Printing by GHP Media l United States FOREWORD In Colombia, as in many other parts of the world, armed conflict and the illicit drug market are symbiotically linked. When there is a major shift in one of these two phenomena, a change to the other is inevitable. Colombia’s momentous ending of a 50-year civil war was a pivotal moment for the global war on drugs. The signing of a peace accord in 2016 by the Colombian Revolutionary Armed Forces (FARC) and the Colombian government closed half a century of war during which more than 200,000 people were killed, almost 6 million were internally displaced, 27,000 were kidnapped, and 25,000 people were disappeared. Such an enduring conflict with so much bloodshed and disruption is not easily healed. However, the popular desire for peace has been a powerful salve. Despite strong opposition from different political sectors, the disarmament and demobilization of FARC has already shown concrete results reducing violence in Colombia to its lowest level in decades. The original conflict in Colombia was triggered by deeply rooted political and socioeconomic exclusion of both rural and urban poor communities. Some of these factors are still present. The World Bank ranks Colombia among the 10 countries with the most unequal income distribution in the world. The conflict emerged in the 1960s within the context of social, economic, and political disenfranchisement. In the early 1980s, the tensions increased and violence reached epidemic proportions. By 2002, the violence reached 67.3 homicides per 100,000 inhabitants (compared to Mexico’s 22.6 peak in 2011 or the United States’ recent 4.9). This was partially a result of the steep expansion of the illicit production and trade of cocaine that allowed armed actors to expand their presence in Colombia, increasing firepower and the violence associated with drug cartels. As the world’s top producer of coca and cocaine, Colombia 3 became a battlefield for the global “war on drugs” and the “war on terror” that was technically and financially supported by the U.S. government, among other nations. This scenario was, in part, facilitated by the 1961 United Nations Single Convention on Narcotic Drugs which established that “the Parties shall so far as possible enforce the uprooting of all coca bushes which grow wild. They shall destroy the coca bushes if illegally cultivated” (Article 26). It even went further, defying ancient indigenous traditions, by introducing in article 49 that “coca leaf chewing must be abolished within twenty-five years from the coming into force of this Convention.” The 1961 Convention turned a sacred plant that has been used in the Andean region for almost 8,000 years into an illicit commodity from which criminal organizations could profit and wars could be financed. Despite the provisions introduced by the UN and heavily enforced by member states, the reality is that the coca leaf’s uses extend well beyond the production of cocaine. For millennia, it has been used in the indigenous Andes as a cultural artifact, a manifestation of sovereignty, a core nutritional ingredient, and an essential medicine. The peace accord between FARC and the Colombian government attempts to break the distorted view of the coca leaf and the violence that grew from its production into cocaine by dedicating one of the six chapters of the agreement to the “Solution to the Illicit Drugs Problem.” The chapter views the drug phenomena in Colombia through the lens of human development. With this perspective, coca-growing communities can actively participate in reducing dependency on coca crops and can potentially design their own local development plans. Furthermore, the agreement also offered the opportunity to restore rights to communities by promoting policies that “maintain the recognition of the ancestral and traditional uses of the coca leaf as part of the cultural identity of indigenous communities and enable the possibility of utilizing crops with illicit uses for medical or scientific purposes as well as other legitimate purposes that may be established.” Within the context of the provisions of the peace accord, concrete policy innovations were introduced in 2017. The National Training Service (SENA), a government entity in charge of offering vocational training in vulnerable communities, a peacebuilding organization, and members of the Lerma coca-growing community formed a partnership that became the key to success in advancing policy reform. Thanks to this partnership, and the dedicated 4 COCA INDUSTRIALIZATION work of Dora Lucila Troyano Sanchez, the National Narcotics Fund (FNE) granted the very first permit to legally purchase, transport, and stock raw coca leaves for their transformation into licit goods such as fertilizers and nutritional ingredients to be used in scientific research. Colombian President Juan Manuel Santos has called for a rethinking of the design and implementation of policies aimed at controlling the supply of drugs. In a recent speech to the UN General Assembly, the Nobel Peace Prize winner assured the world’s leaders that the war on drugs “has not been won, nor is being won and we require new approaches and new strategies.” The small policy changes Colombia has made represent a gradual move toward a more humane approach to the drug phenomena. One cannot be naïve and suggest that coca industrialization will fully absorb the illicit market for coca that currently supplies cocaine to more than 18 million users around the world. This industry will dignify the work of thousands of farmers by allowing them to legally profit from a traditional agricultural practice and will promote the rights of communities that have been using coca as an element of their culture. However, as long as these issues of culture, rural development, poverty, and inequality are approached narrowly from the penal and punitive perspective, the illicit market will flourish. The new approaches outlined in Coca Industrialization: A Path to Innovation, Development, and Peace in Colombia, open opportunities to allow coca-growing communities to find their agricultural practices destigmatized, decriminalized, and productively regulated. Alliances and pathways that this industry has yet to explore are numerous; from pharmaceutical applications to addiction treatment and nutritional possibilities. However, the fact that responsible policy reform has been conducted based on evidence and led by civil society and the cocaleros (coca farmers) themselves, has placed Colombia in the vanguard of international efforts to promote innovative drug policy reform.     I. OVERVIEW 1. Measures taken nationally and internationally to reduce drug abuse and trafficking have yet to yield more universally visible and decisive results and, consequently, the validity and appropriateness of the drug control measures that Governments have agreed upon in international conventions and resolutions have continued to be questioned. The drug abuse and trafficking situation, which is accompanied by violence and corruption, remains grim, but the International Narcotics Control Board is not convinced that valid alternatives to present policies have been found that would meaningfully reverse the situation. Worldwide efforts to combat drug abuse and trafficking have to be continuous, balanced and in an internationally concerted manner in order for further positive results to be achieved. Drug abuse is closely linked to political, social and economic problems, and progress in these areas will undeniably contribute to the solution of the drug abuse problem. In a number of countries positive developments have been reported and these should be more carefully studied and discussed so that successful experiences in one country can be considered by others. In addition, the mass media are invited to analyse and report on such positive developments. 2. The efforts of the United Nations International Drug Control Programme (UNDCP) are highly appreciated by the Board. During 1992, UNDCP cooperated with 97 countries through 130 regional and country-specific drug control programmes. In addition, the operational work programme for 1992 included 30 global projects supporting a broad range of drug control activities, such as specialized training, research and advisory services. These activities have been implemented by UNDCP in collaboration with various specialized agencies of the United Nations system, other international organizations and various non-governmental organizations.

