Honourable Speaker Sir, During the last two decades, our Government has adopted a well-planned approach with a long term vision for the development of the State. The people of the state and the country are witnessing the encouraging results of these efforts. There was a time, when we used to present plans of the Government in the form of budget, some people used to be skeptical and trivialize its importance by calling it a dream. However, today the nation and the world has taken note of the success saga of . And therefore, the people of Gujarat have time and again expressed their confidence in our development oriented approach and we are grateful to the people of the State for the same. Our Government is continuously marching on the development path on the foundation of the four pillars of Sensitivity, Transparency, Decisiveness and Progressiveness. We are committed to the social, economic, educational and overall development of every citizen of the state. Government is ensuring that the fruits of development reach to the poorest of the poor and they also play an important role in the development process of the State. Our Governance is based on the principle of "Sau no Sath Sau no Vikas", involving all sections of the society in the main stream development process through a well planned approach. On the one hand through Vibrant Gujarat Global Summit, Gujarat has established a unique global identity as most favoured trade and investment destination. On the other hand, the Government has ensured irrigation facilities through efficient water management of Saradar Sarovar Narmada Project and strengthening of other irrigation schemes in order to increase agricultural productivity and to achieve high agricultural growth rate. We have also taken necessary steps to ensure that our farmers get timely electric supply and remunerative prices for their agriculture crops. We have successfully done the procurement of agricultural crops of `2,174 cr at MSP this year with the support of the Government of . I am glad to inform that the Government of India under the PM-Kisan Sanman Nidhi Yojana has declared `6,000 annual input support every year to all the farmers having less than 2 hectares of agriculture land and has also started its implementation. The District administration has been geared up for collecting details for filling up the forms of the eligible farmers and uploading it on the Digital Gujarat Portal. As a result of which 40 lakhs farmers will get large financial benefit under the scheme. As this is a continuous scheme, more and more farmers will get benefits as they fill up the forms. On behalf of the farmers of Gujarat, we are thankful to the Hon’ble Prime Minister Shri for coming out with such an extensive farmers’ welfare scheme. ‘Statue of Unity’, the world’s highest 182 meter high statue of the architect of unified India, Sardar Vallabhbhai Patel, is a symbol of towering aspirations of India. This was unveiled by the Hon’ble Prime Minister Shri Narendra Modi, on the occasion of Sardar Saheb's Birth Anniversary on 31-10-2018.

Statue of Unity and Sardar Sarovar Dam are located in tribal area and our Government is committed for the overall development of tribal youth through these schemes. As lakhs of tourists are visiting these places, huge opportunities of employment have been created for the locals in the tourism sector. The Government is working towards enhancement of livelihood and improvement in the conditions of the local tribal.

With a noble intention of providing fair opportunities of employment and education to the youth of economically weaker sections of unreserved category, Government has implemented the far reaching policy of 10 per cent reservation, announced by Hon’ble Prime Minister Shri Narendra Modi. Realizing the years old expectations of the youth, this policy does not reduce the reservation provided to other categories, who are getting the benefits of reservation. Gujarat is the first state which has implemented this policy. This policy will help in achieving social harmony and strengthening unity and integrity of the country.

Gujarat is a water scarcity state with irregular rainfall in the coastal areas. With a view to provide adequate water to the coastal areas and Kutch, 8 desalination plants will be set up along the 1600 km long coastline for desalinating the sea water into potable water on PPP basis. This important decision will help to mitigate the problem of drinking water in the scarcity affected regions.

The State Government has, for the first time, declared the policy of reuse of treated sewage water. Under this policy, the recycled water will be used for agriculture, industry, construction and other works providing an additional source of water.

Gujarat is a leading state in the non-conventional energy sector in the country. Dholera, being near coastal region, because of saline land is not arable. Dholera is being developed as India's first and world's big smart industrial city thereon, it has been planned there to set up world's largest 5000 MW Solar Park. Tenders have already been issued for 1000 MW. The work related to construction of six lane express- way between Dholera and has been started while other modern infrastructure works including roads are in progress in Dholera SIR.

Our Government is committed to transparency in governance and we are taking all necessary steps to control corruption by making required changes in the Acts and the Rules. We have taken initiatives like making the process of NA (Non-agriculture) conversion online, e-auction of mining leases, exempting hotels from police permission and others. Stern actions are taken by Anti-Corruption Bureau (ACB) on complaints from the citizens.

Gujarat has started many programmes as a part of the celebration of 150th Birth Anniversary of , the Father of the Nation. A modern museum has been built in Alfred High School where Mahatma Gandhi had studied. The entire life of Mahatma Gandhi is made live through audio-visual effects. Dandi March has historical importance in the freedom movement of India. With an objective to make the salt satyagrah eternally memorable and inspiring for the future generations, a modern National Salt Satyagrah Memorial has been built at Dandi.

Hon’ble Speaker Sir, now I wish to present the highlights of the prudent fiscal management and financial discipline of Gujarat.

 As per CRISIL’s latest State of Growth 2.0 Report, Gujarat is leading in important parameters of GSDP growth rate, fiscal management, employment generation and controlling prices and others.  During the last five years of 2013-2017 Gujarat’s average annual economic growth rate has been 9.9 per cent at constant (2011-12) prices, which is highest amongst the major States. Keeping the momentum, the State economy registered a growth of 11.2 per cent during 2017-18.  The State’s GSDP has been 13.15 lakh crore during 2017-18 which shows 14% growth compared to the previous year. Gujarat with 5% population of the country has 7.8% share in the GDP of the country.  During the year 2017-18, the per capita income of the State at current prices is `1,74,652, which is 12.6 per cent more than the previous year. The per capita income of the State is 54.8 percent higher as compared to per capita income of the country.  Gujarat stands first in the country so far as exports are concerned. Gujarat’s share to India’s exports has gone up from 19 per cent in 2015-16 to 22 per cent in 2017-18.  As per the recently published Annual Survey of Industries Results for 2016-17, Gujarat ranks top in industrial output with a share of 16.8 per cent.  As per the NITI Aayog released SDG India Index Baseline Report 2018 on Sustainable Development Goals, Gujarat ranks amongst the first three states in education, health and other socio-economic indicators. The Constitution of India enshrines a unique federal system, wherein the economic policies of the Union and the States are complementary to each other. This year the Union Government has presented a Vote on Accounts. Therefore, it is befitting that the State’s economic approach is shaped in accordance with the policies of the Union of India. We have accordingly decided to present and seek Vote on Accounts for the period of four months, i.e. upto 31st July, 2019. During the next session of this August House, the Modified Budget for the Financial Year 2019-20 will be presented. 3

