In the coming days, Azerbaijan commemorates the twenty-first anniversary of the atrocious crimes committed against the civilians and defenders of the town of Khojaly, situated in the Nagorno Karabakh region of the Republic of Azerbaijan. 3. Energy reserves, pipeline routes and the legal regime in the Caspian Sea John Roberts I. The energy reserves and production potential of the Caspian The issue of Caspian energy development has been dominated by four factors. The first is uncertain oil prices. These pose a challenge both to oilfield devel- opers and to the promoters of pipelines. The boom prices of 2000, coupled with supply shortages within the Organization of the Petroleum Exporting Countries (OPEC), have made development of the resources of the Caspian area very attractive. By contrast, when oil prices hovered around the $10 per barrel level in late 1998 and early 1999, the price downturn threatened not only the viability of some of the more grandiose pipeline projects to carry Caspian oil to the outside world, but also the economics of basic oilfield exploration in the region. While there will be some fly-by-night operators who endeavour to secure swift returns in an era of high prices, the major energy developers, as well as the majority of smaller investors, will continue to predicate total production costs (including carriage to market) not exceeding $10–12 a barrel. The second is the geology and geography of the area. The importance of its geology was highlighted when two of the first four international consortia formed to look for oil in blocks off Azerbaijan where no wells had previously been drilled pulled out in the wake of poor results.1 The geography of the area involves the complex problem of export pipeline development and the chicken- and-egg question whether lack of pipelines is holding back oil and gas pro- duction or vice versa. -

STATEMENT BY H.E. MR. ILHAM ALIYEV, PRESIDENT OF THE REPUBLIC OF AZERBAIJAN MEETING OF HEADS OF STATE AND GOVERNMENT “FINANCING THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT IN THE ERA OF COVID-19 AND BEYOND” 29 September 2020 Mr. Secretary-General, Distinguished Heads of State and Government, Azerbaijan attaches great importance to the implementation of the Sustainable Development Goals. Our success was reflected in the “Sustainable Development Report 2020”, where Azerbaijan ranks 54th among 166 countries in the Sustainable Development Goals Index. Azerbaijan’s GDP tripled in the last 17 years. The external public debt of Azerbaijan is one of the lowest in the world. Azerbaijan has the lowest external debt among the oil exporting countries. Foreign Exchange Reserves of Azerbaijan exceed the external public debt by 6 times. Azerbaijan places a special emphasis on the equal distribution of energy revenues between current and the future generations. To this end, the State Oil Fund was established. The assets of the Fund currently exceed the GDP of the country. Azerbaijan has achieved one of the highest income equality levels. As a result of the Armenian occupation more than 1 million Azerbaijanis became refugees and internally displaced persons. About 8 billion Azerbaijani manats amounting to nearly 5 billion USD has been allocated for addressing needs of this vulnerable group. Azerbaijan itself became a donor country. Overall, Azerbaijan provided financial and humanitarian assistance to nearly 120 countries during the last 15 years. Despite the decrease in the state revenues during the pandemic period the government has allocated fund around 3% of GDP to the protection of jobs, economic growth and the public health. -

Let me take this opportunity to congratulate the EBRD on its 30th anniversary and call your attention to another anniversary, later this year. Republic of Azerbaijan marks 30 years since the country gained its independence after collapse of the Soviet Union. Our success in transition towards a market economy is also the EBRD’s success as we have strong and lasting partnership over 29 years. The EBRD has so far invested 3.1 billion EUR through 177 projects in the country. The value of the current portfolio of projects supported by the EBRD in Azerbaijan is more than 1.15 billion EUR. In Azerbaijan, the EBRD helps small and medium-sized businesses grow and succeed through its network of experts. It provides business advice to local small and medium-sized enterprises and has helped more than 1,000 firms to improve their performance and growth. Furthermore, we are currently exploring the prospects of cooperation for the development of trade, SMEs and SOEs. We believe that the Memorandum of Understanding on cooperation between Entrepreneurship Development Fund under the Ministry of Economy and EBRD soon to be signed attests to our mutual intent and commitment towards reinforcing our collaboration. -

