How do changes in network structures explain specific patterns and propensities for policy change? The purpose of this study is to describe the social network structure of the Chinese Communist Party’s Central Committee from 1922 to 2011 and to explore the relationship between changes in the network and policy trends. This study draws on policy network theory, network dynamics, Veto Player Theory and Prospect Theory which together posit that dynamic network structural characteristics influence policy outcomes. I introduce a dynamical theory of policy networks and describe some observable implications. This mixed method analysis is based on a new network dataset and follows two major lines of investigation. A structured, focused comparison of case studies associates changes in the Central Committee’s network structure in 1969, 1978, 1982, and 1997 with consequent policy outcomes and demonstrates the explanatory power of the dynamical theory. Statistical analyses of China’s foreign policies (1949‐1978 and 1984‐1995) and China’s domestic policies (1984‐1995) suggest the dynamical theory is generalizable. However, media tropes point to a greater scrutiny of his role and leadership style, especially during the early stages of the COVID-19 outbreak in Wuhan. # Reports have surfaced alleging delays in reporting facts, conflicting instructions and tight censorship. # Observers have drawn parallels between Mr. Xi and his powerful predecessors, Mao Zedong and Deng Xiaoping, perhaps a tad unfairly to both the iconic architects of the People’s Republic of China (PRC). A timeline of change Mao # Mao presided over the founding of the PRC in 1949. # He consolidated his leadership during the Long March in the mid-1930s. Despite his many detractors, he remained the undisputed leader of China until his death on September 9, 1976 even if, towards the end, it was the Gang of Four, led by his wife Jiang Qing, which had usurped power in his name. # Mao banished his adversaries frequently, whether it was Liu Shaoqi, Lin Biao, or even Deng Xiaoping. # Mao’s reign after the founding of the PRC lasted 27 years. By comparison, the 67-year-old Xi Jinping has been at the helm for just under eight years.

    IMPERIALISM AND NATIONALISM AS MAY FOURTH MOVEMENT DISCOURSES Tiina H. Airaksinen University of Helsinki This article analyses those imperialist and national discourses that the Chinese and the British constructed, particularly during the May Fourth Movement, in China in the 1910s and 1920s. Moreover, the paper explores the form, content, and impact of May Fourth rhetoric on national identity, concentrating on the cultural, historical, and political dimensions of nationalism presented in China. It is clear that the May Fourth protestors, especially urban and educated men, dominated public articulations of national identities. With their control of knowledge production, and in some cases control of state bureaucracies, elite men were able to make demands for the nation, often combining their own group needs with specific definitions of the nation. British discourse that was constructed during the May Fourth Movement responded to a reality that was infinitely adaptable in its function of preserving the basic structures of imperial power. For the British, the May Fourth demonstrators represented a potential change in the level of existing intellectual, political, social, and economic stability, which for decades had guaranteed the British a privileged position in the country. As result, discussions on nationalism and imperialism became a crucial part of the Sino- British May Fourth Movement discourse. INTRODUCTION On May fourth in 1919, around 3,000 university students gathered together at Tiananmen Square in Beijing and started a series of demonstrations that would later be named the May Fourth Movement (Wusi Yundong). The demonstrators distributed flyers declaring that the Chinese could not accept the concession of Chinese territory to Japan, as stipulated at the Versailles Peace Conference held in the spring of 1919.

(see remarks) Other Decisions and/or Actions: Remarks: 1. At that time, Soong Ching Ling was in Shanghai and could not attend the meeting. On December 22, 74 people from the visiting delegation of Asian Women Conference came to Shanghai for a visit and Soong Ching Ling herself came to the railway station to meet them. 2. From Dec.1 to Dec.6, 1948, the Second Congress of the International Democratic Women's Federation was held in Budapest, the capital of Hungary . The Chinese Women's Delegation headed by Cai Chang, Deng Yingchao ,He Xiangning and Li Dequan regular members of the council, Xu Guangping, Lu Cui and Ding Ling alternate members of the council, Cai Chang, Deng Yingchao and He Xiangning regular members of the executive committee,and Li Dequan and Lu Cui alternate members of the executive committee.
