It provides a typology of the insecurity incidents which occurred in areas of Bukomansimbi, Lwengo, Rakai, Sembabule, Kalungu, Nyendo, Lyantonde districts and Kingo sub-county and examines the steps which government and other stakeholders have taken to address the problem. Using a qualitative approach, interviews were conducted in the affected areas with LCI chairpersons, locals and area members of parliament together with library research to explain why these measures have failed to reduce the high level of crime that takes place in and around the country. The article focuses on three related issues: the political economy of the Uganda state;catalysts for insecurity and the manner in which the government and other actors have sought to manage the country's insecurity situation. National Population and Housing Census 2014 Area Specific Profiles – Ssembabule District FOREWORD Demographic and socio-economic data are useful for planning and evidence-based decision making in any country. Such data are collected through Population Censuses, Demographic and Socio-economic Surveys, Civil Registration Systems and other Administrative sources. In Uganda, however, the Population and Housing Census remains the main source of demographic data, especially at the sub-national level. Population Census taking in Uganda dates back to 1911 and since then the country has undertaken five such Censuses. The most recent, the National Population and Housing Census 2014, was undertaken under the theme ‘Counting for Planning and Improved Service Delivery’. The enumeration for the 2014 Census was conducted in August/September 2014. The Uganda Bureau of Statistics (UBOS) worked closely with different Government Ministries, Departments and Agencies (MDAs) as well as Local Governments (LGs) to undertake the census exercise.

ESID Working Paper No. 113 Political settlements and the delivery of maternal health services in rural Uganda Badru Bukenya 1 2 Frederick Golooba-Mutebi February 2019 1 Department of Social Work and Social Administration, Makerere University Email correspondence: [email protected]; [email protected] 2 Independent researcher and Honorary Research Fellow, University of Manchester Email correspondence: [email protected] ISBN: 978-1-912593-15-6 email: [email protected] Effective States and Inclusive Development Research Centre (ESID) Global Development Institute, School of Environment, Education and Development, The University of Manchester, Oxford Road, Manchester M13 9PL, UK www.effective-states.org Political settlements and the delivery of maternal health services in rural Uganda Abstract Technical questions, such as systems development and management; governance, the role of service users in financing and decision-making and resource availability, have long dominated research on healthcare provision in developing countries. The importance of the broader political context, specifically the way power is organised and exercised and the extent to which it meets the acceptance of a country’s ruling elites, or, more specifically, the prevailing political settlement, is usually disregarded (DFID, 2010:22). This ESID-commissioned research explored whether, and the extent to which, ‘the balance or distribution of power between contending social groups and classes, on which [the Ugandan] state is based’ (di John and Putzel, 2009:4) matters with regard to government capacity for delivering maternal health services. Findings indicate that within Uganda’s weak-dominant political settlement, sub-national level settlements exert a profound effect on the capacity and commitment of local government to deliver services.
