Né à Metz, en 1754, Pierre-Louis Roederer est un des hommes-clés de la fin de l'Ancien Régime et des débuts de la Révolution en Lorraine et dans les Trois Evêchés. Élu à l'Assemblée Nationale après les premiers éclats de la Révolution parisienne, il en deviendra une des voix les plus écoutées. Sa car rière est multi-forme : juriste, économiste, théoricien de la poli tique, homme d'action successivement procureur général syndic de la Seine, propriétaire de journaux, conspirateur de Brumaire, conseiller d'Etat, sénateur, comte d'Empire, ministre napolitain, secrétaire d'Etat du Grand Duché de Berg, commissaire extraordi naire de 1 'Empire napoléonien finissant, pair de France sous la monarchie de Juillet, mais aussi auteur de théâtre, moraliste et phi losophe. Roederer est un des rares hommes qui, de Louis XV à Louis-Philippe, ont été au sommet du pouvoir sans se renier(ll. 1) Sur la vie de Roederer, voir notre ouvrage Roederer. 1754-1835, Serpenoise, 1989, ou A. Cabanis, << Roederer >>, Dictionnaire Napoléon, Paris, 1987, p. 1471-1472. 311 Mort à près de 82 ans, il a laissé une œuvre écrite considérable, publiée par un de ses fils, Antoine-Marie, sous le Second Empire(2). Philosophe et penseur, Roederer a consacré une partie non négligeable de ses travaux théoriques et pratiques à l'économie politique, des bancs de la Société Royale des Sciences et des Arts de Metz, l'actuelle Académie Nationale, à ceux, moins quiets, de la Constituante et des assemblées politiques des différents régimes qu'il a servis. Il fait partie de ces hommes des Lumières qui, par leurs écrits et leurs actes ont préparé, en province, l'explosion de 1789 et l'irruption dans les affaires publiques de la science économique. C'est cet aspect de l'œuvre de Pierre-Louis Roederer que nous souhaitons présenter aujourd'hui. Il ne s'agira pas, bien sûr, d'être exhaustif et définitif car les contraintes de l'édition ne permet traient pas d'entrer dans les détails des centaines de pages que le Messin consacra à l'économie. Mais nous pensons qu'une approche générale des convictions économique du personnage peut être l'oc casion, d'une part, de mieux connaître encore ce grand compatrio te, et, d'autre part, de situer son œuvre dans les grands courants de la pensée économique de la fin du XVIIIe et du début du XIXe siècle. Nous le ferons en adoptant un plan chronologique : des tra vaux « Lorrains » (I) à ceux du Consulat (III), en passant par les «travaux pratiques » de l'Assemblée Nationale Constituante (II). Partant de ce voyage dans les œuvres de Roederer, on verra qu'il eut plus de convictions que de théories propres. Il fut d'abord un disciple d'Adam Smith, père de l'école économique classique et père de l'économie politique tout court (IV). 1. Réflexion et propositions : grands problèmes d'économie politique en Lorraine et dans les Trois Evêchés à la fin de l'Ancien Régime Conseiller au Parlement de Metz, membre très actif de la Société Royale des Sciences et des Arts, Pierre-Louis Roederer a été mêlé aux grands débats qui ont traversé la Lorraine et les Trois Evêchés à la fin de l'Ancien Régime. Il y a fait entendre sa voix, non seulement par une approche théorique, mais encore en intervenant dans les problèmes concrets. Parcourons ses différents travaux. - Idées sur un traité de finance(3l. La première étude d'écono mie politique connue de Roederer est un discours prononcé lors de 2) Œuvres du comte P.-L. Roederer, Firmin-Didot, 1853-1859, 8 volumes, près de 4 900 pages. Publiées à cinquante exemplaires destinés aux amis de la famille et à quelques bibliothèques publiques, ces textes sont aujourd'hui presqu'introuvables et font la fierté des bibliophiles chanceux qui en disposent. VII, p. 430-437. 