Hon’ble Speaker Sir, Now, I present the vote on accounts before this August House. Government supporting farmers during scarcity Our farmer welfare oriented Government led by Shri Vijaybhai Rupani has declared the most generous relief and assistance package till date for the areas affected by scanty rainfall. There was deficient rainfall in some parts of the state therefore our Government with generous policy has declared 6174 villages of 96 talukas as affected area.  In these 96 talukas, 16.27 lakh farmers have been paid `1557 cr as input assistance.  2.60 lakh cattles of 443 panjarapols and gaushalas and 1.62 lakh cattles in 270 cattle camps are being provided assistance at the rate of `35 per day per cattle. So far, `40.84 cr have been disbursed.  Gopalaks in scarcity affected areas are provided fodder at the concessional rate of `2 per kg. Till now, 6.84 cr kilogram grass has been distributed.  Because of delayed rain electricity supply to farmers was increased from 8 to 10 hours with a view to save their crops. As a result, State Government borne the additional financial burden of `436 cr.

The Government has introduced a special assistance package of `2285 cr for more than 23 lakhs farmers and cattle owners of 96 talukas of the State. Thus, our Government has always supported and stood by the farmers. Agriculture During the year 2017-18, agricultural production of Gujarat has registered a growth of 12.11%. Gujarat contributes 7.3% in the agricultural economy of the country, which is much higher than other major states of the country. Balanced development of agriculture sector has been the priority of the Government. Our Government, which has been endeavoring for overall development of farmers has effectively implemented various schemes to achieve the goal of Hon’ble Prime Minister to double farmers’ income by the year 2022. Farmers have been provided all the primary facilities for agricultural development such as sufficient irrigation facilities, scientific farming techniques, improved seeds and electricity. The farmers of the state have become prosperous due to effective implementation of various agriculture sector schemes and protection from risk factors in agriculture. State Government is working on all the dimensions to double farmers’ income through implementation of various schemes such as procurement of agricultural produce at MSP, crop insurance, input assistance, capital subsidy for warehousing and cold storage, integration with e-nam for marketing, incentive for micro irrigation like drip and sprinkle irrigation, efficient fertilizer usage through soil health cards, barbed wire fencing for crop protection, assistance for farm mechanization and others. 4

 Under the Pradhanmanti Fasal Bima Yojana, approximately 53 lakh hectare land of more than 27 lakh farmers has been covered under the crop insurance scheme during the last two years.  Farmers are provided crop loan at zero percentage interest rate. Interest subvention is being paid by the Government of India and the State Government on the crop loan. It is proposed to set up a revolving fund of `500 cr in order to provide the farmers interest subsidy timely and at one go.  An amount of `500 cr has been provided as assistance to the farmers during the last three years for farm mechanization.  Organic Agricultural University is being set up at Halol, Panchmahals district for providing education, research and latest technology to farmers in organic farming,  With the objective of doubling the income of farmers, it has been planned to increase the area under horticulture plantation to 18.55 lakh hectare and the production to 300 lakh metric ton by 2021-22 from the current 16.87 lakh hectare and 232 lakh metric ton respectively. Agriculture, Animal Husbandry and Dairy supplement each another. The Animal Husbandry sector contributes significantly in the economic upliftment of farmers. Hence, we have implemented several schemes for the development of Animal Husbandry sector in the State.  As per the 19th Livestock Census, with the rise of 15.36% in livestock population Gujarat ranks first in the country.  During the last 15 years, through effective implementation of various schemes the per capita availability of milk in the State has increased by 243 grams per day and is now 564 grams per day.  Due to crash of skimmed milk powder prices in the global market, the district dairy unions were facing the danger of incurring heavy losses because of the huge stock of skimmed milk powder they had stored. has provided assistance of `300 cr to dairy cooperative unions to support export of skimmed milk powder to save them from the grim situation.  A Sex Semen Laboratory with an outlay of `47.50 cr is proposed to be set up at Patan to ensure birth of more number of female calves in milch cattle making animal husbandry activity more viable. This will result in births of 80 to 90% female calves.  The State Government has launched the services of “Karuna Animal Ambulance-1962” in every district to provide emergency services for treatment of animals in the State.

Gujarat with its 1600 km long sea coast provides huge opportunities for livelihood in fisheries sector.  Various schemes like VAT subsidy on the High Speed Diesel Oil used in the fishing vessels, deep sea fishing vessels to promote deep sea fishing and up-gradation of fishing harbours and construction of new fishing harbours are under implementation.  There is significant production of prawn fish in Gujarat and fisherman earn substantial income by its exports. State Government has allotted 7500 hectares land for the prawn culture. To encourage prawn culture activity, it has been decided to allot additional 5000 hectares land that will provide employment to 25,000 aqua-culturists and the country will get more foreign exchange.  The fishermen are provided VAT subsidy of `12 per litre on diesel for the fishing boats. I announce to increase the subsidy from `12 per litre to `15 to support the fisherman of Gujarat. 10,677 fishers boatmen will be benefitted by this decision  There are about 23,000 active fishermen in Valsad district of south Gujarat. To give boost to their activity and to provide them better facilities, new fish landing centres will be set up.  For the families of the fishermen of Gujarat who are held captive by Pakistan Marine Agency and are kept in Pakistan Jails, I announce to double the daily livelihood allowance given to them from `150 to `300. Water To provide enhanced benefits of irrigation schemes to the Resources: farmers and to prevent the wastage of water, repair and renovation of the canal system of 19 Major and 90 Medium irrigation, participatory irrigation management and cutting canal works are under progress in full swing. This will narrow the gap by less than 10% between ultimate irrigation potential and actual irrigation potential.  Gujarat and its neighbouring State Madhya Pradesh received scanty rainfall during the current year, because of which there is a drought and semi-drought like situation in the State. In spite of limited water in the Saradar Sarovar Dam, our Government succeeded in managing the water crisis and supplied adequate drinking water to all. We also supplied water for irrigation purpose to the farmers and Gujarat managed to come out of the shadow of drought.

