    Health and Environment in Europe: Progress Assessment ABSTRACT This report describes the progress made by the WHO European Member States in improving their health and the environment situation over the last 20 years. The assessment focuses on the aspects of health related to clean water and air, to environments supporting safe mobility and physical activity, chemical safety, noise and safety at work. These are the environment and health issues arising from the four regional priority goals of the Children’s Environment and Health Action Plan for Europe (CEHAPE), agreed at the Fourth Ministerial Conference on Environment and Health in 2004. The information collected by the European Environment and Health Information System forms the basis for the analysis. The report also presents the public governance and healthy public policy aspects of national policies on environment and health. The implementation of the CEHAPE in countries, its impact and challenges related to it are summarized using the information collected through the web-based survey on CEHAPE conducted in November 2009.     THE NEW “OLD COUNTRY” THE KINGDOM OF YUGOSLAVIA AND THE CREATION OF A YUGOSLAV DIASPORA 1914-1951 BY ETHAN LARSON DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History in the Graduate College of the University of Illinois at Urbana-Champaign, 2020 Urbana, Illinois Doctoral Committee: Professor Maria Todorova, Chair Professor Peter Fritzsche Professor Diane Koenker Professor Ulf Brunnbauer, University of Regensburg ABSTRACT This dissertation reviews the Kingdom of Yugoslavia’s attempt to instill “Yugoslav” national consciousness in its overseas population of Serbs, Croats, and Slovenes, as well as resistance to that same project, collectively referred to as a “Yugoslav diaspora.” Diaspora is treated as constructed phenomenon based on a transnational network between individuals and organizations, both emigrant and otherwise. In examining Yugoslav overseas nation-building, this dissertation is interested in the mechanics of diasporic networks—what catalyzes their formation, what are the roles of international organizations, and how are they influenced by the political context in the host country. The life of Louis Adamic, who was a central figure within this emerging network, provides a framework for this monograph, which begins with his arrival in the United States in 1914 and ends with his death in 1951. Each chapter spans roughly five to ten years. Chapter One (1914-1924) deals with the initial encounter between Yugoslav diplomats and emigrants. Chapter Two (1924-1929) covers the beginnings of Yugoslav overseas nation-building. Chapter Three (1929-1934) covers Yugoslavia’s shift into a royal dictatorship and the corresponding effect on its emigration policy.

Some shortcomings, which were reflected in the influence of -ex tra-constitutional (“irresponsible”) factors, such as the group of conspirators from 1903 or their younger wing from 1911 (the organisation Unification or Death), occasionally made Serbian democracy fragile but it nonetheless remained functional at all levels of govern- ment. A comparison with crises such as those taking place in, for example, France clearly shows that Serbia, although perceived as “a rural democracy” and “the poor man’s paradise”, was a constitutional and democratic state, and that it was precisely its political freedoms and liberation aspirations that made it a focal point for the rallying of South-Slavic peoples on the eve of the Great War. Slovenia holds its second presidency of the Council of the European Union and celebrates the 30th anniversary of its independence. There has been some controversy around the Slovenian Presidency revolving around Slovenia’s support of Hungary’s anti-LGBT law and the perceived curbing of media freedom. Slovenia is assuming the presidency at a crucial moment when the EU is adopting important packages concerning the green and digital transformation and the building of the EU's resilience.

Since then, there have been continuous contacts on this subject, and, at the end of 2002, when programmes for a complete reform of school curricula in Serbia were presented, ideas for a seminar on history teaching were put forward, and, at a short notice, this seminar was arranged. Due to bad weather conditions in Belgrade, the opening of the seminar was delayed, and the last foreign participants did not arrive until late in the afternoon of Tuesday 21 January 2003. II.