312 la séance publique de la Société Royale des Sciences et des Arts, le 25 août 1782, six ans après la parution de De la richesse des nations d'Adam Smith. Le texte est court. Son auteur l'explique par le fait que son travail initial a été « censuré » par ses pairs au motif que certaines de ses idées étaient trop «hardies ». Les fragments sup primés n'ont malheureusement pas été conservés, ce qui ne nous permet pas de savoir en quoi Roederer avait pu choquer ses col lègues de l'Académie. Il en résulte que son texte se limite à l'énon cé de quelques grands principes de fiscalité et à proposer le plan d'un traité idéal sur la matière fiscale. En ouverture de sa confé rence, Roederer dresse néanmoins un tableau critique de la fiscali té de son époque. Il la juge touffue, trop compliquée, résultat de l'empilement de différents textes et pratiques depuis des décennies. Partant, la fiscalité est devenue incompréhensible, tant dans son énoncé que dans la justification des impôts et taxes. C'est la tradi tion bien plus qu'une règle établie une fois pour toutes et approu vée par la « nation » qui justifie le système d'imposition du régime royal. « Il faut, écrit Roederer, un ouvrage didactique sur la finan ce ». Et une fois cet ouvrage réalisé, il faudra réformer le système existant. Mais il faudra le faire avec modération. En ce sens, déjà, le conseiller au Parlement de Metz critique les « économistes » phy siocrates car, dit-il, «pas un de ces écrivains n'a considéré que les réformes devant être partielles et successives, la manière d'y procéder était la manière la plus délicate et la plus difficile à traiter ». Mais il n'en dit pas plus. Il faudra donc continuer à étudier son œuvre éco nomique pour mieux connaître ses convictions sur le sujet. - Dialogue sur le colportageC4l. Publié en août 1783, ce dia logue est l'occasion pour son auteur de prendre parti en faveur des commerçants messins qui se réjouissent de l'enregistrement par leur Parlement de la loi interdisant aux marchands forains de venir vendre au détail en ville. Si ce texte a une bonne utilité pour connaître un aspect des problèmes économiques de Metz à cette époque, il ne nous aide pas à préciser la pensée économique géné rale de son auteur. - Questions concernant le reculement des barrières doua nières(s). Fallait-il intégrer le commerce de ces provinces au commerce du royaume ou fallait-il leur conserver leur régime de provinces « étrangères », avec le sys tème douanier qui en découlait ? La réponse divisait l'opinion à Metz et Nancy. A plusieurs reprises, des tentatives d'intégrer les provinces dans le droit commun avaient échoué. La mode du libre échange au niveau international remit la question à l'ordre du jour. Le grouvernement ordonna sur place une enquête afin de recueillir les avis les plus divers. Il confia à Pierre-Louis Roederer le soin de faire la synthèse de l'ensemble et d'en tirer des propositions. Allié à la finance allemande par sa femme, propriétaire de verreries à Saint-Quirin, le conseiller au Parlement de Metz était, on l'imagi ne, partisan du reculement des barrières douanières qui grevaient le commerce des provinces aux frontières du royaume. Il s'exprima dans deux textes écrits au printemps et à l'automne 1787 (Observations et Questions), sans aucune retenue en faveur du reculement. Quelle est la source des différents revenus ? demande le Messin en introduction de son texte. Sa réponse lui permet, une fois enco re, de se poser en adversaire des physiocrates : « Tous les revenus ont leur première source dans la terre; mais les richesses de la terre en sont tirées par l'accord des trois espèces de travaux qui tous ont un droit constant à une part de ses produits : ( ...) l'agriculture, les manufactures et le négoce ». L'origine foncière de toute richesse n'est donc qu'une vérité historique rendue caduque par l'évolution et l'émergence d'autres activités qui ont une vie et un développe ment autonome, fondés sur le travail. Ce sont les idées d'Adam Smith que Roederer tente d'acclimater au problème local. Partant de cette constatation - qui n'était d'ailleurs pas indis pensable à son propos -, Roederer entreprend de démontrer l'utili té qu'aurait le libre-échange pour sa région. Il constate d'abord que le système en place est fort compliqué. Vers la Franche-Comté, les exportations sont frappées de « droits locaux »; vers l'Alsace, on leur applique le «tarif d'Alsace », vers le Luxembourg, le «tarif impérial ». Les cours de la Moselle et de la Meuse sont coupés de nombreux péages qui font péricliter la navigation.
