venues.docx Gus Dannoun reported that Seafood Directions 2019 will be held in Melbourne on the 9th - 11th OCTOBER 2019. FNC agreed that a face to face meeting should be held in Melbourne on 8 October 2019 immediately prior to Seafood Directions. The agenda will focus primarily on the development of the next funding application as there will not be a lot of fish names applications to discuss. Meaghan Dodd will be preparing the agenda in consultation with FNC members in preparation for the meeting.
