IZMIR EARTHQUAKE SITUATION REPORT - #02 November 1, 2020

I. DISASTER PROFILE Type of disaster Mw6.9 Earthquake Date and Time of Disaster October 30, 2020 / 2:51 PM Location / Address (Off the coast of Seferihisar, Izmir) GPS Coordinates 37°54'7.20"N - 26°47'39.12"E

Summary of the Disaster/Event: On October 30, 2020 at 2:51 PM, an earthquake with a magnitude of Mw6.9 occurred in the Aegean Sea, 17.26 km off the coast of Seferihisar district of Izmir, 11.8 km below the ground. There was an increase in sea level in the surrounding coastal areas due to the earthquake and damages caused by tsunami were observed in Seferihisar region. After the earthquake, a total of 850 aftershocks, as 40 with a magnitude of ML4 and above, occurred until 7:00 AM on November 1, 2020. The earthquake was felt in the entire Aegean and regions.1

Izmir earthquake is a local disaster when the loss of life and physical and economic damages are considered. Izmir can cope with its own resources, no requests for humanitarian assistance from outside are expected. 17 of the registered 270.000 buildings were demolished (this number can increase), physical and economical damage is limited. There is no significant damage to the infrastructure. No damage is expected in the large industry. Since this earthquake was the first earthquake that hit an industrialized city since the 1999 Marmara Earthquake, valuable lessons can be learned for the expected large Izmir and earthquakes. The current report has focused on 3 issues that will affect the businesses: behaviors of community, crisis management shown by business associations, and economical damage findings.

III. STATUS OF THE BASE AND CRITICAL INFRASTRUCTURES Transportation No serious damage report was encountered. There are local collapses on the roads. According to the statement of Adil Karaismailoglu, the Minister of Transport and Infrastructure, there is no damage in the transportation system. The heavy traffic that occurred after the earthquake made it difficult to reach the debris areas. Entries to the city are closed till further notice. Partial damage is observed in Seferihisar and Alacati Marina. Electricity Within the scope of the damage announcements made by the Minister of Energy and Natural Resources, Fatih Donmez, it was stated that the electricity of nearly eighteen thousand subscribers was cut off, but relevant improvement works continue. Natural gas No damage statement has been made from the natural gas distribution companies.

Communication/Network Major telecom operators have guided mobile access vehicles to the area and provided free call and communication use for the community in the affected area. Hospitals The patients in some of the hospitals were evacuated for security reasons. The main building was evacuated due to damage to the columns in the main building of Seyfi Demirsoy State Hospital. The earthquake caused cracks on some of the walls and column connections of Alper Cizgenakat State Hospital. Due to the cracks, outpatient clinic services and surgeries were suspended in the hospital, except for the emergency service. Schools Although the Minister of National Education, Ziya Selcuk, stated that there was no damage in the schools, education was suspended for a week.

IV. SOCIAL REACTION The dominant emotions observed after the earthquake were panic, fear, shock, and anxiety. The behaviors observed as a result of this situation are important for both crisis management and the recovery process: - There was a tendency to exit from the buildings quickly during the first minutes. - Stampedes were observed during escape in several areas. - There was a tendency to sleep outside due to the security of the buildings and aftershocks. - A heavy traffic was observed towards the surrounding districts. Most intense areas can be listed as: Ayvalik, Gumuldur, Cesme, Kusadasi, Foca, Candarli, Didim, and Bodrum2.

V. CRISIS MANAGEMENT OF BUSINESS WORLD ASSOCIATIONS The post-disaster activities of business world associations, chambers, and cooperatives were analyzed within the scope of 7 parameters in the light of social media posts and statements. The results of the investigation are summarized including but not limited to the below-mentioned parameters and applications. - Warning the citizens includes the warnings about the attitude that the citizens should adopt after a disaster. - Strategy Statements mean the opinion statements on long-term issues such as urban transformation, infrastructure, and disaster preparedness. - Finance Notification means informing the enterprises regarding the recovery finance that they can apply. - Mobilization refers to the provision of services for the enterprises, members, or the community.

Association and Federations - Associations and federations showing activity throughout have issued condolence messages. - BASIFED, a member federation of TURKONFED, and the member associations showing activities in , and other business world organizations have also issued condolence messages and warned the citizens. - İzmir Bar Association sent a message to the lawyers affected by the earthquake that they could benefit from the pension against incapacity to work.

Trade Associations - Izmir Chamber of Hotels have provided free accommodation opportunities for earthquake victims. - Trade associations have sent condolence messages and established a communication line for the members.

Cooperatives - Buyukcigli Tradesmen and Craftsmen Loan and Bail Cooperative distributes the supplies aids received from its members to the citizens. - SS Karsiyakali Kadin Gelisimi Uretim ve Isletme Kooperatifi (SS Karsıyaka Women Development Production and Management Cooperative) hosts the earthquake victims in the tents at the cooperative center.

VI. ECONOMIC DAMAGE - There are 238,802 registered businesses in Izmir province, damage assessment works continue. - In the floods occurred after the tsunami in Seferihisar, enterprises such as restaurants, shops, and fishermen and also the marina were the most affected areas. - The earthquake mostly affected the Bayrakli district of Izmir. Izmir Justice Palace and many occupational groups depending on the new residences were affected by the earthquake.

- Occupational groups and enterprises showing activity in the region include but not limited to the law firms, independent accountant and financial advisors, physician's offices and dental clinics, business centers operating in different sectors, hotels, ship agencies, restaurants, and large company head offices. - In the first assessments, it is stipulated that the business places showing activity in Bayrakli have been damaged to a great extent and the occupational groups in this region will have an economic loss.
