ORIGIN A written request for a contribution of $3,500 was received from Linda Leibel, Chair of CARP Muskoka Chapter #58 which has been attached to this report as Appendix A. ANALYSIS Staff reviewed the information provided to determine if their request met the criteria for a capital grant as outlined in the District’s Grants Policy AD:28. Those being: Organization Criteria Met Not Met Non-profit organization Registered as a Canadian Not for Profit Corporation as of October 8, 2013. Page 2 Organization Criteria Met Not Met Although the group has been dedicated to its fundraising activities, the documentation provided does not support the conclusion that the organization has exhausted all available alternative sources of revenue. A business case The funding request is for a one-time showing the ongoing event, their “Launch” meeting. Based viability upon the information provided, it is unclear as to how future activities and events will be funded. Membership information is available online; however, it is inconclusive if the membership revenue is sufficient for the ongoing viability based upon the information provided. Demonstrated return for The launch meeting of CARP Muskoka the people of Muskoka Chapter #58 may result in increased membership for the organization and increased awareness of seniors’ issues. However, the launch meeting is not benefiting the entire population of Muskoka. FINANCIAL CONSIDERATIONS There is no provision in the 2014 Tax Supported Operating Budget to fund such a contribution. COMMUNICATIONS Notification of the decision of Muskoka District Council will be forwarded to the Chair of CARP Muskoka Chapter #58. The reason for this request is to present to the Committee our funding request in the amount of $3500.00 and information regarding the newly formed CARP Muskoka Chapter #58. We have outlined the reasons for our funding request in the attached documentation and information pertinent to the CARP organization. I ntroducti on: CARP (formerly known as the "Canadian Association of Retired Persons'') is a national, non-partisan, registered non-profit organization (see attached document), promoting social change that will bring financial security, equitable access to health care and freedom from discrimination for Seniors across Canada. Through its "A B C" programs of Advocacy, Benefits and Community, CARP is dedicated to making life better for seniors in our community. With over 350,000 members in Canada, CARP envisions a society in which everyone can live active, independent, purposeful lives as they age. National health issues include: wait time guarantees, national pharmacare and caregiver benefits. National finance issues include: universal pension plan, investor protection and increased income support. National rights issues include: no mandatory retirement, an end to elder abuse and an end to ageism in the media. Our local CARP Muskoka Chapter #58, covers the Muskoka/Parry Sound Electoral District and currently has 1,135 members in this area. With a seniors' population exceeding 35% of the area's total population (see attached listing of communities by postal codes), CARP Muskoka Chapter #58 will promote these national issues in our community. Our Chapter will also address other local issues such as affordable housing, transportation and education of seniors on healthy lifestyles. We will work towards coordination of Senior's community organizations, and influencing Municipal, Provincial and Federal Councils and Legislatures on matters affecting seniors. Initial Activities: CARP Muskoka Chapter #58 will be introducing itself throughout the region by attending the Barrie Health Fair, June 7, the District/Bracebridge Healthy Aging Fair, June 13 and by speaking to community groups such as local Probus Clubs, Rotary Clubs and other local organizations. Our official "Launch" meeting on September 20 is being held at the Bracebridge Sports pi ex. Local CARP members, local politicians and the community at large, will be invited to hear CARP National Office representatives outline the issues that the Muskoka Chapter will be focusing on. We will appeal for new members of CARP; to call for volunteers for the Board of Directors and/or Committees for the Muskoka Chapter; and to be entertained by a surprise guest. Funding Activities: • Initial start-up funding was provided by CARP National Office, in the amount of $500, but in order to hold our September "launch", additional funds will be required (see funding request). • We have applied for a "Pay it Forward Muskoka" Community Investment Grant of $2,500 to conduct a survey of current and future CARP members to identify their needs and priorities, which will culminate in our September " launch" meeting. • We are working on an Ontario Seniors Community Grant Program application to help finance a series of "lifestyle" seminars for seniors to be held in various Muskoka venues over a six-month period. These seminars will cover health and nutrition; medical and health care; end of life care; financial and retirement planning; legal guidance; community involvement; travel and recreation. CARP Muskoka Chapter #58 will engage professionals who are experts in these fields. • Another project that has been offered to us in to become involved with a transportation service for seniors and working with local transportation companies to make local travel more affordable and accessible. • longer-term projects requiring funding will be to study various types of "affordable housing" for seniors. This will require substa ntial funds to gather existing data on the subject, to determine the most practical methods of providing housing outside of the traditional healthcare system, and to organize housing for Muskoka Seniors. Funding Request: Our immediate need is for a one-time only startup grant of $3,500.00 to finance our September 20, 2014 " launch" in Bracebridge, as outlined above. The costs associated with this event are attached in the proposed budget. Conclusion: As a Cha pter of the National CARP organization, CARP Muskoka Chapter #58 will carry out the mandate of the National Office and address local seniors' issues as identified in our survey. We will