Peru’s ancient sites are connected by a vast circulatory system of roads that connected every corner of the country, and thousands of square miles beyond its current borders. The Inca road system, or Qhapaq Ñan, is particularly famous; thousands of miles of trails linked the empire from modern- day Colombia to central Chile, crossing some of the world’s tallest mountain ranges and driest deserts. The Inca state recognized the importance of its road system, and dotted the trails with rest stops, granaries, and religious shrines. Inca roads even served directly religious purposes in pilgrimages and a system of ritual pathways that divided the empire (Ogburn 2010). This project contributes to scholarly knowledge about the Inca and Pre-Hispanic Andean civilizations by studying the roads which stitched together the Inca state.

Colombia, Bolivia, and Peru collectively produce nearly the entire global supply of cocaine. In addition, Colombia has become a producer of high quality heroin, most of it destined for the United States and Europe. The United States provides counternarcotics assistance through the Andean Counterdrug Initiative (ACI). The program supports a number of missions, including interdiction of drug trafficking, illicit crop eradication, alternative development, and rule of law and democracy promotion. From FY2000 through FY2005, the United States has provided a total of about $4.3 billion in ACI funds. Since 2001, coca cultivation in the Andes has been reduced by 22%, with the largest decrease occurring in Colombia, according to the State Department. Opium poppy crops, grown mainly in Colombia and from which heroin is made, have been reduced by 67%. However, the region was still capable of producing 640 metric tons of cocaine, and 3.8 metric tons of heroin in 2004, according to the White House Office of National Drug Control Policy. Congress has expressed a number of concerns with regard to eradication, especially the health and environmental effects of aerial spraying, its sustainability and social consequences, and the reliability of drug crop estimates.

