1. Southeastern May 18 Timetable Public Consultation 1. Introduction

This consultation sets out proposed changes to the timetable which will be operated by Southeastern between 20 May and 8 December 2018. We are seeking feedback from any interested parties regarding the proposed changes of the new patterns of service.

Southeastern and the Department for Transport are working together to propose changes to the service to provide the capacity and levels of performance required for the route.

The timetable change will introduce additional (GTR) Thameslink services into enhancing frequencies on some routes and will replace some Southeastern services. The Southeastern timetable will be adjusted across the network in order to integrate these services.

This document outlines the proposed service levels across the network. There are no significant changes to the timetable structure and the level of service will be broadly what it is today. Details of the Monday to Friday service are shown in the accompanying timetables.

2. Southeastern May 18 Timetable Public Consultation The main features of the timetable are:

• With the works at London Bridge near completion, Cannon Street trains will again be able to stop at London Bridge and some Charing Cross trains that were diverted to Cannon Street in January 2015 return to their original service pattern. This includes the peak services from Orpington to Blackfriars via Lewisham which return to Charing Cross • 6 trains per hour (tph) Off-Peak Monday to Saturday serving New Eltham, Sidcup, Bexley and Crayford • Reduced Off-Peak journey times between Charing Cross, and Gravesend • Extension of Victoria to Dartford services, Off-Peak to Gravesend, calling at Greenhithe • 6 tph at peak times for Deptford, Greenwich, Maze Hill and Westcombe Park • 6 tph at peak times for West Dulwich, Sydenham Hill, Penge East, Kent House and Beckenham Junction • Southeastern will operate the peak service between Beckenham Junction and Blackfriars via Herne Hill. The service has been enhanced to 5 trains in the morning and evening peaks • Additional peak services calling at Denmark Hill for Victoria • Additional 698 seats from Ashford to St Pancras on high speed services in the morning peak • 2 tph Gillingham to Charing Cross service operated by Southeastern will be replaced by a 2 tph Rainham to Luton service via London Bridge and St Pancras operated by GTR Thameslink

6. Southeastern May 18 Timetable Public Consultation London Victoria to Orpington via Herne Hill

The service is very different to today’s timetable, as services are now timed to integrate with the new GTR Thameslink services.

• 2 tph Victoria to Orpington all stations via Herne Hill • 2 tph Victoria to Bromley South all stations via Herne Hill. Previously these trains ran through to Orpington, however a new GTR Thameslink service will operate from Kentish Town to Orpington via Catford • A small number of Mainline services will stop additionally at Kent House and West Dulwich during the AM peak to facilitate calling patterns on some Metro services

An amended calling pattern will be operated in the AM peak direction, to help address the current levels of poor performance and overcrowding. Therefore some trains will omit calls, however these stops are subsequently picked up by stopping mainline services additionally which operate over this route. Services calling at all stations are still maintained to provide links for local and schools traffic.

Southeastern will commence operating:

• 5 AM peak services from Beckenham Jn to Blackfriars, calling at all stations via Herne Hill • 3 AM contra peak services from Blackfriars to Beckenham Jn calling at Herne Hill only • 5 PM peak services from Blackfriars to Beckenham Jn, calling at all stations via Herne Hill • 3 PM contra peak services from Beckenham Jn to Blackfriars calling at Herne Hill only

These services are currently operated by GTR Thameslink.

7. Southeastern May 18 Timetable Public Consultation Greenwich and via Woolwich

The times services over this route have been amended to integrate the new GTR Thameslink services between Rainham and Luton. The principle changes are:

• 2 tph GTR Thameslink Luton to Rainham via London Bridge, Greenwich and Dartford calling at all stations from London Bridge except Woolwich Dockyard, Erith and Belvedere • 2 tph Cannon Street to Cannon Street circular service via Greenwich and Bexleyheath • 2 tph Cannon Street to Cannon Street circular service via Greenwich and Sidcup • 2 tph Charing Cross to Dartford via Lewisham and Woolwich calling all stations

• The Southeastern service between Charing Cross and Gillingham via Lewisham and Woolwich will be replaced by the new GTR Thameslink service to Rainham • There are no direct Off-Peak services from Cannon Street to Dartford. Passengers will be required to interchange at London Bridge • At Peak times 6 tph to Deptford, Greenwich, Maze Hill and Westcombe Park has been restored • (2 tph Thameslink and 4 tph Southeastern services from Cannon Street). • At peak times Southeastern services will continue to serve Higham and Strood • Off-Peak GTR will provide a 2 tph service from these stations

