Bosnia and Herzegovina – Flood Disaster Situation Report June 15, 2014

HIGHLIGHTS/KEY PRIORITIES:

° Rain and storms expected for the entire week.

° Cash for work program rolled out with 650 individuals in 7 municipalities.

° UNDP to distribute more feed in the coming week.

° Vaccination program starting, expected to cover some 35,000 heads of cattle.

° Replanting season near over.

° Survey to identify priority facilities for reconstruction currently ongoing.

° UNICEF to distribute 59 WASH sets and 500 kilos of chlorine.

° Water tanks and water containers to be distributed to Roma communities by UNICEF.

° Recovery Needs Assessment draft report is expected this week.

SITUATION OVERVIEW:

Most affected areas ° Federation: Canton (most affected municipalities: Novi Grad, Ilidza, Vogosca), - Canton (most affected municipalities: Tesanj, Zepce, , Doboj Jug, Zavidovići i ), canton (13 municipalities of which the most affected are: , Tuzla, , Gračanica, and Doboj Istok), Canton ( and surrounding areas), Canton (most affected municipalities: Orašje, Domaljevac, Odžak). ° RS: The most affected municipalities are , Kotor Varos Laktasi, Ribnik, Kostajnica, , Jezero, Novi Grad; , , , , , Milići, , , , Sekovići; Doboj, Modrica, Samac, Brod, Donji Zabar, , Petrovo, . More municipalities have been affected but were not covered by the reporting institution. ° Brcko District

Landslides ° In Zenica municipality the ten major landslides are being monitored by two teams of experts. The most critical landslide is stable at the moment. ° Zavidovici Municipality reports that all regional travel routes are navigable while the local Paravac-Marusic has been obstructed due to an increased number of landslides . ° In municipality seven new landslides have been reported : Mahmutović (1), Jajići (1), Kikači (2), Gornje (3).

Weather Conditions and Water Levels Monday 16 June through Thursday 19 June, 2014 the weather conditions will be worsening , with rain and storms in several parts of the country. Water levels of the rivers will no be significantly affected by the expected precipitation.

Total amount of precipitation for 16 June, 2014: ° Eastern, Southeastern and Western areas from 60 l/m2 until 100 l/m2; ° South and North of the country from 20 l/m2 until 35 l/m2; ° Central and North-West from 30 l/m2 until 70 l/m2;

WASH

° On the request of the two entities and District Brcko, UNICEF is providing 59 WASH sets comprised of dewatering pumps, generators, dryers (smaller and bigger) and sprayers. The WASH sets will be distributed next week and focus is on most affected locations. ° 500 kilos of chlorine requested by PHI of RS is going to be procured . ° In order to secure safe water supply for Roma community in RS UNICEF is procuring 3 large water tanks (1000l) as well as house holds water containers (10 l) . This is going to be distributed next week. Water containers will be provided to Roma families in Vukosavlje Modricki Luk ( RS).

Education/Child Protection

° PDNA assessments are indicating that 122 buildings from 96 educational institutions have been affected

° UNICEF is already providing refurbishing support to a kindergarten in Celinac and will soon start working in a preschool in Samac ° The estimated cost of refurbishing these institutions is currently more than 10 million BAM, data is still coming in ° UNICEF will be opening 8 Child Friendly spaces in the most affected locations and planning for additional interventions ° The Education/Child Protection coordination meeting took place on Friday 13.

Health

° Epidemiological situation is stable , with no infectious disease outbreaks recorded. ° Two Interagency Emergency Health Kits (IEHK) provided by WHO to the Ministry of Health of the Federation of BiH and the Ministry of Health and Social Welfare of the delivered.

Mines and UXOs

Doboj, Maglaj, Olovo, Una-Sana Canton and Posavina regions at the basin of Bosna, Krivaja and rivers have been identified as mine and UXOs suspected areas (BH MAC) (Source: BH MAC and Civil Protection Agencies): ° 68 collected mines ° 1,372 UXOs ° 33,419 ammunitions ° EOD teams, entity civil protection, civil protection Brcko District and the NPA are in mine suspected areas at risk from the disaster.

Displaced persons and temporary accommodation facilities

° Number of persons accommodated in temporary accommodation facilities 1245. ° Number of temporary accommodation facilities reported to be 34.

Early Recovery and Agriculture:

° A survey of priority facilities for reconstruction is currently ongoing , with the reestablishment of critical municipal services to be pursued over the next 90 days in the municipalities most heavily affected. ° Cash for work program has been rolled out with 650 individuals in 7 municipalities now equipped and trained to participate in debris management operations. ° Four municipalities have been assisted, as of this week, with debris removal through the dispatch of heavy machinery . The municipalities are Doboj, Maglaj, Samac and Domaljevac. ° The situation in agriculture has stabilized with UNDP to distribute more feed in the coming week with the vaccination program starting as well , expected to cover some 35,000 heads of cattle. The replanting season is now near over - UNDP has distributed seeds and fertilizer to cover 2000 hectares.

Roads

° On the section of the Highway A-1- Lasva due to landslide remediation circulation is limited to one lane. Route M-4 Tuzla Kalesija (in Babajići) and M-18 Tuzla Bijeljina (in Seljublje), traffic is stopped for vehicles over 3.5 t. Regional road R-467 Olovo-Ribnica, traffic is allowed for vehicles up to 12 tons total weight. ° Transportation via highways M-17 Maglaj-Doboj, M-19 Zvornik-Bijeljina, M-20 Bileca-TPP and M- 16.1-Klasnice Prnjavor is obstructed. ° Border crossings Bosanski Samac and Brcko remain closed to traffic.

° Main : M-4 Simin Han-Kalesija due to landslides in Babajići traffic on one lane and interdicted to commercial vehicles; on M-17-Doboj Šešlije traffic slowed down due to heavy machinery on the road, on M-6.1 - traffic diverted to a bypass due to reparation of a bridge; M-18 Drina-Šćepan traffic stopped for commercial vehicles over 12t; M-20-Bileca, one lane circulation due to landslides risk, R-445 Semizovac-Podlugovi (Nebočaj) traffic is slowed down.
