Broughton Micova (Sally) A thesis submitted to the Department Media and Communications of the London School of Economics for the degree of Doctor of Philosophy, London, August 2013 0 Abstract This thesis contributes to our understanding of the role of European Union policy in national level governance of the audiovisual media sectors in small states in South East Europe. It compares the Republics of Slovenia and Macedonia, two countries of similar size and population that emerged from the same former-Yugoslav media system. Slovenia is a new EU member state and Macedonia is a candidate country, therefore both are formally bound by EU audiovisual media policy. Europeanization research, particularly in new Member States and candidate countries, has focused on compliance with transposition deadlines and the implementation of specific EU Directives. This study takes a bottom-up approach, making media governance its object of study based on a conceptualisation of governance by Jan Kooiman (2003), but still focused on identifying the role of the EU within that national level governance. It draws on interviews with stakeholders in both countries, examination of secondary data available on the respective media markets, and accounts from civil society actors and regulators to arrive at an overall picture of media governance. It finds that in these two cases the role of Europeanization, defined in this thesis in relation to the EU, centres on the use of EU rules by domestic actors in order to forward their strategic interests. It argues that the media sectors in these two cases are largely resistant to Europeanization because of their small size and the particular relations between media and political elites. This thesis suggests that the media sector may be different from other sectors such as transport, environmental protection, or labour in terms of Europeanization and governance because the role of media in domestic politics. However, this is not a simple story of the democratic and governance failures often attributed to Southern European countries. BTV challenged the sports viewing industry not only by spoiling their own TV rights but also by including on their target people who support others teams beyond Benfica. In spite of this strategy has been considered at an initial stage as risky, BTV only in the first year accounted 30 Million Euros of revenues. The current study aims to study the impact that all the different sports contents powered by BTV have on BTV subscription, the influence of different club affiliation on BTV subscription and, the influence of price on BTV subscription. On the first part of the study a literature review was performed in order to understand different insights that were revealed as important to justify the results achieved. This was followed by an analyze of the current situation of televised sports industry in Portugal and BTV in particular. Regarding the contents, English Premier League and Benfica games played at home are by far, the contents that arouse more interest. The results reveal that there is a huge influence of different club affiliation on BTV subscription, particularly by Sporting and Porto supporters.

    Summary from 21st session SKOPJE, 12/27/2011 – on the 21st session, the Broadcasting Council processed the information in terms of the respect of the obligation of the satellite televisions to broadcast through satellite as their primary broadcast. Because of the collection of additional facts in terms of the satellite transmission, the Broadcasting Council decided to give the four satellite broadcasters (BM Television; Nasha TV; Jungle TV and Perspektiva TV- Sky Net Plus, every one of them from Skopje) a deadline until the 15th February to regulate their working according to the Broadcasting Activity Law and with the granted license. The Broadcasting Council decided to notify the Public Enterprise Macedonian Radio Television on the conducted measures by the Broadcasting Council related to their demand to take measures against Alfa TV, related to the fact that the stated broadcasters removed the violations from article 61 from the Broadcasting Activity Law in the first following episode of the series: ‘’Life – 20 years of independence’’. The Proposal on the program of the Broadcasting Council for 2012, as well as the ‘’Report from the Second Working Meeting and Presentation of the Draft-Report of the Republic of Macedonia on the middle term universal periodic overview’’ and the ‘’Report on the Participation at the Regional Seminar ‘’Gender Equality and Media’’ were adopted. On the session, the Council’s members analyzed also the concluded violations of the Broadcasting Activity Law at the local televisions. Most frequent violations are related to disrespect of the regulations on protection of minor audience as well as on the regulations on advertising.