 State Government has adopted a three pronged strategy of water conservation, water management and water distribution. Sujalam Sufalam Jal Abhiyan was launched to increase the water storage capacity of existing water bodies. During this campaign, 18,000 works have been completed with people’s participation to increase the storage capacity of the reservoirs, river, canals, lakes, check dams and also water bodies near places of pilgrimage. Due to this extensive campaign, employment of around 77 lakh man days has been generated. This year also, this statewide campaign has been launched from 15th February 2019.  Between the years 2005 and 2018, approximately 17,74,000 hectare agricultural land of 11 lakh farmers has been covered under drip irrigation.  On completion of Phase-I of SAUNI Yojna, 22 Reservoirs, 48 tanks and 181 check dams have been filled with the Narmada water and irrigation facility has been strengthened in about 1.66 lakh acre area.  In Phase-II of SAUNI Project, the work of strengthening irrigation facility is in progress in 3.77 lakh acre area by linking 57 reservoirs. Amount of `11,216 cr has been spent so far in Phase-I and Phase-II of SAUNI project.  During Phase-II of SAUNI Project, Ranjitsagar dam which is an important drinking water source for Jamnagar city, Shetrunji dam of Bhavnagar city and Nyari-1 dam - the life line of Rajkot city - will be filled up by Narmada water. Further, it has been planned to fill 35 reservoirs & more than 100 check- dams depending on the availability of Narmada water.  In Sauni Yojana Phase-III, works amounting to `2615 cr have been sanctioned. An important decision has been taken to include under Sauni Yojna phase-III, the Bor Talav which is the main source for supply of drinking water for Bhavanagar city.  It is planned to cover the remotest area of Saurashtra through lift irrigation by converting existing canal system of 22 projects to cutting canals. This will help in strengthening the irrigation facility in 50,000 hectare area.  Drought prone and dark zone area of North Gujarat are getting benefits of Narmada and Mahi river water through Sujalam Suflam project. Amount of `835 cr has been spent during the last five years for lift irrigation in north Gujarat, providing irrigation facilities in 1.12 lakh hectare area.

 Pipeline Project from Tharad to Sipu dam has been planned for Banaskantha district with an estimated expenditure of `623 cr. This will benefit 15,000 acre area of Banaskantha District.  Ukai reservoir based irrigation scheme with an estimated expenditure of `912 cr has been taken up to give irrigation benefits to 69,000 Acre area of Uchchhal, Nizar and Songadh taluka of tribal area.  In South Gujarat, Tapi-Karjan Link Lift Irrigation Pipeline has been planned for Songadh, taluka of Tapi district, Umarpada taluka of District and Dediyapada taluka of Narmada District at an estimated expenditure of `715 cr Due to this scheme, 21,760 hectare area of 73 villages will get irrigation facilities and also 100 existing check dams will be filled up with water.  It is proposed to start a new project of 185 cr for 4500 acre area of Dahod district not covered under Kadana-Dahod Pipeline during the next year.  It is planned to start Panam high level canal based project at an estimated cost of `215 cr and also another project of `250 cr for the eastern belt of Panchmahals district.  Expenditure of `329 cr will be incurred in 2019-20 on various works related to water conservation like repairing of check- dam, deepening of ponds, de-silting of reservoirs and recharging of wells. Narmada  The height of Sardar Sarovar Dam, which is the lifeline of Gujarat, has been increased upto 138.68 meter. The works of 458 kms of Narmada main canal and 2617 kms of 37 branch canals have been successfully completed. 60427 kms out of total length of 71748 kms of Sardar Sarovar canal network, 84% has been completed.  `51786 cr have been spent on this ambitious project between 2001 to 2008.  9083 villages and 166 cities are supplied domestic water from this scheme.  The works of Kutch Branch Canal have been completed in 322 Km length out of the total length of 357 Km. The works of Wandhiya Sub Branch Canal and Gagodhar Sub Branch have also been completed. `698 cr works of canal network comprising of distributaries, minor and sub-minor canals are under progress.

 Out of total provision `6945 cr for the project during the year 2019-20, `430 cr provision is made for canal network up to Minors in Kutch district and `146cr for underground pipeline (UGPL) sub minors. Provision of `316 cr is also made for expansion of 3 pumping stations of Kutch Branch Canal. Thus, a total provision of `892 cr is made. Health Today, there are 9231 sub-health centers, 1499 primary health centers, 128 mobile medical health units, 363 community health centers, 35 sub-district hospitals, 20 district hospitals and 16 medical colleges affiliated hospitals in the state providing treatment to 3.82 million patients as outdoor patients and to 43.3 lakh patients as indoor patients, per year. Recently, Honourable Prime Minister Shri Narendrabhai Modi has taken revolutionary step for the health of Poor and Middle Class citizens by the implementation of “Ayushyamaan Bharat - Pradhan Mantri Jan Arogya Yojana”, which is the largest health insurance scheme in the world. The scheme provides health insurance cover up to `5 lakh. In Gujarat, we provide insurance cover up to `3 lakh to more than 68 lakh families through “MA” and “MA- Vatsalya” Yojana. I am glad to announce before this august house that our Government has decided to increase insurance cover for 68 lakh beneficiary families of “MA” and “MA-Vatsalya” Yojana on the lines of Ayushman Bharat from `3 lakh to `5 lakh. In addition, the benefits of Gujarat's popular and public- health-oriented “MA-Vatsalya” Yojana is given so far, to the households having income up to `3 lakh per annum. Members of Legislative Assembly and many leaders represented to the Hon’ble Chief Minister Shri Vijaybhai Rupani and to me to increase this income limit and to cover more families under the “MA-Vatsalya” Yojana. I am happy to inform this august house that considering the popular demand, we have decided to raise this income limit from `3 lakh to `4 lakh. With his, 15 lakh more families will get benefitted out of it. Thus, the number of beneficiary families under the “MA-Vatsalya” Yojana will be more than 80 lakh.  In order to provide sufficient manpower for health services, our Government has increased 2875 seats in MBBS course from 1275 seats in 2001-02 to make it total to 4150 and has increased 1105 seats in post graduate studies from 830 seats in the year 2004-05 making it 1935.  3751 ASHA facilitators are working in the State. Their monthly remuneration will be increased by `2,000 They will also be provided Sari as uniform like the ASHA workers,.  Medical Colleges at Palanpur and Dahod have been sanctioned and made operational under health policy. Establishment of three more colleges at Amreli, Nadiyad and Visnagar is in progress, in the coming year.