8. Southeastern May 18 Timetable Public Consultation

Services are retimed to integrate with the new GTR Thameslink services. The peak timetable is broadly similar to today’s timetable, however the Off-Peak service is amended as described below:

• 2 tph Charing Cross to Dartford via Bexleyheath • 2 tph Victoria to Gravesend via Bexleyheath calling at all stations to Dartford, then Greenhithe. This creates new through journey opportunities for passengers with a direct service from Gravesend and Greenhithe to Denmark Hill and Victoria • 2 tph Cannon Street to Cannon Street circular service via Bexleyheath and Greenwich

Sidcup line

A new service will be introduced to operate over this route during the Off-Peak period to increase service to 6 tph:

• 2 tph Charing Cross to Gravesend running fast from London Bridge to New Eltham, then Sidcup, Bexley, Crayford and all stations to Gravesend

This creates a journey time of • 38 minutes Charing Cross to Dartford. 55 minutes Charing Cross to Gravesend

This is 8 minutes faster to Dartford and 3 minutes faster to Gravesend compared to today’s timetable.

• 2 tph Charing Cross to Dartford calling all stations Hither Green to Dartford • 2 tph Cannon Street to Cannon Street circular service via Sidcup and Greenwich

9. Southeastern May 18 Timetable Public Consultation Hayes line

• 2 tph Charing Cross to Hayes running fast from London Bridge to Ladywell • 2 tph Cannon Street to Hayes via Lewisham calling all stations

Grove Park line

• 2 tph Charing Cross to Sevenoaks via Grove Park fast from London Bridge to Hither Green • 2 tph Cannon Street to Orpington calling all stations via Lewisham • The 0742 and 0801 Orpington to Blackfriars services are diverted back to Charing Cross, as they did prior to the works at London Bridge, calling additionally at London Bridge and Waterloo East

Bromley North line

• 4 tph Bromley North to Grove Park peak • 3 tph Bromley North to Grove Park Off-Peak

The Bromley North timetable is retimed to provide connections at Grove Park with London services.

15. Southeastern May 18 Timetable Public Consultation London Victoria to Ramsgate and Dover via Medway Peak services

To integrate with the new services operated by GTR Thameslink between Rainham and Luton requires Southeastern services to and from Victoria to run at different times.

Services now depart Victoria at regular half hourly intervals at xx12 and xx42 and will all call at Denmark Hill providing an enhanced service at peak times to this station.

The result is that trains run at half hourly intervals at a standard departure all day, however this affects the spread of trains through Medway where the services from Cannon Street and Victoria now run more closely together in some instances. The opportunity has therefore been taken to eliminate splitting and joining in peak services to provide faster journey times and improve performance, this means that there is not always a direct service to every destination. In some instances trains will loop at Faversham to provide connections out of Cannon St or Victoria services and passengers can interchange for either for the Dover line or for North Kent Coast services depending on their final destination.

A summary of the changes is below:

• 2 tph Victoria to Medway Towns and Faversham. 1 tph will run to and from Ramsgate and 1tph will run to and from Dover Priory. These trains will generally only call at Bromley South, then fast to Rochester • There is a reduction in the number of services that split and join at Faversham. There are good connections into alternative services at Faversham where services no longer split or join • The number of trains to and from the City remain the same, however the timings of these services have changed and the destinations and origins have changed • Some peak time stopping services to and from London Victoria to Gillingham via Sole Street will now start and terminate at Rochester • In the evening peak stopping services from London Victoria to Rochester and Sheerness-on-Sea via Sole Street will now depart at a regular half hourly intervals. All services will now call at Denmark Hill offering connections from London Blackfriars and London Overground services. Some services will also call at either Bellingham or Crofton Park (or both) to retain the through services from these stations to Victoria • The two through morning peak services from Sheerness-on-Sea to London Victoria and the two return services in the evening peak continue to operate, but at different times • Most other stopping services from Rochester to London Victoria and return will mostly call at Denmark Hill offering connections to London Blackfriars and into London Overground services

16. Southeastern May 18 Timetable Public Consultation London Victoria to Ramsgate and Dover via Medway Off-Peak services

The Off-Peak service is very similar to the service that runs today, except the timings are amended to integrate with GTR Thameslink services