These accursed policies, supported by the authorities of some states, were constantly pursued by Tsarist Russia and the Soviets. After the demise of the USSR these policies led to the displacement of Azerbaijanis from their homelands, exposing them to suffering on a massive scale. In all, two million Azerbaijanis have at various times felt the weight of the policies of ethnic cleansing and genocide pursued by aggressive Armenian nationalists and stupid ideologues of "Greater Armenia". ...Today the Government of Azerbaijan and its people must bring the truth about the Khojaly genocide and all the Armenian atrocities in Nagorny Karabakh, their scale and brutality, to the countries of the world, their parliaments and the public at large and achieve the recognition of these atrocities as an act of genocide. POLITICAL LEADERSHIP AFTER COMMUNISM TIMOTHY J. COLTON MORRIS AND ANNA FELDBERG PROFESSOR OF GOVERNMENT AND RUSSIAN STUDIES, HARVARD UNIVERSITY Abstract: Political scientists have paid little attention to the role of leadership. This article suggests a way to think systematically about leaders’ contributions in the former Soviet Union by examining their ability to achieve their own goals and the impact they have. The fifteen countries provide a wide range of variation on the dependent variable. hat have we learned about political leadership in the post-communist Wworld? It is fair to say that it is not as much as we have picked up about a host of other ordering issues, among them political economy, institutional design, ethnic conflict, and public opinion and elections. Considering the significance of the magnitude of the topic, we have not learned nearly enough. There are students of post-communist politics who tend to accept the importance of the theme and those who, embracing structural approaches, tend not to. A majority in the scholarly community fall into the former camp. “Leadership matters,” is how they often put it. “It matters a lot. Why, just look at Gorbachev’s role, and also Yeltsin’s, and then there is Putin, and [fill in the blanks].” However, the majority have seldom thought leadership important enough to make it a primary object of their research. Leaders have figured in a handful of serious political biographies, in natu- ralistic roles in many studies of other topics, in several studies of ideas in politics, and in all manner of op-eds du jour. -

Chapel Hill 2016 Approved by: Erica Johnson Michael Morgan Chad Bryant © 2016 Benjamin Midas ALL RIGHTS RESERVED ii ABSTRACT Benjamin Midas: Nationalist Rhetoric and Public Legitimacy in Ilham Aliyev’s Azerbaijan (Under the Direction of Erica Johnson) This thesis explores the question of why nondemocratic leaders use nationalist rhetoric in ways very similar to democratic leaders through a case study of Azerbaijan. I argue that Azerbaijan’s president Ilham Aliyev uses nationalist rhetoric in order to build public legitimacy for his regime. Despite not needing to build a base of support for legitimate elections, Aliyev needs to legitimate his regime in the eyes of his citizens. To do so he uses nationalist themes in his speeches that resonate with Azerbaijani population to develop popular support. These themes come from applying theories of nationalism to the context of Azerbaijan. I will show the nationalist themes Aliyev utilizes in his speeches and how the use of those themes changes in response to events in Azerbaijan. Of the Republic of Azerbaijan on the 24 Anniversary of Khojaly Genoc
STATEMENT of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan on the 24th anniversary of Khojaly Genocide The crime committed in Khojaly city at the night from 25th to 26th February of 1992, by the Armenian armed forces together with the 366th moto-artillery regiment of the former Soviet army in Khankendi was one of the unprecedented events due to its cruelty. Khojaly genocide resulted with severe violation of international legal norms and principles as well as of human rights and freedoms and as an integral part of the aggressive policy against Azerbaijan, became another evidence of long-lasting ethnic cleansing and genocide policy of Armenian extremists and their supporters against the Azerbaijani people. During Khojaly genocide, 613 people, whose names were known, including 106 women, 63 children and 70 old people were killed; over 1000 civilians became disabled as a result of severe injuries; 1275 people were taken hostages, the fate of 150 out of them still remains unknown. 8 families were totally exterminated; 25 children lost both, whereas 130 children lost one parent; captives and hostages were subjected to merciless torture. Thus, human rights of those people, especially the fundamental right to life were grossly violated. This massive killing of human beings, committed by the Armenian invaders, unambiguously, is an act of genocide due to its unimaginable cruelty and tortures. Hence, under international law, genocide is considered to be one of the gravest crimes and the elements of this crime are determined in a number of legal documents. The UN General Assembly Resolution 96 (I) dated 11 December 1946, states that genocide, violating the right of people to life, damages human dignity, and deprives the mankind of the material and spiritual values created by human beings, is contrary to the spirit and aims of the United Nations and universal values and the civilized community condemns it. -

Since 1990, it has raged on to varying degrees. On the morning of Saturday, September 27, 2020, Azerbaijan and Armenia announced the resumption of fighting. The two sides blamed one another for triggering the fresh round of fighting. Armenian Prime Minister Nikol Pashinyan announced that Azerbaijan had launched a mis- sile and ground attack on the Nagorno-Karabakh region, an Armenian-majority region which declared its indepen- dence from Azerbaijan in 1992. Meanwhile, the Azerbaija- ni president asserted that Armenia had mounted an attack on Azerbaijani regions located along the line of contact be- tween the two countries, which was demarcated after the end of the major war between the two countries in 1994 that left more than 30,000 people dead and led Armenia to occupy almost 20 percent of Azerbaijani territories. This report intends to offer a realistic portrayal of the scope of the Azerbaijani-Armenian conflict, evaluating the extent of its impact on the Middle East and the conflicts raging therein, and the potential opportunities it offers and challenges it poses to the region’s countries. -