 1200 bed civil hospital, Cancer hospital, Eye as well as Dental hospital in the Medi-City campus of Asia’s biggest civil hospital, will be dedicated very soon by Hon’ble Prime Minister. Works for the new Kidney hospital and U.N. Mehta Cardiac Hospital are on the verge of completion.  and Sola Civil hospitals are under planning for upgradation into Super Specialty hospitals.  Central Government has decided to establish renowned AIIMS hospital at Rajkot which is going to be a landmark in the health sector in Gujarat. Women The women oriented welfare schemes of the State Empowerment Government has empowered the women socially, economically and and Nutrition : educationally.  State Government provides monthly pension of `1,000 to about 1.5 lakh widow beneficiaries. Under this scheme, the pension is discontinued, after the widow’s son reaches the age of 21 years. Because of this condition, a number of poor widow beneficiaries faced hardship in sustenance. In order to remove this lacuna, our responsive Government has decided to remove this condition. Now the beneficiary widow shall continue to get pension irrespective of the age of her son.  I also make the announcement to increase the current monthly widow pension of `1000 by `250 to make it `1250 per month.  In order to implement the above mentioned decisions, the State Government will bear yearly expenditure of `349 cr providing support system to about 2.25 lakh widow beneficiaries to live a life with self respect and dignity.  I am also glad to announce that the aganwadi workers, working in more than 53,000 and presently getting `6300 per month will now be given `7200 per month with an increase of `900 per month. The Tedagar women, who are given `3200 per month will be paid `3650 with an increase of `450 per month.  The state Government is committed to provide Supplementary Nutrition, Health and Education to children, adolescent girls and pregnant and lactating mothers. In order to meet these objectives, 50 Lakh beneficiaries are given various benefits under different schemes, such as Scheme for Adolescent Girls (SAG), Purna Yojana, Pradhan Mantri Matru Vandana Yojana (PMMVY), Take Home Ration (THR), Dudh Sanjivani Yojana (DSY), Supplementary Nutrition Programme (SNP), Mata Yashoda Gaurav Nidhi insurance scheme etc. For implementation of these scheme, an expenditure of `2283 cr is incurred every year.

Education For development of all aspects of education, our Government has implemented various schemes such as Praveshotsav, Gunotsav, Scholarship Scheme, Mukhya Mantri Yuva Swavlamban, Tablet Distribution, Student Startup Scheme, Vidya Deep Vima Scheme, Vidyalakshami Bond, Right to Education ActImplementation, Fee Regulation Act, Free Books-Uniform, Gyankunj etc. Government has spent `1.13 lakh crore during the last five years on Education to nurture the future generation to make them more prosperous, skilled and competent.  Government has given special attention to Infrastructural Facilities for overall growth in quality of Education. During the last decade, more than 79,000 classrooms have been built and water and sanitation facilities have been made available to about 32,800 schools through Sarva Shiksha Abhiyaan.  State Government has appointed 27,250 Vidya Sahayak and Shiksha Sahayak during last five years. In addition to this, by appointing Pravasi Shikshak wherever necessary, it has carried out the responsibility of improving the quality of education, while providing employment to the youth.  The incidence of school dropout is almost on the verge of elimination in Primary Education thanks to the collective efforts of the Government, society and teachers. Only 1.42 % dropout has been recorded in 2017-18 in Standard 1 to 5.  In order to ensure improved standard of Health and Nutrition for students, Government has always been vigilant. Therefore, schemes like Mid-Day Meal, Dudh-Sanjeevani and Ann- Triveni are being implemented successfully. In the last two years, the Government has spent `1780 cr for these schemes and 54.52 lakh children are benefitted in a year.  In the last two years, 6 lakh students were given tablets under NAMO Tablet scheme with an expenditure of `386 cr.  Under the Mukhyamatri Yuva Swavalamban Yojna, facilities like textbooks, tuition fees, food and hostels are provided to students who are studying in Higher, Primary and Secondary Educational Institutions. From its inception, a huge amount of `1055 cr has already been spent. The benefit of the scheme has been received by more than 80 lakh students.  Free Wi-Fi facilities have been given to three universities, 107 Government colleges and 110 Grant-in-Aid colleges in the last two years.

 In Khel Mahakumbh 2018, an estimated 35 lakh players participated rendering the slogan "Ramshe Gujarat - Jitshe Gujarat" meaningful. In this edition, 1 lakh 24 thousand players won a total sum of `30 cr as prize money. Four players of the State have won medals in Asian Games, 2018.

Development in Schemes ranging from scholarship for students belonging to Social Sector: the Scheduled Caste and subsidy for training of commercial pilot exemplify the commitment of our Government towards inclusive and balanced development. Schemes like Samras hostels with modern facilities, monthly stipends for professional courses, Pre-Matric and Post-Matric Scholarships, financial assistance to candidates preparing for competitive exams like JEE, NEET, UPSC, GPSC, distribution of bicycles under Sarasvati Sadhna Yojna, Assistance for Uniform, Food bill Assistance etc. play an important role in improving the academic achievements of the students.

