GOVERNMENT OF INDIA CULTURE LOK SABHA UNSTARRED QUESTION NO:97 ANSWERED ON:25.04.2016 National Heritage Status Kumar Shri P.;Meena Shri Arjunlal;Nayak Shri B.V. Will the Minister of CULTURE be pleased to state: (a) whether the Government has finalized its proposal for sending its entry for world heritage status long with the criteria to select entry for world heritage site status; (b) if so, the details thereof along with the names of temples, churches, mosques and monuments 2Iected and declared as national heritage in various States of the country, State-wise; (c) whether the Government has ignored Delhi as its official entry to UNESCO and if so, the details thereof and the reasons therefor; (d) whether, some sites selected for UNESCO entry are under repair and renovation; (e) if so, the details thereof and the funds sanctioned by the Government in this regard so far, ate-wise; and (f) the action plan of the Government to attract more tourists to these sites. Answer MINISTER OF STATE, CULTURE AND TOURISM (INDEPENDENT CHARGE) AND MINISTER OF STATE, CIVIL AVIATION (DR. MAHESH SHARMA) (a) Yes madam. Government has finalized and submitted the proposal for "Historic City of Ahmedabad" as the entry in the cultural category of the World Heritage List for calendar year 2016-17. The proposal was submitted under cultural category under criteria II, V and VI (list of criteria in Annexure I) (b) For the proposal submitted related to Historic City of Ahmedabad submitted this year, list of nationally important monuments and those listed by Ahmedabad Municipal Corporation are given in Annexure II. List of monuments declared as National Heritage including temples, churches and mosques is given in Annexure III. (c) No madam. Government of India had forwarded the proposal for Delhi's Imperial Capital City for the World Heritage Centre for consideration for the calendar year 2014-15. A deferral for the nomination was sought by the Government in order to give time to obtain further clarity on the modalities of the nomination process and its likely implications on development works in Delhi. (d) & (e) The conservation work of protected monuments as detailed in Annexure III is a continuous process. The essential conservation work on these monuments including World Heritage monuments under ASI is attended regularly depending upon the availability of resources and need of repairs at the particular site. For the financial year 2015-16 Rs. 23861.24 lakhs were allocated for conservation of aforesaid protected monuments. Details are in Annexure IV. (e) Government is providing basic facilities/ amenities to the tourists visiting centrally protected monuments/sites and is also improving and upgrading these public amenities as a continuing process. ANNEXURE-I ANNEXURE REFERRED TO IN REPLY TO PART (a) OF LOK SABHA UNSTARRED QUESTION NO. 97 FOR 25.4.2016. Criteria for the assessment of Outstanding Universal Value (OUV) as per UNESCO's Operational Guidelines (i) to represent a masterpiece of human creative genius; (ii) to exhibit an important interchange of human values, over a span of time or within a cultural area of the world, on developments in architecture or technology, monumental arts, town-planning or landscape design; (iii) to bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared; (iv) to be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history; (v) to be an outstanding example of a traditional human settlement, land-use, or sea-use which is representative of a culture (or cultures), or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change; (vi) to be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance. (The Committee considers that this criterion should preferably be used in conjunction with other criteria. (vii) to contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance; (viii) to be outstanding examples representing major stages of earth''s history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features; (ix) to be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals; (x) to contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation. Bayly, Muzaffar Alam, Andre Wink, Chetan Singh and others. Two subsequent works on the eastern Rajasthan by S.P. Gupta and Dilbagh Singh and on the northern Rajasthan by G.S.L. Devra have added new dimensions to the whole issue of existing debate on the 18' century, a period of transition in the history of India. Therefore, the importance of the studies on Rajasthan assumes significance which contains a treasure house of archival records, hitherto largely unexplored. My work is consisted of eight chapters with an introduction and conclusion. The first chapter deals with the study of geographical and historical profile of the Rajasthan. The geographical factor such as types of soils, hills, river and vegetation always nourishes the economy of the region. The physical location of Rajasthan had influenced its history to a greater extent. The region bears the physical diversity and we can divide it into two parts namely in the fertile south eastern zone and the thar arid zone. It was bounded by the Mughal subas (provinces) like Multan, Sindh, Delhi, Agra, Gujarat and Malwa.
