There are numerous helpful unprinted guides at HSP that index or describe large collections. Some of these are listed below, especially when they point in numerous directions for research. In addition, the HSP has a printed Guide to the Manuscript Collections of the Historical Society of Pennsylvania (HSP: Philadelphia, 1991), which includes an index of proper names; it is not especially helpful for searching specific topics, item names, of subject areas. In addition, entries in the Guide are frequently too brief to explain the richness of many collections. Finally, although the on-line guide to the manuscript collections is generally a reproduction of the Guide, it is at present being updated, corrected, and expanded. This survey does not contain a separate section on land acquisition, surveying, usage, conveyance, or disputes, but there is much information about these subjects in the individual collections reviewed below. -

Congressional finding and declaration of Policy (a) The Congress finds that the existence, in industries engaged in commerce or in the Production of goods for commerce, of labor conditions detrimental to the maintenance of the minimum standard of living necessary for health, efficiency, and general well-being of workers (1) causes commerce and the channels and instrumentalities of commerce to be used to sPread and Perpetuate such labor conditions among the workers of the several States; (2) burdens commerce and the free flow of goods in commerce; (3) constitutes an unfair method of competition in commerce; (4) leads to labor disputes burdening and obstructing commerce and the free flow of goods in commerce; and (5) interferes with the orderly and fair marketing of goods in commerce. -

Teacher EducationJames Quarterly, Trier Spring 2010 Representations of Education in HBO’s The Wire, Season 4 By James Trier The Wire is a crime drama that aired for five seasons on the Home Box Of- fice (HBO) cable channel from 2002-2008. The entire series is set in Baltimore, Maryland, and as Kinder (2008) points out, “Each season The Wire shifts focus to a different segment of society: the drug wars, the docks, city politics, education, and the media” (p. 52). The series explores, in Lanahan’s (2008) words, an increasingly brutal and coarse society through the prism of Baltimore, whose postindustrial capitalism has decimated the working-class wage and sharply divided the haves and have-nots. The city’s bloated bureaucracies sustain the inequality. The absence of a decent public-school education or meaningful political reform leaves an unskilled underclass trapped between a rampant illegal drug economy and a vicious “war on drugs.” (p. 24) My main purpose in this article is to introduce season four of The Wire—the “education” season—to readers who have either never seen any of the series, or who have seen some of it but James Trier is an not season four. The report of a grand committee2 consisting of Mr. [Nathan] Dane, Mr. [James M.] Varnum, Mr. S[tephen] M[ix] Mitchell, Mr. [Melancton] Smith, Mr. [Lambert] Cadwallader, Mr. [William] Irwine, Mr. N[athaniel] Mitchell, Mr. [Uriah] Forrest, Mr. [William] Grayson, Mr. [William] Blount, Mr. [John] Bull, and Mr. [William] Few to whom was referred a letter of 14 September 1786 from J[ohn] Dickinson written at the request of commissioners from the states of Virginia, Delaware, Pennsylvania, New Jersey, and New York assembled at the city of Annapolis together with a copy of the report of the said commissioners to the legislatures of the states by whom they were appointed, being an order of the day was called up and which is contained in the following resolution, viz: “Congress having had under consideration the letter of John Dickinson, Esquire, chairman of the commissioners who assembled at Annapolis during the last year, also the proceedings of the said commissioners and entirely coinciding with them as to the inefficiency of the federal government and the necessity of devising such farther provisions as shall render the same adequate to the exigencies of the Union do strongly recommend to the different legislatures to send forward delegates to meet the proposed convention on the second Monday in May next at the city of Philadelphia.” The delegates for the state of New York thereupon laid before Congress instructions3 which they had -

The United States and the Articles of Confederation: Drifting Toward Anarchy or Inching Toward Commonwealth?* On June 7, 1776, Richard Henry Lee proposed to the Second Con- tinental Congress "[t]hat these United Colonies are, and of right ought to be, free and independent States," and "[t]hat a plan of confederation be prepared and transmitted to the respective Colonies for their con- sideration and approbation."' Lee's resolution reflected the linkage between independence and confederation in the public mind.2 The result was the Articles of Confederation, drafted in 1776-1777 and fi- nally ratified on March 1, 1781, which remained in effect until 1789 and represented the first American experiment with a written na- tional charter.3 The conventional view of this period is that it was dominated by deep factional conflict concerning the amount of power that should be vested in the national government. 4 The text of the Articles, ac- cording to this view, represented a victory for the group favoring minimal national authority, 5 and as a result the Articles government * The author acknowledges with gratitude the assistancc of Professor William E. Farley Grubb FARLEY GRUBB THE CONSTITUTIONAL CREATION OF A COMMON CURRENCY IN THE U.S., 1748-1811: MONETARY STABILIZATION VERSUS MERCHANT RENT SEEKING The value of having a single currency, the optimal size of currency unions, and the cost of forming such unions, is an unresolved debate1. An important aspect of this debate is the empirical success claimed for currency unions such as the United States. The fact that otherwise-sovereign states within the United States are not legally allowed to issue their own currency, thus creating a single cur- rency zone for the whole United States based on the U.S. dollar, is commonly used as an example for emulation and as justification for policy choices, such as the current move toward a European currency union based on the Euro2. The benefits of this constitutionally created U.S. currency union and, by analogy, the benefits for other politically manufactured currency unions are as- sumed to be obvious, namely a reduction in monetary instability and exchange- rate transactions costs within the union thereby stimulating long-run economic growth. These alleged benefits for the U.S., however, are not derived from market evidence, but from simple theoretical assertions and from a historical literature that has taken as fact the rhetoric of the winning side at the U.S. Con- stitutional Convention. Independent of theory and rhetoric, little is known about how and why the U.S.