 Free lodging and boarding facilities are provided to 44,000 students belonging to Scheduled Castes in grant-in-aid hostels, grant-in-aid Ashram Shalas and Model Residential Schools with an expense of `66 cr per annum.

 Scholarship and Assistance for Uniform are being provided to 33.60 lakh students with an expense of `278 cr per annum.

 774 Grant in aid hostels, 63 government hostels, 188 Ashramshala and 33 Residential schools are functioning for the Socially and Economically Backward Classes, where 82,000 students are provided lodging, boarding and teaching facilities free of cost with an expense of `175 cr per annum.

 Government has built 12 Samras hostels at an expense of `638 cr where 10,500 students are getting free lodging and boarding with other modern facilities with yearly expense of `35 cr This scheme has received great response. Therefore, it has been decided to expand it with 8 more Samras hostels in the year 2019-20.

 My Government is sensitive for the need of every section of the society. So I announce a hefty increase of 50% in the old age pension and enhance their monthly pension from `500 to `750 benefiting 7.5 lakh elderly citizens. For this purpose, the State Government will incur an expenditure of `669 cr by allocating an additional amount of `222 cr per year.

 Gujarat Unreserved Education and Economic Development Corporation has been established in the year 2018-19 for the all-round development of children and youth of economically weaker families of 79 unreserved castes. Government has declared a special financial package for the development of such classes and implemented it with immediate effect.

 For enhancing the scope of personal loan schemes of the eight Corporations under Social Justice and Empowerment Department, i.e. Gujarat Thakore and Koli Development Corporation, Gujarat Backward Classes Development Corporation, Gujarat Scheduled Caste Development Corporation, Gujarat Safai Kamdar Development Corporation, Gujarat Gopalak Development Corporation, Gujarat Nomadic and De-notified Tribes Development Corporation, Gujarat Minority Finance and Development Corporation and Dr. Ambedkar Antyodayay Development Corporation and to Gujarat Tribal Development Corporation; I declare an increase in the quantum of support from ` 100 cr for the current year by one and a half time to `150 cr This will accelerate the activities of these Corporations.  Further, the State Government will provide bank guarantee for these Corporations so that they may get more credit from the Corporations under Government of India which will result in educational upliftment and facilitate creation of self- employment. Tribal Vanbandhu Kalyan Yojna was started in the year 2007 for the Development: overall development of tribal society, which has 15% share in Gujarat's population. This scheme has significantly improved the lives of tribal people. In addition to development, the state government is committed to the preservation and continuation of tribal culture.  An extensive network of 50 model residential schools, 544 ashram schools, 36 EMRs, 55 model schools and 1143 hostels have been established for the education of tribal children. The benefit of which is available to two lakh tribal students.

 17 lakh tribal students are given benefits of schemes like pre-matric and post-matric scholarships, uniform grants, vidya- sadhna yojana, Samaras Hostel and talent pool with the yearly expenditure of `600 cr.  Since June 2018, educational work has been initiated at the Birsa Munda Tribal University at Rajpipla. The University is being developed in 40 acres of area at a cost of `300 cr.  Hon’ble Prime Minister has laid foundation stone of National Tribal Museum at Garudeshwar in Narmada District. Tribal culture, traditions and lifestyles will be displayed in this museum, which will be spread over 25 acres of area. Roads and Gujarat has a robust and systematic network of 1.14 lakh kms Buildings: of roads, through which facilities of quick and safe transportation up to smallest village have been made available to people.

 Mukhyamantri Gram Sadak Yojana is one of the important and popular schemes of Government of Gujarat, under which more than 10,500 works of the length of 27,800 kms. have been sanctioned at the cost of approximately `9500 cr. In the year 2019-20 also, works of roads and bridges of more than `2000 cr will be sanctioned under this scheme.  From among the tiny 34245 villages located in the state, 33497 tiny villages have been connected through road which is an example in itself in the whole country.  Four laning and strengthening of roads connecting metro cities, ports, industrial areas, tourist and pilgrim places have been undertaken. Under this four laning of 78 roads in the stretch of 950 KM is in progr ess with the expenditure of `3500 cr.  It has been planned to construct 135 Railway Over Bridges and Under Bridges with the expenditure of `6500 cr on the railway crossings having more than one lakh train vehicle units. Works of constructing 75 railway Over Bridges is in progress.  It has been planned to construct flyover / under passes at the junction and cross roads to overcome traffic jam on important National Highways as well as State Highways and also to help drivers to drive safely and easily. Construction of 8 fly-overs and an under-pass have been undertaken.

 Works at the cost of missing link of 80 km on Ghaduli- Santalpur road connecting Kachchh and Banaskantha districts which are important for border security, have been started at the cost of `323 cr.

 Maharajshris and Mahasatijis of Jain Community go on feet for vihar and sometimes they meet with an accident. For their safety, 103 kms long pathways from Ahmedabad to Shankheswar will be built at the cost of `20 cr.  The construction works of various Government office buildings district as well as Taluka Seva Sadans, Collectorates, Mamlatdar Offices, Court buildings, hostels, colleges, schools, polytechnics, RTO offices, Check Posts, Veterinary Polytechnics etc. have been undertaken on a large scale by Roads and Buildings Department. Works of 11 Taluka Seva Sadans have been undertaken at the cost of `125 cr Works of 709 buildings of other departments have been undertaken at the cost of `4247 cr.  Along with the works of Government office, the work to provide housing facility to Government officers, employees have also been undertaken on a large scale. Works of 2285 houses have been completed at the cost of `595 cr in last two years and the works of 1532 houses have been undertaken at the cost of `333 cr.

Water Supply Under the Water Supply Grid, so far 2900 kilometer of bulk lines, 1.20 lakh kilometer distribution pipelines, 2270 Water tanks & Under Ground Sumps and 230 Water Treatment Plants have been constructed. The result of infrastructure created is starkly visible as more and more families get drinking water at their door step. Gujarat is ranked First, with 76 Index value, as per “Composite Water Management Index, 2018” recently published by Niti Ayog which reflects state's significant achievements in the Water Sector. The State Government is committed to provide water security by ensuring availability of water.