This study explores the premise on a social media page from a digital-native news organization in Colombia, La Silla Vacía, on the salient issue of Venezuela. It found that the news organization did provide a common ground within its comments, bringing men and women closer together in consensus (rs = 0.76, n = 10, p < 0.05) of the priorities of topics relating to Venezuela (substantive attributes). The study did not find a significant correlation between the topics prioritized by the posts and the topics prioritized by the comments. Audiences focus on Venezuela in relation to the local Colombian presidential election while the news organization focused on the country in relation to refugees and the political transition happening in Venezuela. Box: Fabio Trujillo. Illegal drugs have become the center of gravity of Colombia’s conflict. Traffic in narcotics catapulted the military capacity of the armed groups, increased their capacity to obtain income, criminalized their activities, eroded the legitimacy of the political system and internationalized the confrontation. It follows, therefore, that weakening the drug trade is now a necessary condition for overcoming the conflict. However it will not be enough, since the relationship between the two problems is quite complex. The dominant perception on this matter does not take into account such complexity and a correlation with a cause-and-effect link. In fact this perception, which strongly influences present policies towards the armed conflict, mistakenly commits the error of supposing: i) that the armed groups are only interested in money; ii) that putting an end to the drug trade would end the conflict too; iii) that stopping the conflict would end the drug trade; iv) that so long as there is an illegal drug traffic there will be conflict; and v) that the drug trade must be stopped no matter how and no matter what it costs. This chapter begins by discussing these fallacies, since unfortunately they have led to mistaken and counterproductive actions. To better clarify the relation between drugs and the conflict, Section B will remind the reader of the main reasons why Colombia became a leading country in this illegal industry.

El presente trabajo identifica los elementos del dibujo y analiza las parejas que ellos componen, examinando el simbolismo de cada una de ellas y las interrelaciones de sus componentes en varias fuentes de los siglos XVI-XX. El mundo dibujado está organizado según el principio andino de hanan-hurin aplicado en dos dimensiones, la horizontal y la vertical. Dos ejes, hanan y hurin, dividen el espacio en cuatro campos distintos. Los campos inferiores están organizados de manera inversa con respecto al espacio superior. Semejantes estructuras cuatripartitas se encuentran en otras representaciones espacio-temporales andinas. The structure of the drawing of the Quri Kancha altar has been described as dual, reflecting either the Andean hanan-hurin complementarity or the symmetry of Christian church altars. Present study identifies the elements presented in the drawing and analyses the couples which they comprise, demonstrating the symbolism of each couple and the hanan-hurin relations within them, as evident in XVI-XX century sources. The world presented in the drawing of the Quri Kancha altar is organized according to the Andean hanan-hurin principle applied on two-dimensional scale (horizontal and vertical). Two axes - hanan and hurin - divide the space into 4 distinct fields. The lower fields are inverted relative to the hanan space above.

From these artifacts we can see how important the textiles of the Incan culture were to its people. Some argue that internal strife was the main factor for the ease with which the Spaniards were able to conquer the advanced civilization of the Incas. Others argue that the empire was already in decline. Perhaps the textile– based economy of the Incan empire was the prime factor. History of the Incan Empire: Geographical and Political The area of South America, which once sustained the mighty Incan empire during the early half of the 10th millennium, is a diverse, breathtaking and often inhospitable land. As the Incans, led by Manco Capac, spread their empire across the South American continent they conquered numerous small tribes scattered throughout an awesome array of nature's wonders. They started their reign in the area surrounding Lake Titicaca, still considered a sacred place by their modern day ancestors, taking control of the local Tiwanaku peoples. From this region nestled in the Andes Mountains they battled their way across mountain ridges that draw a line down the coastal areas of South America.

Cities fall under the jurisdiction of States where they play a fundamental role in the making and consolidation of emerging powers. In today’s State-centred International System, cities are underexamined in the field of foreign policy, a domain that is exclusively that of national governments. Using the cases of Colombia (Bogotá) and South Africa (Johannesburg), this thesis draws from multilingual sources to examine the role of cities in the foreign policy of emerging powers of the Global South. An interdisciplinary approach indicates that, by drawing together debates across International Relations and Urban Studies literature, there is little to no place for the conceptual and operational cross pollination necessary to engage the increasing importance of cities in the emerging powers of the Global South.