• 1 tph London Victoria to Dover Priory calling Bromley South, Longfield, Meopham, Rochester, Chatham, Gillingham, Newington, Sittingbourne, Teynham, Faversham and all stations via Canterbury East to Dover Priory • 1 tph London Victoria to Dover Priory calling at Denmark Hill, Bromley South, St Mary Cray, Swanley, Farningham Road, Longfield, Meopham, Sole Street, Rochester, Chatham, Gillingham, Rainham, Sittingbourne, Faversham and Canterbury East • 1 tph London Victoria to Ramsgate calling at Bromley South, Longfield, Meopham, Rochester, Chatham, Gillingham, Rainham, Sittingbourne, Faversham and all stations via Herne Bay • 2 tph Sheerness to Sittingbourne

Maidstone East line Peak Service

The pattern of service is similar to today, however trains will run at different times. The Off-Peak pattern will consist of:

• 1 tph Victoria to Canterbury West semi fast to Maidstone East then all stations • 1 tph Victoria to Ashford, stopping service to Maidstone East, then Bearsted and Ashford

Although the table above indicates there is one less peak arrival from Maidstone East to Blackfriars in the morning peak in the 09xx hour there is an 0852 Maidstone East service which arrives at 1001

From December 2018 GTR Thameslink will introduce a new all day service from Cambridge to Maidstone East that calls at stations to Blackfriars, then London Bridge, Swanley, Otford, Borough Green & Wrotham and West Malling. At peak times some trains will extend to and from Ashford. Southeastern services will then be further revised to integrate with the new GTR Thameslink service.

17. Southeastern May 18 Timetable Public Consultation

• 2 tph Charing Cross to Hastings, one semi fast, one stopping service • 2 tph Charing Cross to Tunbridge Wells

This change will add 698 seats in the peak hour from Ashford to St Pancras, targeting two of the busiest services from Ashford which are still 6 cars.

In order to provide for the above, the following changes will take place:

• 0640 St Pancras to Ramsgate via Canterbury West will terminate at Ashford • 0704 St Pancras to Margate will call additionally at Sturry and Minster • 0725 St Pancras to St Pancras via Dover Priory and Ramsgate will call additionally at Westenhanger and Sandling and terminate at Dover Priory • 0737 St Pancras to Ramsgate via Deal is extended to St Pancras via Faversham and will call additionally at Martin Mill and Walmer, but will no longer call at Westenhanger, Sandling, Dumpton Park, Westgate-on-Sea or Chestfield & Swalecliffe • 0815 Ramsgate to St Pancras will start from Faversham at 0858

New cross-London journey opportunities, providing multiple connectivity opportunities, will be created between

• 2 tph Luton – St Albans City – West Hampstead Thameslink – Central London (via London Bridge) – Greenwich – Abbey Wood – Dartford and the Medway Towns. This new route will provide multiple new connections with the new east to west Elizabeth line (formally ) at Abbey Wood. The route will be operated by 8 car trains which have the same capacity as a 10 car Networker service.

• 2 tph Kentish Town – Central London (via Elephant & Castle) – Catford – Bromley South – Orpington. During Monday to Friday peak periods these trains will be extended to and from Luton.

• 2tph London Blackfriars – Elephant & Castle – Catford – Bromley South – Swanley – Sevenoaks. During peak periods these trains will be extended to and from Welwyn Garden City.

The two routes combine between London Blackfriars and Bickley to provide 4 tph on the Catford Loop route at all times of the day, doubling the frequency of Thameslink train services.

Greenwich line

• 2 tph Charing Cross to Dartford via Lewisham and Charlton calling at all stations, service operated from Cannon St during the Thameslink works at London Bridge • 2 tph Cannon St to Cannon St (rounder via Greenwich and Sidcup), this is the current Cannon St to Plumstead service extended • 2 tph GTR Luton to Rainham

The existing Southeastern service from Charing Cross to Gillingham will be withdrawn

Bexleyheath line

• 2 tph Victoria to Dartford calling at all stations

Sidcup line

• 2 tph Charing Cross – Gravesend calling Waterloo East, London Bridge, Hither Green and all stations • 2 tph Cannon St to Cannon St via Lewisham, Sidcup and Greenwich

Hayes line

• 2 tph Cannon St to Hayes via Lewisham

Grove Park line

• 2 tph Charing Cross to Sevenoaks via Lewisham and Grove Park

Service levels on the Southeastern Mainline, Hastings line and Chatham Mainline will remain as the current service, however services on the Chatham Mainline will be retimed to integrate with the new GTR services between Rainham and Luton.

Southeastern high speed services will remain as they are currently.