 The work of De-Salination plant with capacity of 10 crore liters per day has been started at Jodiya in Jamnagar district. In addition to this, It has been planned to set up totally eight Desalination plants in Amreli, Bhavnagar, Porbanadar, Gir Somnath, Devbhoomi Dwarka and Kachchh districts. These plants shall provide 37 crore litre of drinking water to people daily.

 The work of 10 schemes totaling to approximate `2800 cr have been taken up in tribal districts of the State viz. Dahod, Chhota udaipur, Narmada, Tapi, Mahisagar, Valsad, Panchmahal and Surat district. These schemes will be completed shortly.

 Works of 64 km bulk pipeline from Upleta to Ranavav for 84 villages and 4 Urban areas of Porbandar District at an expenditure of `119 cr are in progress.

 Works of 27 Km long bulk pipeline and pumping machinery from Anjar to Kukama in Kachchh district is in progress. This Scheme, amounting to `135 cr, will benefit Bhuj town and western talukas of district viz. Nakhatrana, Mandvi, Lakhpat and Abdasa.

 Radhanpur to Santalpur Express pipeline work amounting to `94 cr is in progress to supply water to 48 villages of Radhanpur and Santalpur talukas of Patan district of North Gujarat.

Above three projects will be completed before the forthcoming summer season benefitting respective area.

Rural  Under – Rural, Construction of Development community toilets, private toilets, Solid Waste Management and for creating awareness of cleanliness and related activities an amount of `3056 cr has been spent in last five years. Under this scheme 33.50 lakh private toilets have been constructed for 1.5 crore citizens leading to increased cleanliness.

Urban The prosperity of Gujarat is increasing continuously and the Development: numbers of vehicle are increasing day-by-day, as a result, there has been traffic problem in the cities. Therefore, a total of 75 flyovers (54 flyovers in Municipal Corporation areas and 21 flyovers in Municipality areas) will be constructed on cross roads having heavy traffic by the State Government so that traffic can move smoothly, speedily and safely and petrol, diesel and time may be saved. Under this flyover scheme, 20 in Ahmedabad, 10 in Surat, 8 in Vadodara, 8 in Rajkot, 3 in Jamnagar, 3 in Bhavnagar and 2 fly-overs in Junagadh will be constructed. Besides, one bridge for each city like – Dahod, Godhra, Bhuj, Mehsana, Patan, Deesa, Anand, Palanpur, Botad, Surendranagar, Porbandar, Nadiad, Navsari, Valsad, Bharuch, Ankhleshwar, Vapi, Himmatnagar, Amreli, Morbi and Veeraval will be constructed. State Government Shall be make full expenditure towards construction of all these 75 flyovers.

 The construction of over-bridges and under-bridges on 37 Railway Crossings having more than one lakh average traffic Vehicle Units to resolve the problem of traffic in urban area will be started in 2019-20. For this purpose, the estimated expenditure will be `250 cr for the next three years each, i.e.; total of more than ` 750 cr This will be the biggest initiative to solve the problem of traffic in urban areas. As a result, the over-bridge and under-bridge will be constructed on all the Railway Crossings having heavy traffic in Corporation and Municipality areas of the State in the next three years.  All the area of T.P schemes approved in the state and the new areas merged in the Municipal Corporation or Municipalities in last ten years will be provided `500 cr to provide infrastructural facilities like Water, Road, Drainage, Street light etc.  To provide maximum benefits of public buses to the citizens under Mukhymantri Shahari Bus Parivahan SuvidhaYojana, till date 700 buses have been sanctioned in the cities of Ahmedabad, Surat, Vadodara and Rajkot including 300 Electric buses. Total Number of buses will be increased to 2860 in a phased manner in the Municipal Corporation and A class Municipalities.  Under the Phase I of Ahmedabad Metro Rail 6.5 Km Route of Vastral to apparel Park will be commercially operating by March 2019. The Phase 1 will be completed by December 2020 and Modern Transport facility will be provided.  Pradhan Mantri Awas Yojana has been initiated to provide Home for All till 2022. As a part of this, 7.64 lakh families will be provided home in the Municipal Corporations, Municipalities and Urban Development Authorities. Out of this, 3.87 lakh homes were sanctioned and Gujarat has been ranked first in the country in providing interest subsidy on Housing Loan to more than 1 Lakh beneficiaries. Energy Power consumption is an important indicator of development. The per capita annual power consumption of electricity in the state was 1424 units in 2007-08, which has increased to 2007 units in 2017-18. The per capita annual power consumption of India is 1149 units. Thus, Gujarat is leading in the country in per capita power consumption.  In 40 years between 1960 and 2001, a total of 6.94 lakh agricultural power connections were given, whereas during the last 18 year more than 11 lakh agricultural power connections have been given.

 State Government has decided to waive principal and interest and penalty amount of electricity bills of all eligible domestic power connections of BPL consumers of urban areas, all agricultural power connections, power connections of all the residences of rural areas, commercial power connections of small traders of rural areas. In such cases, also benefit of this scheme will be given. Benefits of this scheme will also be given for the cases under section 126 and 135 against the farmers and consumers who use more power than the contractual load and illegal consumption of power, respectively. 6.74 lakh farmers, poor and medium class power consumers will avail benefit of this One Time Waiver Scheme. For which, outstanding dues amounting `691 cr will be waived.  Gujarat's non-conventional energy generation in 2013 was 4126 MW which has increased to 7922 MW today. It is planned to increase the installed capacity to 19700 MW by 2025.  700 MW solar park at Radhanesda and 500 MW solar park at Harsad work is in progress.  At present, the farmers are delivered the electricity generated by the electricity board to their farms through long gridlines. Power is wasted as it is transmitted from a long distance and power supply is disrupted because of the breaking of the power lines. This causes losses to the farmers and to the state. State Government is establishing large solar units and its electricity is fed to the grid. Farmers can get more electricity, continuous electricity and cost effective electricity if electricity is produced by the solar system near to the farmer's farm to make it more efficient and farmers' participation is ensured. To do this, the Suryashakti Kisan Yojana (SKY) has been implemented. Through which it is planned that the farmers should be able to generate electricity, use the electricity produced by themselves, and should be able to sell the remaining electricity to the electricity board. SKY scheme is getting very good response. In the first year of this scheme, 20 Feeder has been activated on an experimental basis. In 2019-20, the government has planned to cover more than 1000 feeders at a cost of `3600 cr In the next five to seven years, it is planned to cover the entire state phase-wise under this scheme. By doing this, the farmers’ revenue will also increase and it will help to fulfil the Prime Minister's vision to double the farmers' income by 2022.

