In addition, the Towns of Berlin and Millville shall, no later than June 1, 2016, publish the attached notice in the Worcester Telegram & Gazette or the MetroWest Daily News. The Towns of Bernardston and Sandisfield shall, no later than June 1, 2016, publish the attached notice in the Berkshire Eagle. Marini, Secretary The Commonwealth of Massachusetts —— DEPARTMENT OF PUBLIC UTILITIES NOTICE OF PUBLIC HEARING AND REQUEST FOR COMMENTS May 12, 2016 Town of Berlin, D.P.U. 16-45 Town of Millville, D.P.U. 16-46 Town of Bernardston, D.P.U. 16-47 Town of Egremont, D.P.U. 16-48 Town of Wendell, D.P.U. 16-49 Town of Sandisfield, D.P.U. 16-50 Town of Salisbury, D.P.U. 16-51 Petitions of the Towns of Berlin, Millville, Bernardston, Egremont, Wendell, Sandisfield, and Salisbury for approval of municipal aggregation plans pursuant to G.L. c. 164, § 134. ____________________________________________________________________________ On April 28, 2016, the Towns of Berlin, Millville, Bernardston, Egremont, Wendell, Sandisfield, and Salisbury (collectively, the “Municipalities”) each filed with the Department of Public Utilities (“Department”) a petition seeking approval of a municipal aggregation plan (“Plan”). The Department docketed these petitions as D.P.U. 16-45, D.P.U. 16-46, D.P.U. 16-47, D.P.U. 16-48, D.P.U. 16-49, D.P.U. 16-50, and D.P.U. 16-51, respectively. General Laws c. 164, § 134 authorizes a municipality to procure a contract for electric supply on behalf of electricity consumers within its municipal borders. Eligible consumers not already enrolled with an alternative electric supplier will be automatically enrolled in the municipal aggregation program unless they chose to “opt-out” in which case they would remain enrolled on basic service provided by their electric distribution company (i.e., Massachusetts Electric Company d/b/a National Grid or Western Massachusetts Electric Company d/b/a Eversource Energy). To implement each municipal aggregation program, the Municipalities each seek Department approval of their respective Plans. The Municipalities’ filings include a form competitive electric service agreement, which will be negotiated with potential competitive supplier(s). The Municipalities have retained Colonial Power Group, Inc. (“Colonial”) to serve as agent in these proceedings. Under the Plans, Colonial will assist in the implementation of the municipal aggregation programs. The Municipalities seek a waiver, on behalf of their competitive supplier(s) selected by the Municipalities, of certain information disclosure requirements contained in G.L. c. 164, § 1F(6) and 220 C.M.R. § 11.06(4)(c). The Department will conduct a public hearing at the Department’s offices, located at One South Station, 5th Floor, Boston, Massachusetts, 02110, on Wednesday, June 29, 2016, Notice of Public Hearing and Request for Comments Page 2 at 2:00 p.m., to receive comments on the Plans. Any person who desires to comment may do so at the public hearing noted above or submit written comments to the Department no later than the close of business (5:00 p.m.) on Wednesday, June 29, 2016. An original hard copy of all written comments must be filed with Mark D. Marini, Secretary, Department of Public Utilities, One South Station, 5th Floor, Boston, Massachusetts, 02110. Two copies of all written comments must also be sent to Elizabeth Lydon and Kate Tohme, Hearing Officers, at the Department of Public Utilities.
