NOTICE OF FILING AND PUBLIC HEARING

Petition of NSTAR Electric Company and Western Massachusetts Electric Company, each d/b/a Eversource Energy, for approval to implement demand reduction demonstration offerings and associated budget. ______

On January 28, 2016, the Department of Public Utilities (“Department”) approved a three-year energy efficiency plan (“Three-Year Plan”) and associated budget for 2016 through 2018 for NSTAR Electric Company and Western Massachusetts Electric Company, each d/b/a Eversource Energy (“Eversource”). On October 31, 2016, Eversource filed a petition with the Department seeking to modify its Three-Year Plan in order to implement certain demand reduction demonstration offerings. The Department docketed this matter as D.P.U. 16-178.

Eversource proposes to deploy demand reduction demonstration offerings for the commercial and industrial (“C&I”) sector in four areas: (1) battery storage; (2) thermal storage; (3) software and controls; and (4) active demand response. Eversource proposes a budget of $21,461,000 for these offerings, which includes funding for program evaluation. Eversource seeks to recover these costs through its C&I energy efficiency surcharges, M.D.P.U. Nos. 107F, 207F, 307H, and 1043H. On October 19, 2016, the Energy Efficiency Advisory Council passed a resolution supporting Eversource’s proposal.

Residential and low-income customers will not experience any bill impacts related to Eversource’s proposal. If the Department approves the demand reduction demonstration offerings and associated budget as proposed, Eversource states that C&I customers will experience the following bill impacts.

NSTAR Electric Company

 Small C&I customers in the Greater service area (formerly Boston Edison Company’s service territory) will experience an approximate monthly bill increase of between 1.1 percent and 1.5 percent in 2017. These customers should contact Eversource for specific bill impact information.

 Small C&I customers in the Cambridge service area (formerly Cambridge Electric Light Company’s service territory) will experience an approximate monthly bill increase of between 1.3 percent and 1.8 percent in 2017.  Small C&I customers in the South Shore, Cape Cod, and Martha’s Vineyard service areas (formerly Commonwealth Electric Company’s service territory) will experience an approximate monthly bill increase of between 1.1 percent and 1.7 percent in 2017. These customers should contact Eversource for specific bill impact information.

 Bill impacts for medium and large C&I customers will vary. These customers should contact Eversource for specific bill impact information.

Western Massachusetts Electric Company

 Small C&I customers will experience a monthly bill increase between approximately 2.4 percent and 3.3 percent in 2017. These customers should contact Eversource for specific bill impact information.

The Department will conduct a public hearing to receive comments on Eversource’s petition on Wednesday, January 11, 2017 at 2:00 p.m. at the Department’s offices, One South Station, 5th Floor, Boston, Massachusetts 02110. Any person who desires to comment may do so at the time and place noted above or submit written comments to the Department not later than the close of business (5:00 p.m.) on Wednesday, January 11, 2017. The public hearing will immediately be followed by a procedural conference.

Any person who desires to participate in the evidentiary phase of this proceeding must file a written petition for leave to intervene with the Department not later than the close of business (5:00 p.m.) on Wednesday, January 4, 2017. A petition for leave to intervene must satisfy the timing and substantive requirements of 220 C.M.R. § 1.03. Receipt by the Department, not mailing, constitutes filing and determines whether a petition has been timely filed. A petition filed late may be disallowed as untimely, unless good cause is shown for waiver under 220 C.M.R. § 1.01(4). To be allowed, a petition under 220 C.M.R. § 1.03(1) must satisfy the standing requirements of G.L. c. 30A, § 10.

NSTAR Electric Company and Western Massachusetts Electric Company, each d/b/a Eversource Energy (“Eversource”) is required to publish the attached Notice of Filing and Public Hearing (“Notice”): (1) not later than December 15, 2016 in either or the ; and (2) as soon as possible, but not later than December 19, 2016, in the , the Metrowest Daily News, The Standard Times (New Bedford), (Pittsfield area), and The Republican (Springfield area). Eversource shall also serve a copy of the attached Notice, not later than December 15, 2016, on: (3) the service list in NSTAR Electric Company and Western Massachusetts Electric Company, D.P.U. 15-169; (4) the members of the Energy Efficiency Advisory Council convened pursuant to G.L. c. 25, § 22; and (5) any person who has filed a request for notice with Eversource. Finally, Eversource shall prominently display a copy of the Notice on its website from three business days following receipt of the Notice from the Department of Public Utilities through the date of the public hearing.

Eversource is directed to make proof of publication and return of service at the time of the public hearing.