 Wind Solar Hybrid Policy has been declared to generate Grid connected Solar Energy, Wind Energy and to set up Hybrid Park with the maximum and efficient use of transmission infrastructure and land. For such park, Policy to allot Government waste land on lease has also been announced.

 In the state, through 27,000 kilometer long gas grid network 14.50 lakh consumers have been provided domestic piped natural gas (PNG) connections. Moreover, 374 CNG stations have been established.

Industrial Ninth Vibrant Gujarat Global Summit, 2019 was organized Development: successfully. Due to attractive policy of Industrial Promotion and Ease of Doing Business in the State, we have been able to attract large scale investment. Micro, Small and Medium units in Manufacturing and Services sector have also attracted lot of investments.

 Entrepreneurs and young researchers are provided assistance for their innovative ideas and its commercial success. Government of India has awarded Gujarat the BEST PERFORMER STATE AWARD for the achievements in the Startups.

 Recently, State Government has declared new incentive policy for textile industries. Under this, 6 % interest subsidy to MSME sectors and 4% to 6 % interest subsidy to large units is provided based on the employment they generate. Further, power tariff subsidy of `3 per unit consumed on LT connections and `2 per unit consumed for HT connections is given to weaving units and other eligible units.

 Gujarat has taken a big leap in the industrial sector. But the policy of the Government is clear that works of development should not be undertaken in a manner hazardous to people or environment. Simultaneously, we make continuous efforts to set up industries on a large scale so that youth of Gujarat can get extensive opportunities of employment, while Gujarat is making concrete planning to modernize infrastructure of Industrial sector, I announce before this House that Government will help industries in their endeavour to set up deep-sea pipeline and ancillary infrastructure on PPP basis in the areas of Ahmedabad, Vadodara and Jetpur to release treated effluent waters of chemical and textile industries into deep sea which is going to cost ` 2275 cr.

 Under Manav Kalyan Scheme, assistance is provided to small traders in the form of latest tool kit according to their business in order to help the people of weaker sections of the society who are employed. In 28 trades, 51900 beneficiaries will be covered under this scheme.

 Under Shri Vajpayee Bankable Scheme loan and subsidy, up to `8 lakh is given in three sectors i.e. service, business and industries. Assistance of ` 304 cr will be given to more than 37000 beneficiaries in the next year.

 Assistance for solar pump to fetch water is given to the small Agarias who have less than 10 acre land.

 With introduction of E-auction allocation of mineral blocks the entire procedure has become transparent and competitive. In the current year, 470 minor mineral blocks have been put up for auction and additional 216 blocks will be put up for e- auction in total 5 phases.

 Total 9202 works of `368 cr has been approved under the Pradhan Mantri Khanij Kshetra Kalyan Yojana. Tourism: “Atithi Devo Bhava” is a tradition of Gujarat and the State Government’s policy to promote tourism has helped many places of the state like Gir, Kachchh, Ambaji, Somnath, Saputara, Vijaynagar’s Polo, Tithal, Pavagadh-Champaner, Dwarka, Lothal, Dholavira, Patan etc. to become a prominent tourist attraction globally. Gujarat's Tourism Policy-2015 has received unprecedented response and has created employment opportunities on a large scale for local people. During the last five years, the number of tourists visiting Gujarat has increased at rate of 15% per annum, which is remarkable.  I'm glad to inform you that, in 2018, Gujarat bagged 3 National Tourism Awards which include Saputara for 'Best Civic Management” and Ahmedabad for the 'Best Heritage City and Best Airport'.  Development of Green Field Airport with the latest facilities at Rajkot will be carried out by the Airports Authority of India. The State Government has accorded the sanction to allocate required land free of cost for the project.

 In the last 5 years, expenditure of `1100 cr has been incurred to speed up the growth in Tourism Industry and development of infrastructure and tourist facilities at different yatradham destinations.  It has been decided to organize Girnar Shivratri Kumbh Mela at the holy place of Girnar, in the presence of Saints with cultural programmes to be performed by numerous renowned artists. The glory of Girnar will be given a new décor by integrating this traditional fair with religious conventions and social harmony.  In order to promote Eco-Tourism, the State Government has undertaken the various activities of developing tourist amenities at places like Polo-Forests, Ratanmahal, Padam- Dungari, Gira Falls, Zarwani, Juna-Raj, Kodavadila Dam, NalSarovar etc. Labour Welfare To Create Divya and Bhavya Gujarat, multiple schemes like and Youth Skill development, Mukhyamantri Apprentice Scheme, Planning Employment of Mega job fair, Recruitment under Government Services, Start- Up policy, Aid in Tuition fees and food bills for students, Coaching Assistance for competitive Exams, Award for talented athletes have been implemented.  To provide government service and employment opportunity to the youth of the state, the government recruitment process has been made very fast and transparent and more than 1.20 lakh youths have been employed in the last five years.  To provide Employment to youth as per their Skills, Government has planned Job fairs and more than 17 lakh youths have been employed in the last five years.  Under Pradhan Mantri Kaushalya Vikas Yojana 77,800 youths of the state will be trained by 2020.  To enhance the scope of Apprentice training Scheme, Mukhyamantri Apprentice Scheme has been started. By covering more than 16,000 units under the Apprentice Act, more than 72,000 apprentice contracts have been made so far. In the same Gujarat is the 1st in the country. An allocation of ` 272 cr is made for this scheme in the current year. The momentum of this scheme will be made constant in the next year.

