Seiken, M.A. * * * * * The Ohio State University 2007 Dissertation Committee: Approved by Professor John Guilmartin, Jr., Advisor Professor Margaret Newell _______________________ Professor Mark Grimsley Advisor History Graduate Program ABSTRACT In the 1780s, there was broad agreement among American revolutionaries like Thomas Jefferson, James Madison, and Alexander Hamilton about the need for a strong national navy. This consensus, however, collapsed as a result of the partisan strife of the 1790s. The Federalist Party embraced the strategic rationale laid out by naval boosters in the previous decade, namely that only a powerful, seagoing battle fleet offered a viable means of defending the nation's vulnerable ports and harbors. Federalists also believed a navy was necessary to protect America's burgeoning trade with overseas markets. Republicans did not dispute the desirability of the Federalist goals, but they disagreed sharply with their political opponents about the wisdom of depending on a navy to achieve these ends. In place of a navy, the Republicans with Jefferson and Madison at the lead championed an altogether different prescription for national security and commercial growth: economic coercion. The Federalists won most of the legislative confrontations of the 1790s. But their very success contributed to the party's decisive defeat in the election of 1800 and the abandonment of their plans to create a strong blue water navy. -

I was a member of a high school group which traced the route of the Corps of Discovery across the United States; we read Jefferson’s papers and considered themes like empire building and republicanism. That summer was my first encounter with his thought, and I was hooked. I’m grateful to Myron Blosser and Elwood Yoder, my high school teachers from Eastern Mennonite High School, who started my quest to better understand Jefferson. OFFICERS OF THE EXECUTIVE BRANCH OF THE GOVERNMENT [ 1 ] EXPLANATORY NOTE A Cabinet officer is not appointed for a fixed term and does not necessarily go out of office with the President who made the appointment. While it is customary to tender one’s resignation at the time a change of administration takes place, officers remain formally at the head of their department until a successor is appointed. Subordinates acting temporarily as heads of departments are not con- sidered Cabinet officers, and in the earlier period of the Nation’s history not all Cabinet officers were heads of executive departments. The names of all those exercising the duties and bearing the respon- sibilities of the executive departments, together with the period of service, are incorporated in the lists that follow. The dates immediately following the names of executive officers are those upon which commis- sions were issued, unless otherwise specifically noted. Where periods of time are indicated by dates as, for instance, March 4, 1793, to March 3, 1797, both such dates are included as portions of the time period. On occasions when there was a vacancy in the Vice Presidency, the President pro tem- pore is listed as the presiding officer of the Senate. The Twentieth Amendment to the Constitution (effective Oct. 15, 1933) changed the terms of the President and Vice President to end at noon on the 20th day of January and the terms of Senators and Representatives to end at noon on the 3d day of January when the terms of their successors shall begin. JOHN MASON OF ANALOSTAN ISLAND By WILLARD J. WEBB Few people who live or work in the multistoried Rosslyn of today rea lize that its antecedents as a community date back to 1798 and an attempt to found a town there called South Haven. In 1798, John Mason, the son of George Mason of Gunston Hall, petitioned the Virginia Assembly for authority to found such a town on land he owned along the Virginia shore of the Potomac, opposite Georgetown in what is now Arlington. The Assembly passed the necessary legislation, but the plan was never carried out, and development of Rosslyn did not begin until well after the Civil War. The reasons for the failure of Mason's project are not ap parent, and he is scarcely remembered in modern Rosslyn. He did, never theless, play a prominent role in the business and social affairs of both Northern Virginia and Washington, D.C., for almost sixty years from the early 1790s until his death in 1849. John Mason was the fourth of five sons and the seventh child of George and Ann Eilbeck Mason. He was born at his maternal grandmother's house in Charles County, Maryland, on April 4, 1766. He spent his child hood at Gunston Hall enjoying all the comforts associated with a large and prosperous plantation. The only trauma in his early life was the death of his mother when he was only six years old. He described this event in remarkable detail in an unfinished recollection of his early life written in his old age. -

Meyers* I. POST-RECONSTRUCTION AND ANTE-BELLUM Distorting, eliding, falsifying . a university’s memory can be as tricky as a person’s. So it has been at the College of William and Mary, often in curious ways. For example, those delving into its history long overlooked the College’s eighteenth century plantation worked by slaves for ninety years to raise tobacco.1 Although it seems easy to understand that omission, it is harder to understand why the College’s 1760 affiliation with a school for black children2 was overlooked, or its president in 1807 being half-sympathetic to a black man seeking to sit in on science lectures,3 or its awarding an honorary degree to the famous English abolitionist Granville Sharp in 1791,4 all indications of forgotten anti-slavery thought at the College.
