Huningy and Nikolaus Wolfz Abstract We analyze the formation oft he German Zollverein as an example how geography can shape institutional change. We show how the redrawing of the European map at the Congress of Vienna—notably Prussia’s control over the Rhineland and Westphalia—affected the incentives for policymakers to cooperate. The new borders were not endogenous. They were at odds with the strategy of Prussia, but followed from Britain’s intervention at Vienna regarding the Polish-Saxon question. For many small German states, the resulting borders changed the trade-off between the benefits from cooperation with Prussia and the costs of losing political control. Based on GIS data on Central Europe for 1818–1854 we estimate a simple model of the incentives to join an existing customs union. The model can explain the sequence of states joining the Prussian Zollverein extremely well. Moreover we run a counterfactual exercise: if Prussia would have succeeded with her strategy to gain the entire Kingdom of Saxony instead of the western provinces, the Zollverein would not have formed. STARK has been written in recent years about the emergence of modernist culture in^w de siecle Europe and the resistance MUCH it met from cultural traditionalists. The earliest clashes be? tween traditionalism and modernism usually occurred in the legal arena, where police censors sought to uphold traditional norms against the modernist onslaught. How successful was the state in combatting emer? gent modernist cultural movements? Arno Mayer, in a recent analysis ofthe persistence ofthe old regime in Europe before 1914, maintains that: "In the long run, the victory of the modernists may have been inevitable. This volume has been prepared to meet the demand for an .edition of Kleist' s "Die Hermannsschlacht" with English Introduction and Notes. It is designed for advanced classes, capable of reading and understanding the play as literature. As a fairly good reading knowledge of the language is taken forgranted, few grammatical passages are explained. The Introduction is intended to give such historical, biographi- cal and critical material as will prepare the student for the most profitable and appreciative reading of the play. It has been said that Kleist is one of those poets whose work cannot be fully under- stood without a knowledge of their lives. But this is perhaps less true of "Die Hermannsschlacht" than of some of Kleist' s other works. For an intelligent understanding of this drama an intimate knowledge of the condition of Germany in the early part of the Nineteenth Century is even more essential than a knowledge of the poet's life. The Notes contain such suggestions regarding classical, geo- graphical, and vague allusions as are deemed necessary or advisable for understanding this great historical drama. -

Sincethenthefamilyhasexperiencedgoodandbadtimesandthelivesofthe family members reflect their respective times. Today, 777 years later, the family consists of 70 male cousins and their family members. Green Growth in Brandenburg: An analysis of the Regional Growth Core Schönefelder Kreuz Highlights 2 Green Growth in Brandenburg: An analysis of the regional growth core Schönefelder Kreuz The green transition and its challenges The pressure to decarbonise our economies and production systems is growing, and there is increasing need for policy attention to accelerate the industrial transition required to achieve the levels of emissions reduction required to avoid dangerous climate change. The challenge of the green transition for policy attention is also being matched by other short- and long-term policy challenges. The economic recessions and continuing high levels of unemployment in many OECD member countries are stretching public resources. Demographic trends, such as an ageing popula- tion, are also affecting labour markets over the coming four decades to 2050: • An additional 2 billion people will need to be accommodated, with rising living standards across all countries and a quadrupling of global GDP. • Increasing life expectancy will mean an ageing population for some countries, while for other countries, particularly developing ones, young populations and workforces will be a competitive advantage. • The majority (70%) of people will be living in cities by 2050, offering resource efficiency opportunities but also placing greater emphasis on the need for solutions to air pollution, traffic congestion and the management of water, waste and energy in urban environments. The growth of carbon emissions at the global scale continues, although there is significant regional variation. In Annex 1 to the UN Framework Convention on Climate Change countries, annual emissions in 2010 were collectively 3.7% below 1990 levels, with Kyoto Protocol coun- tries collectively at 12.4% below 1990 levels.