 Construction workers have to go for labour work very early in the morning. To provide food to such workers at `10, Shramik Annapurna Yojana has been implemented. So far, more than 87 lakh workers have been benefited by this Scheme. Food Security:  More than 66 lakh families of Gujarat avail the benefit of food security from about 17 thousand fair price shops. To provide benefit to the real beneficiaries the state government has implemented Aadhar seeded computerized public distribution system.

 Under the National Food Security Scheme, the distribution system has become well equipped after joining 99% with Aadhar card. Gujarat is the first in entire country for starting Aadhar Enabled Payment System.

 The State Government decided to increase `23 per quintal in the commission provided to the fair price shop holders from `102 per quintal to `125 per quintal. This will increase `55 cr in the commission expenditure from the present annual commission of `242 cr paid by the State Government annually.

 Under Pradhanmantri Ujjuvala Yojana, 21.60 lakh LPG gas connections are given.

 Under PNG-LPG Assistance Scheme, the State Government has provided gas connections to about 14000 beneficiaries in 2018-19.

Port and The Ports and Transportation sector have their own Transport significance in economy of the state and wellbeing of the people.

 In 2017-18, the transportation through Ports of Gujarat was 311 million metric ton, which is 31% of the total transportation of the country.

 The passenger and commercial Row-Row Ferry Service between Ghogha and Dahej in Gulf of Khambhat have been started. In second phase of the Ferry Service, the Row-Packs Ferry Service and its commercial operation also has been started in October 2018.

 Gujarat State Road Transport Corporation currently runs more than 8000 buses. In 2019 – 20, 1450 new buses will be placed in to service. In order to encourage Green Energy and comply with clean environment norms, CNG and Electric vehicles shall also be put in to service.

 New Bus Stations to be constructed in place of 22 old Bus Stations / Depots, upgradation of 10 Bus Stations and construction of new and better accommodation facilities for the employees by demolishing three old Staff colonies has been planned.

Forest and  By considering conservation of Asiatic Lion - the unique Environment heritage of Gujarat long term planning in the form of "Project Lion" with expenditure of `97.85 cr has been implemented. Under which various measures like three mobile rescue teams, construction of parapet around wells, state of the art hospital in Gir, drone surveillance, establishment of CCTV network including formation of separate Shetrunji division have been taken under this.

Science  Science, Technology and Innovation (STI) policy has been framed by our Government for knowledge based economic development.

 State Government has established Gujarat Fibre Grid Network Limited for Bharatnet Phase-2. Total 7522 villages will be covered under it. Remaining Panchayats have been covered under Bharatnet Phase-1. Due to this each Gram Panchayat in the State will get faster internet connectivity of 100 mbps bandwidth.

 Science city has been established and gradually developed in the state to create scientific temperament in the children right from their childhood. Construction works of Aquatic Gallery, Robotics Gallery, Astronomy Gallery and Science Building have been undertaken during the current year to make science city more prosperous. Eight lakh students have visited Science City this year.

 Gujarat Bio-Technology University has been established to extend benefit of expanding horizons of bio-technology to the students of the state. For this State Government has allocated 10 acres of land in Gandhinagar.

Law and order The law and order in the state has been strengthened by the use of modern technology. Gujarat has secured first rank in Crime and Criminal Tracking Network System (CCTNS) implemented by Government of India.

 Under "E-Gujcop" functional in the State since 2013, administrative operations and investigation of crime and criminal has become transparent, speedy and more efficient due to integration of all the offices through total 21 modules. This project has received NCRB best practice award.

 Under "Safe and Secure Gujarat Project" for security of the citizens of the state in public places, total 7463 CCTV cameras will be installed at 1175 locations of the State. As a result, crime and criminals will be under surveillance and crimes will be further controlled.

 In the last two years, four new Jails have been made functional and two Sub Jails have been upgraded as District Jails. Eight Jails are under construction, out of which 2 Jails Shall be made functional in 2019 – 20.

 The carpet area for the residential house of the constable has been increased to 50 - 55 sq.mtr. from the present 41 sq.mtr. and the carpet area for the residential house of Police-Sub-Inspector has also been increased to 60 - 65 sq.mtr. from the present 55 sq.mtr. so that the families of police employees will get quarters with more facilities which will increase their efficiency.  26 Dy S.P. (Class-1) and 115 Police Inspectors (Class-II) have been recruited during the year 2018. In coming year, 9713 posts will be filled through direct recruitment in the Police force, out of which 554 posts will be of Jail Sepoys.

Good-  By organising 'Seva Setu' programme, our Government has Governance: started providing old age pension, widow pension, MAA-Card, AADHAR Card, Income Certificate, Ration card, Caste Certificate, Inheritance Certificate, Creamy Layer Certificate etc, services at the doorstep to the citizens of the State and has shown transparency and set the best model for the services to the common man. During this year more than 46 lakh citizens have been provided individual benefits on the spot through 2277 Seva Setu programmes in the entire state. Thus, Seva Setu program has become a public beneficiary movement.

 Financial assistance under Government schemes is paid to the beneficiaries directly in their Bank Accounts through Direct Benefits Transfer (DBT), under which ` 9000 crore has been paid between April 2017 and till date.

Financial Gujarat has been one of the forerunner in the country in the Management: implementation of GST as well as registration of merchants and refund to them. In generating interstate e-way bill, Gujarat secured the first rank.

I am pleased to announce that State Government has not levied any new taxes on the people yet because of the effective steps of tax compliances and tax collection, State Government's tax income has increased respectively. In the financial year of 2016-17, State Government's own tax income was `64,443 cr which increased to `71,549 cr in the year of 2017-18. Out of which the income of stamp duty was ` 5783 cr which increased to ` 7255 cr. In the same way the income of motor vehicle tax has increased from `3213 cr to `3885 cr and the income of electricity duty has increased from `5833 cr to `6484 cr.

The Fifteenth Finance Commission has visited the State recently. While appreciating the financial management of Gujarat, it has stated that other States have to seek inspiration from Gujarat in the matter of financial management. Gujarat is the leader in macroeconomic parameter.

Now I will review the actual receipts and expenditure for the year 2017-18.
